ORDINANCE NO. 1141
AN ORDINANCE VACATING ALLEY
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. It is hereby determined that a petition in writing
signed by a majority of all of the owners of all property abutting
upon both sides of the alley proposed to be vacated has been duly
filed with the City Clerk, requesting vacation of said alley, and
the City Clerk has furnished a copy of said petition to the City
Manager who has reported filing of same to the City Council, and the
Clerk has published notice in the official city newspaper, the St.
Louis Park Sun on March 25, 1971, as directed by the Council and the
City Council has met at the time and place as published in said notice
and has conducted a public hearing on said petition and hereby determines
that said Alley is not needed for public purposes, and that it is for
the best interests of the public that said alley be vacated as petitioned.
Section 2. The following described length of alley, as now
dedicated and laid out within the corporate limits of the City of
St. Louis Park, be hereby vacated:
Alley between Salem Avenue and Raleigh Avenue from
West 28th Street to West 29th Street (abutting Lots 8/29,
Block 1, Latham's Minnetonka Boulevard Addition)
Section 3. The City Clerk is hereby instructed to prepare a Notice
of Completion containing a copy of this ordinance and to file the same for
record forthwith in the Office of the Register of Deeds or Registrar of
Titles, in and for the County of Hennepin, Minnesota, as the case may be.
Section 4. This ordinance shall take effect fifteen days after its
publication.

J R RITCHAY, being duly sworn, on oath says he is and during all times here stated has
been the vice president and printer of the newspaper known as The St Louis Park Sun and
has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least
once each week (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirely of patents, plate matter and advertisements (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscnbers, has an average of at least 75% of its total
lation currently paid or no more than three months in arrears and has entry as second-class
er m its local post -office (5) Said newspaper purports to serve the City of St Louis Park

said county, established and open during its regular business hours for the gathering of news,
sale of advertisements and sale of subscriptions and maintained by the managing officer or
persons in its employ and subject to his direction and control during all such regular business
hours and devoted exclusively during such regular business hours to the business of the news-
paper and business related thereto (6) Said newspaper files a copy of each issue immediately
with the State Historical Society (7) Said newspaper has complied with all the foregoing
conditions for at least two years preceding the day or dates of publication mentioned below
(8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1968
and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State
and signed by the publisher of said newspaper and sworn to before a notary public stating that
the newspaper is a legal newspaper
He further states on oath that the printers Ordinance No. 1741
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
and pubhshed therein in the English language, once each week, for OIs® successive weeks,
