Section 3:139.03. Uniat,zul Parkins. It is unixwfvl for any person

J R RTTCHAY, being duly sworn, on oath says he is and during all times here stated has
been the vice president and printer of the newspaper known as The St Louis Park Sun and
has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least
once each week (3) Said newspaper has 50% of its news columns devoted to news of local
_interest to the community which it purports to serve and does not wholly duplicate any other
�,�publication and is not made up entirely of patents, plate matter and advertisements (4) Said
lewspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total
circulation currently paid or no more than three months in arrears and has entry as second-class
Odtter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park
e County of Hennepin and it has its known office of issue in the City of Bloomington in
county, established and open durmg its regular business hours for the gathering of news,
sale of advertisements and sale of subscriptions and maintained by the managing officer or
persons in its employ and subject to his direction and control during all such regular business
hours and devoted exclusively during such regular business hours to the business of the news-
paper and business related thereto (6) Said newspaper files a copy of each issue immediately
with the State Historical Society (7) Said newspaper has complied with all the foregoing
conditions for at least two years preceding the day or dates of publication mentioned below
(8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966
and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State
and signed by the publisher of said newspaper and sworn to before a notary public stating that
the newspaper is a legal newspaper

ORDINANCE NO 1119
AN ORDINANCE REGULATING THE
PARKING OF CERTAIN MOTOR VEHI-
CLES ON OR,vNEAR RESIDENTIAL
USE DISTRICTPROPERTIES
THE CITY OV ST LOUIS PARK DOES
ORDAIN
Section 1 The St. Louts Park Ordinance
Code is hereby amended by adding the fol-
lowing
Section 3 13901 Declaration of Nuis-
ance The outside parking or outside stor-
age within a residential use district of
motor vehicles not customarily used or
needed for use in connection with the oc-
cupancy of residentialropprty for resi-
dence purposes, is found to create a nuis-
ance and detrimental influence upon the
public health, sal ety, prosperity, good
order and general welfare in such dis-
trict, by obstructing the view on streets
and on private properties, bringing un-
healthful and noisome odors and materi-
als into residential neighborhoods, creat-
ing cluttered and otherwise unsightly
areas, preventing the full use of residen-
tial streets for residential parking, intro-
ducing commercial advertising signs into
areas where' commercial advertising
signs are otherwise prohibited, and other-
wise adversely affecting residential prop-
erty
roperty values and neighborhood patterns
Section 3 139 09 Unlawful Parking It
is unlawful for any person owning, driving
or in charge of a motor vehicle to cause or
permit the parking or continuous standing
for more than four hours on any public or
private property within any residential
use distract of (a) any commercial bus,
tractor, truck tractor or tractor trailer
combination on any public or private
property within any residential use dis-
trict, or (b) any motor vehicle in excess
of 9,000 lbs gross vehicle weight or in
excess of 22 feet in length
Section 3 139 05 Exceptions Section 3
139 03 shall not apply to (a) any motor
vehicle being used by a public utility,
moving company or similar company
while Ms actually being used to service a
residence not belonging to or occupied by
the operator of the vehicle, (b) any motor
vehicle used in conjunction with an au-
thorized construction site during a period
that construction is actually taking place,
including non -working hours and holi-
days, or (c) any motor vehicle specifical-
ly and originally designed and manufac-
tured for recreation purposes, in excess
of 22 feet in length, which as parked in a
rear yard area and not within five (5) feet
of any property line, provided that vehi-
cles converted for recreational purposes
may be parked in a rear yard area, not
within five (5) feet of any property hne
until November 15, 1973, upon which date
Section 3 139 03 shall become fully applic- 1
able to such vehicles
Section 2 Penalty Any person violat-
ing the provisions of this ordinance shall
be guilty of a misdemeanor and upon con-
viction shall be punished by a fine of not
more than $300 00 or by imprisonment for
not to exceed 90 days, or both
Section 3 This ordinance shall take ef-
fect fifteen days after its publication
