LOUIS PARK ORDINANCE CODE SECTION 1:752 ENTITLED "SEWER RENTAL RATES" AND SECTION 1:803 (C) ENTITLED "WATER RATES" THE CITY OF ST. LOUIS PARK DOES ORDAIN: Section 1. That Section 1:752 of the St. Louis Park Ordinance Code entitled "Sewer Rental Rates" is hereby amended to read as follows: Section 1:752.1. Sewer Rental Rates. Charges for sewer service to non-residential users within the City provided in Section 1:751 hereof shall be: 1) twenty-nine cents ($.29) per 100 cubic feet of water consumption as measured during the winter quarter (or as otherwise determined in Section 1:752.3) or a minimum of nine dollars and fifty cents ($9.50) per quarter; and, 2) nine dollars and fifty cents ($9.50) per quarter for all residential users within the City as provided in Section 1:751 hereof. Section 1:752.3. All sewer customer charges, payable monthly/ quarterly shall be determined by computing the average monthly/quarterly water consumption from the combined water meter readings for any three of the months from October through March. Such new change of rate shall be effective January 1st of each year and shall be billed monthly/quarterly thereafter. In any case where winter meter readings are not available or appropriate, monthly/quarterly charges shall be made on the basis of current water consumption at which time the annual charge will be established and an adjustment of such charges collected will be made. Section 1:752.5. A penalty of 10 percent shall be added to the amount due on any sewer bill if not paid within 20 days after the billing date. Payments received by mail postmarked on or before the twentieth day shall be deemed as paid within said period. Section 1:752.7. discharging sewerage into other than the City of St. meters or other measuring specifications to measure the sewer. All owners, lessees, and occupants of buildings the City sewer while using water from any source Louis Park municipal water system shall install devices meeting with the City water meter either the water used or the discharge into Section 2. That Section 1:803(c) of the St. Louis Park Ordinance Code entitled "Water Rates" is hereby amended to read as follows: • Section 1:803 Water Rates (c) Water bills shall be mailed to customers for the service periods set forth in Section 1:803 (a) and shall specify the water consumed and the charge in accordance with the rates set forth in Section 1:803 (a). A penalty of 1Q percent shall be added to the amount due on any bill if not paid within 20 days after the billing date. Payments received by mail postmarked on or before the twentieth day shall be deemed as paid within said period. Section 3. This ordinance shall take effect March 1, 1975. County of Hennepin J R RITCHAY, being duly sworn, on oath says he is and during all times here stated has been the vice president and printer of the newspaper known at The St Louis Park Sun and has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least once each week (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second-class matter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park, Golden Valley School District No 275 and Robbinsdale School District No 281 in the County of Hennepin and it has its known office of issue in the City of Bloomington in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and maintained by the managing officer or persons in its employ and subject to his direction and control during all such regular business hours and devoted exclusively during such regular business hours to the business of the news- paper and business related thereto (6) Said newspaper files a copy of each issue immediately with the State Historical Society.
