ORDINANCE NO 1181
AN ORDINANCE VACATING ALLEY
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. It is hereby determined that a petition in writing
signed by a majority of all of the owners of all property abutting upon
both sides of the alley proposed to be vacated, has been duly filed with
the City Clerk, requesting vacation of the alley, and the City Clerk
has furnished a copy of said petition to the City Manager who has
reported filing of same to the City Council, and the Clerk has published
notice in the official city newspaper, the St. Louis Park Sun, on February 24,
1972, as directed by the Council and the City Council has met at the time
and place as published in said notice and has conducted a public hearing
on said petition and hereby determines that the alley is not needed for
public purposes, and that it is for the best interests of the public
that said alley be vacated as petitioned.
Section 2. The following described length of alley, as now
dedicated and laid out within the corporate limits of the City of
St. Louis Park, is vacated:
Portion of 16 foot alley in Block 26, north of Lots 18 - 24
inclusive, Rearrangement of St. Louis Park and the 16 foot
alley north of Lot 13, Block 75, Rearrangement of St. Louis
Par'.:
reserving, however, to the City of St. Louis Park any and all easements
that may exist in, over, and across the described property for storm
sewer, sanitary sewer, water main, and public utility purposes.
Section 3. The City Clerk is instructed to prepare a Notice of
Completion containing a copy of this ordinance and to file the Notice
in the Office of the Register of Deetor Registrar of Titles, in and
for the County of Hennepin, Minnesota, as the case may be.
Section 4. This ordinance shall take effect fifteen days after its
publication.

J R RITCHAY, being duly sworn, on oath says he is and during all times here stated has
been the vice president and printer of the newspaper known as The St Louis Park Sun and
- has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least
once each week (3) Said newspaper has 50% of its news columns devoted to news of local
rest to the community which it purports to serve and does not wholly duplicate any other
jication and is not made up entirely of patents, plate matter and advertisements (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total
0thlation currently paid or no more than three months in arrears and has entry as second-class
er in its local post -office (5) Said newspaper purports to serve the City of St Louis Park
e County of Hennepin and it has its known office of issue in the City of Bloomington in
said county, established and open durmg its regular business hours for the gathering of news,
sale of advertisements and sale of subscriptions and maintained by the managing officer or
persons in its employ and subject to his direction and control during all such regular business
hours and devoted exclusively dunng such regular business hours to the business of the news-
paper and business related thereto (8) Said newspaper files a copy of each issue immediately
with the State Historical Society (7) Said newspaper has complied with all the foregoing
conditions for at least two years preceding the day or dates of publication mentioned below
(8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1988
and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State
and signed by the publisher of said newspaper and sworn to before a notary public stating that
the newspaper is a legal newspaper.
