LOUIS PARK ORDINANCE CODE, RELATING TO NON -INTOXICATING MALT LIQUOR LICENSES THE CITY OF ST. LOUIS PARK DOES ORDAIN: MAY 1 4 1973 Pi Section 1. That Section 2:105 of the St. Louis Park Ordinance Code entitled "Application" is hereby amended to read as follows: Section 2:105. Application. The application of an individual for such license shall state the age of the applicant and whether the applicant is married or single; whether the applicant is a registered voter; the various addresses at which the applicant may have lived or resided during the last fide years preceding the making of such application; the kind and location of every business and occupation that the applicant has been engaged in during the last five years before the making of such application, together with the name and address of any employers by whom engaged during the said period; whether the applicant has ever been arrested for or convicted of any crime of violation of any ordinance; when, where and for what any such arrests or convictions have been made; whether the applicant has ever been engaged in operating a saloon, cafe, soft drink parlor or other business of a similar nature, and if so engaged, when, where and for how long; floor number, street and legal description of premises where sale is to be conducted; name and address of owner and of any and all leases or subleases of real estate, building fixtures and furniture where such non -intoxicating malt liquor is to be sold; the name and address of any and every person who will have charge, management or control of the place; name of three or more persons who may be referred to as to applicant's character. If applicant is a corporation, the applicant shall give the name and general purpose of the corporation, and the state under which laws incorporated, and also the names of the officers and directors, their addresses; as to each, the information required above for an individual applicant, and such other information as the City Council may from time to time require. All fees required to be paid in connection with such licenses shall be paid at the time of the filing of the application. In the event that the application is denied or withdrawn after the investigation is completed, all such fees shall be refunded, except that if the application is for an "on -sale" license the sum of $100.00 shall not be refunded. Section 2. This ordinance shall take effect fifteen days after its publication. Adopted by the City Council May 14, 1973. Bloomington, Minnesota J R RITCHAY, being duly sworn, on oath says he is and during all times here stated has been the vice president and printer of the newspaper known as The St Louis Park Sun and has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least once each week (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second-class 1111.tter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park the County of Hennepin and it has its known office of issue in the City of Bloomington in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and maintained by the managing officer or persons in its employ and subject to his direction and control during all such regular business hours and devoted exclusively during such regular business hours to the business of the news- paper and business related thereto (6) Said newspaper files a copy of each issue immediately with the State Historical Society (7) Said newspaper has complied with all the foregoing conditions for at least two years preceding the day or dates of publication mentioned below (8) Said newspaper has filed with the Secretary of State of Minnesota pnor to January 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn to before a notary public stating that the newspaper is a legal newspaper He further states on oath that the printed Ordinance No. 1220 hereto attached as a part hereof was cut from the columns of said newspaper, and was printed and published therein in the English language, once each week, for one aiccessive weeks; that it was first so published on Thurs the 17 day of May , 19__L and was thereafter printed and published on every to and including the day of , 19 and that the following is a printed copy 0 the lower case alphabet from A to Z, both inclusive, and is hereby acknowledged as being size and kind of type used in the composition and publication of said notice, to -wit. abcdefghijklmnopqrstuvwxyz abcdef ghdlk Imnopgrstuvwxvz Subscribed and sworn to before me this 17 day of (NotaI Seal) M Vest, Notary- Public, Hennepin County, Minn y Commission Expires April 18th, 1979 May , 1923.
