ORDINANCE NO. 1104
AN ORDINANCE AUTHORIZING TILE TRANSFERS OF FUNDS
AND PROVIDING APPROPRIATIONS FOR SALARY ADJUST-
MENTS FOR YEAR ENDII;G DECEMBER 31, 1970
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. That the sum of $100,000 be transferred from the Emergency
Appropriation of the General Fund, account 101-4975-1349 and the sum of
$55,260 be transferred from the Unappropriated Surplus of the General Fund,
account 101-265 to the following accounts in the General Fund, to provide
appropriations for salary adjustments for fiscal year 1970:

Section 2. That the estimated revenue of the Civil Defense Fund, account
201-3911 "Transfer from Other Funds", be re -estimated in the amount of
$400 resulting from "Transfer" in Section 1, and that said sum be appropri-
ated from the Unappropriated Surplus of the Civil Defense Fund, account 201-
265 to the following account for salary adjustments for fiscal year 1970:

Section 3. That the estimated revenue of the Park Fund, account 207-3911
"Transfer from Other Funds" be re -estimated in the additional amount of
$8,907 resulting from "transfer" in Section 1, and that said sum be ap-
propriated from the Unappropriated Surplus of the Park Fund acount 207-265
to the following account for sala:y adjustments for fiscal year 1970:

Section 4. That the estimated revenue of the Recreation Fund account 211-
3911 "Transfer from Other Funds" be re -estimated in the additional amount
of $5,059 resulting from "transfer" in Section 1, and that said sum be
appropriated from the Unappropriated Surplus of the Recreation Fund, account
211-265 to the following account for salary adjustments for fiscal year 1970:

Section 5. That the estimated revenue of the Central Garage Fund account
603-3811 "Reimbursement from Other Funds" be re -estimated in the additional
amount of $3,264 and that said sum be appropriated from the Unappropriated
Surplus of the Central Garage Fund account 603-265, to the following account
for salary adjustments for fiscal year 1970:

Section 6. That the estimated revenue of the Print Shop and Stores Fund
account 605-3811 "Reimbursement from Other Funds" be re -estimated in the
additional amount of $400 and that said sum be appropriated from the Un-
appropriated Surplus of the Print Shop and Stores Fund, account 605-265,
to the following account for salary adjustments for fiscal year 1970:

Section 7. That the sum of $9,450 be appropriated from the Unappropri-
ated Surplus of the [later Utility Fund, account 701-265, to the following
accounts for salary adjustments for fiscal year 1970:

Section 8. That the sum of $6,730 be appropriated from the unappropri-
ated Surplus of the Sanitary Sewer Utility Fund, account 703-265 to the
following account for salary adjustments for fiscal year 1970:

Sanitary Sewer Maintenance $6,730
410 Section 9. That the City Manager be directed to cause the appropriate
accounting entries to be made in the books and records of the City.
Section 10. This ordinance shall take effect January 1, 1970.
Adopted by the City Council February 2, 1970.

W JOHN BERTRAM, being duly sworn, on oath says he is and during all times here stated
has been the vice president and printer of the newspaper known as The St Louis Park Sun
and has full knowledge of the facts herein stated as follows• (1) Said newspaper
is printed in the English language in newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches. (2) Said newspaper is a weekly and
is distributed at least once each week (3) Said newspaper has 80% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements, (4) Said newspaper is circulated in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post -office, (5) Said newspaper purports to

ue in the City of Bloomington in said county, established and open during its regular business
urs for the gathering of news, sale of advertisements and sale of subscriptions and main-
tained by the managing officer or persons in its employ and subject to his direction and con-
trol during all such regular business hours and devoted exclusively during such regular
business hours to the business of the newspaper and business related thereto. (8) Said news-
paper files a copy of each issue immediately with the State Historical Society. (7) Said news-
paper has complied with all the foregoing conditions for at least two years preceding the day
or dates of publication mentioned below (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1. 1988 and each January 1 thereafter an affidavit in the
form prescribed by the Secretary of State and signed by the publisher of said newspaper and
sworn to before a notary public stating that the newspaper is a legal newspaper
