ORDINANCE NO. 1110
AN ORDINANCE RELATING TO THE REGULATING AND
LICENSING OF TAXICABS AND TAXICAB DRIVERS;
AMENDING SECTION 2:2305 AND SECTION 2:2306
TEE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. Section 2:2305 of the St. Louis Park Ordinance Code is amended
to read:
Section 2:2305. Issuance of Certificate. If the Council finds that further
taxicab service in the City of St. Louis Park is required by the public convenience
and necessity and that the applicant is fit, willing, and able to perform such
public transportation and to conform to the provisions of this ordinance and
the rules promulgated by the City Council, the City Council shall issue a
certificate stating the name and address of the applicant, the number of vehicles
authorized under said certificate, and the date of issuance; otherwise the
application shall be denied.
In making the above findings, the City Council shall take into consideration
the number of taxicabs already in operation, whether existing transportation is
adequate to meet the public need, the probable effect of increased service on
local traffic conditions, and the character, experience, and responsibility of
the applicant.
At any time after issuance of a certificate, the City Council may reconsider
its findings and, upon determining that the public convenience and necessity of
the City of St. Louis Park no longer requires the existing amount of taxi
service, may order the city manager not to renew an existing certificate, in
whole or in part, provided that the City Council shall notify the holder of its
decision not to renew a certificate at least sixty (60) days prior to the annual
renewal date.
Prior to a decision not to renew a certificate, the City Council shall hold
a public hearing pursuant to Section 2:2304.
Section 2. Section 2:2306 of the St. Louis Park Ordinance Code is amended
to read:
Section 2:2306. Indemnity Bond or Liability Insurance Required. No
certificate of public convenience and necessity shall be issued' or continued in
operation unless there is furnished a certificate or copy of a policy of public
liability insurance approved by the city attorney showing that applicant is
insured against liability for each vehicle authorized in the amount of one
hundred thousand (100, 000) dollars for bodily injury to any one person; in the
amount of three hundred thousand (300, 000) dollars for injuries to more than

one person which are sustained in the same accident and fifty thousand
(50, 000) dollars for property damage resulting from any one accident. Said
policy or certificate of the insurer showing issuance of the policy shall be
filed in the office of the city clerk.
Section 3. Effective Date. This ordinance shall take effect fifteen days
after its publication.

W. JOHN BERTRAM, being duly sworn, on oath says he is and during all times here stated
has been the vice president and printer of the newspaper known as The St Louis Park Sun
and has full knowledge of the facts herein stated as follows• (1) Said newspaper
is printed in the Engllsh language in newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and
is distributed at least once each week (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duphcate any other publication and is not made up entirely of patents, plate matter and
advertisements (4) Said newspaper is circulated in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post -office (5) Said newspaper purports to
serve the City of St Louis Park in the County of Hennepin and it has its known office of
Oiurin the City of Bloomington in said county, established and open during its regular business
s for the gathering of news, sale of advertisements and sale of subscriptions and main-
ned by the managing officer or persons in its employ and subject to his direction and con-
trol during all such regular business hours and devoted exclusively during such regular
business hours to the business of the newspaper and business related thereto. (6) Said news-
paper files a copy of each issue immediately with the State Historical Society. (7) Said news-
paper has complied with all the foregoing conditions for at least two years preceding the day
or dates of publication mentioned below. (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the
form prescribed by the Secretary of State and signed by the publisher of said newspaper and
sworn to before a notary public stating that the newspaper is a legal newspaper
He further states on oath that the printed Ordinance No. 1110
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
and published therein in the English language, once each week, for O21 successive weeks,
that it was first so published on thur. the 7th day of Meir 19 70
and was thereafter printed and published on every

of the lower case alphabet from A to Z, both inclusive, and is hereby acknowledged as being
