AN ORDINANCE REGULATING PLUMBING AND GAS PIPING
ADOPTING LY REFERENCE THE MINNESOTA -PLUMBING CODE AND
REPEALING ORDINANCE 1053 ENTITLED "AN ORDINANCE REGU-
LATING PLUMBING AND GAS PIPING; ADOPTING BY REFERENCE
ORDINANCE CODES RELATING THERETO"
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The construction, extension, alteration or repair of all
plumbing shall be regulated and licensed as follows:
Section 5:200. Title. Sections 5:201 to 5:205 inclusive shall be
known as "The St. Louis Park 1971 Plumbing Code" and is referred to
therein as "this Code".
Section 5:201. Scope and Application of Plumbing Code. No person
shall construct, extend, alter or repair any plumbing work within the
City of St. Louis Park unless in compliance with the provisions of
this Code, except in buildings belonging to the United States or to
the State of Minnesota. The regulations in this Code contained shall
be held to include and govern all work done and materials used:
(1) In installing plumbing fixtures which serve
a special purpose, whether connected directly
or indirectly to any waste line or stack;
(2) In connecting or repairing any systen_of
drainage whereby foul, waste or surplus water,
sewage or other fluid is discharged or proposed
to be discharged through a pipe or pipes from
any building, premises or establishment into
any public or building sewer, drain, sump,
cesspool, or other receptacle, or into any
natural or artificial watercourse flowing
through public or private property;
(3) In ventilating any building sewer, or any fix-
ture or appurtenance connected therewith.
Section 5:202. Adoption of Minnesota Plumbing Code.
(a) There is hereby adopted and incorporated into
this Code by reference thereto, by marking
three copies thereof as "official copies" and
filing tnen for reference and inspection in
the office of the City Clerk, all of that
certain code of the State of Minnesota entitled
"Minnesota Plumbing Code" including the appen-
dices A, B, C and D as adopted by the State
Board of Health and filed with the Secretary
of State and the Department of Administration
in June 1969 except as changed by Section
5:202 (b). The Minnesota Plumbing Code shall
be part of the St. Louis Park Plumbing Code
for the purpose of establishing minimum require-
ments on all points not covered by the St. Louis
Park Plumbing Code and where no conflict with
other provisions of the Ordinance Code would
be occasioned thereby.
(b) The Minnesota Plumbing Code is incorporated
with the following changes:
1. Delete from table 123(c) (3) "Standards
for Plumbing Materials" 5C, 6C, 6D, 6E
6F and 6G.
2. Delete from MHD 123 (d) (2) provisions (bb),
• (gg), (hh) and (J7)•
3. Delete from MHD 123 (d) (3) (bb) the following
language: unless all threads are coal tar
enamel coated and wrapped.
4. Add to MHD 123 (d) (3) (ff) the following
language: with the provision that this
material may not be laid underground nor
embedded in masonry construction.
5. Delete from MHD 123 (d) (4) provisions (cc)
and (gg).
6. Delete from MHD 123 (d) (10) provisions (bb),
(cc), (dd), (ee) and (ff).
7. Delete from i!HD 124 (a) (2) provisions (ff)
and (kk).
8. Add as a third paragraph to MHD Section 124
(a) (5) the following language: Closet screws,
bolts, hashers and similar fasteners shall
be of brass, copper or other equally corro-
sion resistant material. All such screws
and bolts shall be of adequate size and
number to properly support and secure the
fixture installed.

9. Amend Section 126 (a) (4) (aa) to read:
(aa) Separators Required. Except in
garages that are accessory to an occupied
dwelling and that are capable of housing
no more than four motor vehicles, all
garages, gasoline stations with grease
racks, work or wash racks, auto washes,
and all buildings where oily and/or flam-
mable liquid wastes are drained shall
have a separator installed into which all
oil, grease and sand bearing and/or flam-
mable wastes shall be discharged before
emptying into the building drainage
system or other point of disposal.
