LOUIS PARK: REGULATING THE DISTRIBU- TION OF COMMERCIAL AND NON-COMMERCIAL HANDBILLS: CONTROLLING THE DEPOSITING OF LITTER ON PRIVATE PREMISES: PROVIDING A LIEN FOR CITY CLEARANCE: AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS," REQUIRING THAT ALL RECEPTACLES CONTAINING LITTER, INCLUDING BUT NOT LIMITED TO GARBAGE AND REFUSE TO BE KEPT COVERED THE CITY OF ST. LOUIS PARK DOES ORDAIN: Section 1. Section 4:523 of the St. Louis Park Ordinance Code entitled, "Placement of Litter in Receptacles so as to Prevent Scattering", is amended to read: Section 4:523 Placement of Litter in Receptacles so as to Prevent Scattering and Time Duration of Litter Placement on Street Curbs and Other Areas. (a) Persons placing litter in public receptacles or in authorized private receptacles shall do so in such a manner as to prevent it from getting out of the receptacle by reason of the elements. (b) Garbage or refuse shall not be placed adjacent to any street, or in a side yard of a corner lot, or next to a side street or in a front yard. (c) Litter, other than garbage or refuse, may be placed adjacent to a street, for the sole purpose of collection, and then only for a period of not more than 24 hours before the scheduled pickup.
