LOUIS PARK ZONING ORDINANCE' "; AMENDING THE ST. LOUIS PARK ORDINANCE CODE BY ADDING SECTION 6:032.55, SECTION 6:032.36, AND AMENDING SLCTION 6:122.5 RELATING TO DEFINITIONS OF CAR WASH, II C12_,I1T?.L CAR WASH, AND REGULATIONS THEREOF THE CITY OF ST. LOUIS PARK DOES ORDAIN: Section 1. That Section 6:032 of Ordinance No. 730, passed December 28, 1959, entitled "St. Louis Park Zoning Ordinance" is hereby amended to read as follows: Section 6:032.55 Car Wash: An area where a structure or where land is equipped automobiles, and Section 6:032.56 washing of cars. Section 2. with mechanical equipment and facilities for washing which is not an incidental car wash as defined in and which does not include coin operated self-service Section 6:032 of Ordinance No. 730 is amended to read: Section 6:032.56 Incidental Car Wash: An area where a structure is equipped with mechanical equipment and facilities for washing automobiles and which facilities form a part of a motor fuel station or an automotive repair facility and which is incidental thereto and which does not include a conveyor system and such area shall not consist of more than one bay of a motor fuel station or an automobile repair garage, and which does not include coin operated self-service washing of cars. Section 3. Section 6:122.5 of Ordinance No. 730 is hereby amended to read: Section 6:122.5 Car Wash and Inc_dental Car wash stbject to the following requirements. a. Parking - A car wash shall have parking space to permit the stacking of at least thirty (30) cars or the maximum number of vehicles which can be washed during a 30 minute period, whichever is greater; plus an additional ten off-street parking spaces for employees and storage of washed cars. Incidental car wash shall have parking space to permit the stacking of at least four (4) cars without blocking ingress and egress driveway or dirveways for servicing vehicles at gasoline pumps. • b. Equipment - The equipment used in a car wash and incidental car wash shall be designed, operable and maintained so as to avoid injury to persons or damage to property. Chemicals which are of such strength as to cause damage to property or injury to persons are prohibited. The equipment shall be so designed to prevent vapor clouds occurring beyond the lot lines of the site nor shall there be vapor clouds obscuring the view or adversely affecting the use of the property or adjacent property. All detergents or cleaning agents used in conjunction with the washing of the cars shall be bio -degradable. c. Drainage and surfacing plans for a car wash and a incidental car wash shall be approved by the City which plans shall provide for the wash water disposal and sludge removal facilities sufficient to assure complete dust, salt and other chemical and mud abatement on the premises and so as to prevent the accumulation of surface water, wash water or sludge on the site or in the vicinity of the premises. All surfacing shall be of a dustless all weather material capable of carrying a load of two thousand (2,000) pounds per square foot. Drainage shall be away from the public street at the egress points to prevent spillage onto the street. The grades of the interior floor shall be sloped away from the exit door, and said floor shall be sloped to an accepted interior drainage system. d. Landscaping - All setback areas for a car wash and all other areas not taken up by a structure or surfacing shall be landscaped using both deciduous and non -deciduous trees and plantings. All refuse containers for a car wash and an incidental car wash shall be kept within the building or in an enclosed metal container which is screened from view and aesthetically designed. e. Ingress - Egress - No ingress or egress points for a car wash shall be closer than 150 feet from the point of intersection of the setback line adjacent to intersecting streets. Ingress and egress points for an incidental car wash shall be governed by the provisions of Section 6:111.3(1). The exit door from the car wash shall be at least forty five (45) feet from the public right of way. f. Lighting - Adequate decorative site lighting for a car wash is required. Such lighting shall not cause a nuisance beyond the property lines. g. Signing - A car wash shall have no more than one free standing sign no higher than 25 feet and no larger than 50 square feet per sign surface and not more than 100 square feet of total sign area on said free standing sign. There shall be nc banners, pennants,or streamers permitted on the site. h. Incidental car washes shall not be permitted in a motor service station which does not comply to all provisions of all current ordinances governing such use. -2- Section 4.