10. Amend MHD Section 127 (b) (1) to read: (1)
Plumbing fixtures shall be provided for the
type of building occupancy and in the min-
imum numbers shown in Table 127 (b) (a),
Minimum Number of Plumbing Fixtures.
11. Amend MHD Section 127 (q) (1) to read: (1)
Floor Drain Trap and Strainer. A floor
drain shall be considered a plumbing fix-
ture and shall be provided with a deep seal
trap with a minimum water seal of three
inches and a removable strainer. The open
area of the strainer shall be at least
equal to the cross-sectional area of the
drain line to which it connects.
12. Amend MHD Section 127 (q) (3) to read: (3)
Floor Drain Backwater Valves. Floor drains
shall be provided with backwater valves of
non -corrodible material and so constructed
that in case of loss of trap seal the back-
water valve provides a partial protection
against the entrance of sewer gases. Back-
water valves may be waived when the floor
drain is installed above the highest street
level adjoining such building and the floor
drain branch is not over five feet from a
vented main or branch.
13. Amend IIHD Section 129 (a) (6) to read: (6)
Drinking Fountains. Drinking fountains and
water dispensers may discharge indirectly
through an air break. Such fixtures shall
be trapped 1 1/4 inch in size and when fix-
tures are installed on a wet vent stack, and
such stack shall extend separately through
the roof, subject to the following limitations:

Not over 2 story building, 2 fixtures,
1 1/4 inch stack.
Not over 4 story building, 5 fixtures,
1 1/2 inch stack.
Not over 12 story building, 15 fixtures,
/2 inch stack.
14. Delete the last sentence of MHD Section
130 (d) (1) (aa).
15. Add a new section 130 (d) (1) (11) to read:
(11) Valves for Water Closets. Every
water closet shall have a control valve
on the fixtures supply.
16. Delete from MHD Section 130 provisions
(f) (2), (f) (5) and (j).
17. Amend MHD Section 131 (a) (5) to read: (5)
Provisions for Future Fixtures. When pro-
vision is made for future installation of
fixtures, those provided for shall be con-
sidered in determining the required sizes
of drain and vent pipes. Where waste open-
ings are left for future fixtures the vent
piping for them shall be installed and the
waste openings plugged or capped in an ap-
proved manner, using the appropriate mater-
ials required by this Code.
18. Add to MHD Section 132`(d) (2) the following
language: The 2 inch size requirement for
vent pipes shall extend to a point 2 feet
below the roof.
19. Amend HHD Section 133 (f) to read: (f) Traps
on Storm Drains and Leaders. Leaders and
storm drains shall be trapped If:
1. The drain is located within ten feet
of any door, window or other opening
into an occupied area.
2. An outside leader of sheet metal is
connected to the storm drain and the
joint of connection is within ten feet
of any door, window or other opening
into an occupied area. Such connection
shall be at least six inches above
grade. The trap shall be located
inside the building and shall be pro-
vided with an accessible clean-out.
20. Amend AHD Section 133 (a,) (2) to read: (2)
Separate Storm and Sanitary Drainage. The
sanitary and storm building drains shall
be separate and shall run to a point at
least one foot outside the building foot-
ings. The sanitary and storm building
sewers shall be separate.
Section 5:202.1. Oils and Grease. No person shall dis-
charge any oils, grease or inflammable liquids, other than
domestic grease, or any inflammable oils mixed with other sub-
stances into any sewer or drain in the City, nor shall install
any plumbing or pipe for the purpose of conveying any such oils,
grease or inflammable liquids, other than domestic grease, or
any such inflammable oils mixed with other substances into any
sewer or drain in the City.
Section 5:203. Permits.
(a) It shall be unlawful for any person to do any
of the work described in Section 5:201 without
first obtaining a permit therefor from the
Building Inspector, such permits shall be issued
by the Building Inspector only to persons
licensed as plumbers by the City, or to persons
making application to do any such work wholly
within a residence owned and occupied by the
applicant to whom the permit is to be issued.
