AN ORDINANCE RELATING TO TRAFFIC REGULATION;
AMENDING THE ST. LOUIS PARK ORDINANCE CODE,
SECTION 3:100
THE CITY COUNCIL OF ST. LOUIS PARK ORDAINS:
Section 1. The St. Louis Park Code, Section 3:100, is amended
to read:
Section 3:100. Adoption of State Highway Traffic
Regulation and Driver's License Acts. The following
statutes of the state of Minnesota, as amended, are
adopted by reference and made a part of this section,
and are in force and effect as of August, 1973,
three copies of which are marked as official copies
and filed for use and examination by the public
in the office of the city clerk:
All of Chapter 169, Minnesota Statutes,
known as the "Highway Traffic Regulation
Act", excepting the following sections:
Subdivisions 1, 2, and 3 of Section 169.06;
Subdivision 9 of Section 169.09; Sections
169.10, 169.11, 169.27, 169.66, 169.77,
169.78; Subdivision 6 of Section 169.83;
and Section 169.87.
All of Chapter 170, Minnesota Statutes,
known as the "Safety Responsibility Act"
except Section 170.50, Subdivision 2
thereof.
All of Chapter 171, Minnesota Statutes,
known as the "Drivers' License Law"
except Section 171.04.
Section 2. This ordinance shall take effect 15 days after its
publication.

J R RITCHAY, being duly sworn, on oath says he is and during all times here stated has
been the vice president and printer of the newspaper known as The St Louis Park Sun and
has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in prmted
space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least
once each week (3) Said newspaper has 50% of its news columns devoted to news of local
rest to the community which it purports to serve and does not wholly duplicate any other

ewspaper is circulated in and near the municipality which it purports to serve, has at least
0 copies regularly delivered to paying subscnbers, has an average of at least 75% of its total

matter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park
in the County of Hennepin and it has its known office of issue in the City of Bloonungton in
said county, established and open during its regular business hours for the gathering of news,
sale of advertisements and sale of subscriptions and maintained by the managing officer or
persons in its employ and subject to his direction and control during all such regular business
hours and devoted exclusively dunng such regular business hours to the business of the news-
paper and business related thereto (6) Said newspaper files a copy of each issue immediately
with the State Historical Society (7) Said newspaper has complied with all the foregoing
conditions for at Least two years preceding the day or dates of publication mentioned below
(8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966
and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State
and signed by the publisher of said newspaper and sworn to before a notary public stating that
the newspaper is a legal newspaper
He further states on oath that the printer( Ordinance No.. 120
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
and published therein in the English language, once each week, for pf_successive weeks;
