AN ORDINANCE AMENDING THE FOLLOWING SECTIONS OF
THE ST. LOUIS PARK ORDINANCE CODE RELATIVE TO THE ,
POSITION CLASSIFICATION PLAN, COMPENSATION PLAN,
BASIC PERSONNEL POLICY AND CONDITIONS OF CITY
EMPLOYMENT: SECTION 1:303 APPOINTMENT PROCEDURES;
SECTICN 1:304 PROMOT_ON AND DEMOTION; SECTION 1:306
PROVISIONAL APPOINTMENTS; SECTION 1:308 COMPENSATION
PLAN; SECTION 1:311 PART TIME, CASUAL, 0: SEASONAL WORK;
AND SECTION 1:325 SUSPENSION AND DISMISSAL
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. That Section 1:303 of the St. Louis Park Ordinance Code
entitled "Appointment Procedure" is hereby amended to read as follows:
Section 1:303. Appointment Procedure. All appointments of department
heads and charter officers shall be made according to merit and fitness, by
the City Manager with the consent and approval of the City Council. All
other appointments of employees shall be made by the City Manager.
Section 2. That Section 1:304 of the St. Louis Park Ordinance Code
entitled 'Promotions and Demotions" is hereby amended to read as follows:
Section 1:304. Promotions and Demotions. It shall be the policy to fill
vacancies in the municipal service by promotion of permanent employees insofar
as practicable, to post notice of intent to fill such vacancies for five days
at those specific locations at which employees may best be able to see such
notices, and in cases of equal qualifications to give due consideration to
length of service. Promotions and demotions of employees shall be made by
the City Manager.
Section 3. That Section 1:306 B. of the St. Louis Park Ordinance Code
entitled "Provisional Appointments - Termination" is hereby amended to read
as follows:
Section 1:306. Provision Appointments.
B. Termination
A provisional appointment shall terminate:
(a) By action of the City Council disapproving the provisional
appointment in the case of department heads or charter officers, or
(b) By action of the City Manager; or
(c)
By expiration of the period during which any such appointment
is limited by Civil Service or -any other law, not to exceed
one hundred twenty (120) days in any e•lent; or

(d) By the effective date of a regular appointment to the
position.
Section 4. That Sectior. 1:303 of the St. Louis Par.: Ordinance Code
entitled, "Compensation Plan" is hereby amended to read as follows:
Section 1:308 (A) (1) Basic Tables of Numbered Pay Ranges.
Each numbered pay range in the basic tables
consists of a minimum and maximum bi-weekly
rate wit intermediate pay steps at
approxim,.`ely five per cent (5%) intervals.
Said basic tables follow:

Section 1:308 (F) (2) (C) Study Incentive Program - Eligibility.
Employees in position ranges 1 through 54
inclusive are eligible, provided, however,
any employee holding a position in these
ranges having a college degree as a job
qualification shall not be eligible.
Section 5. That Section 1:311 (B) of the St. Louis Park Ordinance Code
entitled "Part-time, Casual, o Seasonal Work - Benefits" is hereby amended
to read as follows:
Section 1:311. Part -Time, Casual, or Seasonal Work.
B. Benefits
Persons whose employment is casual or seasonal, and persons employed
part-time on less than a one-half, full-time basis shall not be
entitled to sick leave, vacation leave, holiday pay, overtime pay
and insurance benefits. Permanent part-time employees on a one-half
full-time or greater basis shall be entitled to sick leave and
vacation leave on a pro -rate basis except that those employees
having other employment with the City on a full-time basis shall
not receive vacation and sick leave benefits for part-time employment.
Section 6. That Section 1:325 of the St. Louis Park Ordinance Code
entitled "Suspension and Dismissal" is hereby amended to read as follows:
Section 1:325. Suspension and Dismissal.
A. Any officer or employee subject to the provisions of this
ordinance may be suspended without pay for disciplinary

purposes by the City Manager. No employee shall be suspended
for more than thirty (30) days in any calendar year, except
that extensions may be made pending any investigation and
hearing. Any officer or employee subject to the provisions
of this ordinance may be dismissed, for cause, from the municipal
service at any time by the City Manager with the ccnsent and
approval of the City Council.
Section 6. This ordinance shall take effect December 27, 1971.

paper and business related thereto (6) Said newspaper files a copy of each issue immediately
with the State Historical Society (7) Said newspaper has complied with all the foregoing
conditions for at least two years preceding the day or dates of publication mentioned below
(8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966
and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State
and signed by the publisher of said newspaper and sworn to before a notary public stating that