(b) Permits will not be required for repairing leaks
in drain, soil, waste and vent pipes, or for
resetting fixtures or repairs to faucets, valves
or water supply pipes.
Section 5:204. Permit Fees. The fees for such permits shall
be as follows:
(a) For each permit issued under this ordinance
there shall be a minimum fee of $5.00 for said
permit.
(b) The fees for all plumbing permits shall be com-
puted on the basis of the number of plumbing
fixtures and/or devices provided for in such
permits, whether subsequently so installed or

not, and the fee for each such fixture so
provided for shall, except as hereinafter
specifically provided, be $2.00.
(c) Where any such permit is issued for the in-
stallation of plumbing work providing for cer-
tain proposed fixtures which are to be installed
or set later and for which fixture openings are
to be left, a fee of $1.00 shall be charged for
each such opening, which fee shall be in addition
to the fee charged for other plumbing work, if
any, included in the same permit.
(d) Where any such permit is issued for the setting
only of certain plumbing fixtures on openings
previously left for same, a fee of $1.00 shall
be charged for each such fixture, which fee
shall be in addition to the fee charged for
other plumbing work, if any, included in the
same permit.
(e) Where any such permit is issued for any of the
following specifically mentioned plumbing fix-
tures or other devices the fee which shall be
charged for each such fixture or device shall be
as follows and shall be in addition to the fee
charged for other plumbing work, if any, included
in the same permit:
Beer dispenser, when connected with water supply $ 1.50
Blow -off basin 3.50
Catch -basin 3.50
Water Heater 2.50
New ground run for existing building 2.50
Hydraulic valve 2.50
Rainwater leader, for 10 stories or fraction thereof
and for each 15 stories or fraction thereof in
excess of 10 stories 3.50
Sump or receiving tank 3.50
Installation of water softening device 5.00
Cesspool or drain field connection 10.00
Sewer Connection 15.00
(f) For each permit for the alteration or repairing
of existing plumbing and for other plumbing
work not included above, the fee shall be $5.00
for the first One Hundred Dollars ($100.00) or
fraction thereof in the estimated cost of such
proposed work; for each additional One Hundred
Dollars ($100.00) or fraction thereof in such
estimated cost $2.50 shall be added to the above
prescribed fee for such permit.
(g) For any reinspection necessitated by neg-
ligence or error of the permittee there shall
be a fee of $5.00 in addition to the basic
permit fees for each such callback made by
the Inspector.
Section 5:205. Fees, Double, When. Should any person, co-
partnership or corporation begin work of any kind such as herein-
before set forth, or for which a permit from the Inspector of
Buildings is required by ordinance, without having secured the
necessary permit therefor from the Inspector of Buildings either
previous to or during the day of commencement of any such work,
or on the next succeeding business day where such work is com-
menced on Saturday or on a Sunday or a holiday, ne shall, when
subsequently securing such permit, be required to pay double the
fees hereinbefore provided for such permit, and shall be subject
to all the penal provisions of this ordinance.
Section 5:206. Separability. Should any section, subdivi-
sion, clause or other provision of this ordinance be declared by
a court of competent jurisdiction to be invalid, such decision
shall not affect the validity of the ordinance as a whole nor of
any part thereof other than the part so declared to be invalid.
Section 5:207. Ordinance Repealed. The following ordinance
of the City of St. Louis Park is hereby repealed in its entirety:
Ordinance No. 1053 entitled "An Ordinance Regulating
Plumbing and Gas Piping; Adopting by Reference
:linneapolis Ordinance Codes Relating Thereto".
Section 2. Penalty. Any person violating any of the provisions
of this Code shall be deemed guilty of a misdemeanor, and each such
person shall be deemed guilty of a separate offense for each and
every day or portion thereof during which any violation of any of
the provisions of this Code is committed, continued, or permitted,
and upon conviction of any such violation such person shall

be punished by a fine of not more than $300.00 or by imprison-
ment for not to exceed 90 days or both.
Section 3. Effective Date. This ordinance shall take effect fif-
teen days after its publication.
