ORDINANCE NO. 1224
AN ORDINANCE AMENDING SECTIONS 5.05 AND 5.06
OF THE ST. LOUIS PARK HOME RULE CHARTER
THE CITY OF ST. LOUIS PARK DOES ORDAIN:

Section 1. Section 5.05 of the Home Rule Charter of the City of
St. Louis Parlc entitled °Purchases and Contracts` is amended to read:
The City Manager shall be the chief purchasing agent
of the city. All purchases on behalf of the City shall
be made, and all contracts let, by the City Manager,
provided that the approval of the Council must be given
in advance whenever the amount of such purchase or
contract exceeds $5,000.00. All contracts, bonds, and
instruments of every kind to which the City shall be a party
shall be signed by the Mayor on behalf of the City as well
as by the City Manager, and shall be executed in the name
of the City.
Section 2. Section 5.06 of the Home Rule Charter of the City
of St. Louis Park entitled Contracts. How Let` is amended to read:
In all cases of contracts for the purchase of
merchandise, materials, equipment or for any kind of
construction work undertaken by the City, which require
an expenditure of more than $5,000.00 unless the Council
shall by an emergency ordinance otherwise provide, the
City Manager shall advertise for bids by at least one
week's published notice in the official newspaper.
Contracts and purchases in excess of $5,000.00 shall
be let to the lowest responsible bidder as determined
by the Council. The Council may, however, reject any
and all bids. Nothing contained in this section shall
prevent the Council from contracting for the doing of
work with patented processes, or from the purchasing
of patented processes, or from the purchasing of patented
appliances.
Section 3. This ordinance shall take effect ninety days after
its passage and publication.

has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in prmted
space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least
once each week (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
Ivication and is not made up entirely of patents, plate matter and advertisements (4) Said
spaper is circulated in and near the municipality which it purports to serve, has at least
copies regularly delivered to paying subscribers, has an average of at least 75% of its total
circulation currently paid or no more than three months in arrears and has entry as second-class
atter m its local post -office (5) Said newspaper purports to serve the City of St Louis Park
the County of Hennepin and it has its known office of issue in the City of Bloomington in
said county, established and open during its regular business hours for the gathering of news,
sale of advertisements and sale of subscriptions and maintained by the managing officer or
persons in its employ and subject to his direction and control during all such regular business
hours and devoted exclusively during such regular business hours to the business of the news-
paper and business related thereto (6) Said newspaper files a copy of each issue immediately
with the State Historical Society (7) Said newspaper has complied with all the foregoing
conditions for at least two years preceding the day or dates of publication mentioned below
(8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966
and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State
and signed by the publisher of said newspaper and sworn to before a notary public stating that
the newspaper is a legal newspaper
