LOUIS PARI: DOES ORDAIN: Section 1. That the sum of $96,290 be transferred from the Emergency Appropriation of the General Fund, account 101-4975-1349 to the following accounts in the General Fund, to provide appropriations for salary ad- justments for fiscal year 1971: 4010-1100 Mayor and Council $ 613 4020-1100 City Manager's Office 6,023 4051-1100 City Clerk's Office 659 4052-1100 City Treasury 378 4053-1100 Assessing 5,350 4054-1100 Accounting and Internal Auditing 5,139 4060-1100 Legal 352 4080-1100 Planning 2,751 4110-1100 Police Protection 43,972 4120-1100 Fire Protection 4,581 4130-1100 Protective Inspection 5,288 4210-1100 Engineering 11,400 4220-1100 Street Maintenance 906 4430-1100 Health -Regulation and Inspection 3,234 4091-1100 City Hall Operation and Maintenance 1,7441,039 4990-3905 Transfer to Park Fund 4990-3911 Transfer to Recreation Fund 2,077 4990-3903 _ Transfer to Civil Defense Fund 284 Total $96,290 Section 2. That the estimated revenue of the Civil Defense Fund, account 201-3911 "Transfer from Other Funds", be re -estimated in the amount of $234 resulting from "Transfer" in Section 1, and that said sum be appropri- ated from the Unappropriated Surplus of the Civil Defense Fund, account 201- 265 to the following account for salary adjustments for fiscal year 1971: 201-4150-1100 Civil Defense $284 6 • • Section 3. That the estimated revenue of the Park Fund, account 207-3911 "Transfer from Other Funds" be re -estimated in the additional amount of $1,744 resulting from "transfer" in Section 1, and that said sum be ap- propriated from the Unappropriated Surplus of the Park Fund account 207- 265 to the following account for salary adjustments for fiscal year 1971: 207-4751-1100 Municipal Parks $1,744 Section 4. That the estimated revenue of the Recreation Fund, account 211- 3911 "Transfer from Other Funds" be re -estimated in the additional amount of $2,077 resulting from "transfer" in Section 1, and that said sum be appropriated from the Unappropriated Surplus of the Recreation Fund, account 211-265 to the following account for salary adjustments for fiscal year 1971: 211-4740-1100 Organized Recreation $2,077 Section 5. That the estimated revenue of the Print Shop and Stores Fund, account 605-3811 "Reimbursement from Other Funds" be re -estimated in the additional amount of $297 and that said sum be appropriated from the Un* appropriated Surplus of the Print Shop and Stores Fund, account 605-265, to the following account for salary adjustments for fiscal year 1971: 605-4922-1100 Print Shop and Stores $297 Section 6. That the sum of $1,823 be appropriated from the Unappropri- ated Surplus of the Water Utility Fund, account 701-265, to the following account for salary adjustments for fiscal year 1971: 701-4825-1100 Administration and General $1,823 Section 7. That the sum of $1,101 be appropriated from the unappropri- ated Surplus of the Sanitary Sewer Utility Fund, account 703-265 to the following account for salary adjustments for fiscal year 1971: 703-4841-1100 Sanitary Sewer Maintenance $1,181 Section 8. That the City Manager be directed to cause the appropriate accounting entries to be made in the books and records of the City. Section 9. This ordinance shall take effect December 28, 1970. Adopted by the City Council February 1, 1971. W JOHN BERTRAM, being duly sworn. on oath says he is and during all times here stated has been the vice president and printer of the newspaper known as The St Louis Park Sun and has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the Engllsh language in newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least once each week (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to ,paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears 0ond has entry as second-class matter in its local post -office (5) Said newspaper purports to be the City of St. Louis Park in the County of Hennepin and it has its known office of ue in the City of Bloomington in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and main- tained by the managing officer or persons in its employ and subject to his direction and con- trol during all such regular business hours and devoted exclusively during such regular business hours to the business of the newspaper and business related thereto. (6) Said news- paper files a copy of each issue immediately with the State Historical Society.
