AN ORDINANCE AMENDING THE ST. LOUIS PARK
ORDINANCE CODE IN SECTION 1:182 ENTITLED
"MEMBERSHIP OF COMMISSION AND TERMS",
RELATING TO THE HUMAN RIGHTS COMMISSION
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. That Section 1:182 of the St. Louis Park Ordinance Code,
entitled "Membership of Commission and Terms", is hereby amended
to read as follows:
Section 1:182. Membership of Commission and Terms.
Subd. 1. The Commission shall consist of sixteen members, fifteen
regular members and one exofficio member all appointed as hereinafter
set forth.
Subd. 2. Fifteen regular members, one of whom shall be an
attorney at law, shall be appointed by the City Council. The initial
appointments shall be for the following terms of office, which term
shall commence on the date of their appointment. 5 members for a
term of three years, 5 members for a term of two years and
5 members for a term of one year.
Subd. 3. All regular members of the Commission shall be
citizens and residents of the City of St. Louis Park. At the
expiration of the terms of office of the original appointive regular
members, their successors shall be appointed for a term of three
years each and until their successors shall have been appointed and
qualify for office. Any vacancies in the regular membership of
the Commission shall be filled in the same manner as in the case of
an original appointment for the unexpired term of a member whose
office shall be vacant.
Subd. 4. Any regular member of the Commission may be
removed therefrom for cause by the City Council by a majority vote.
Subd. 5. The regular members of the Commission shall be
persons who have demonstrated an interest in and who have had
previous experience in civil and human rights organizations on the
national, state and local level, due regard being given to the
adequate representation of racial, religious and ethnic minorities.

Subd. 6. One member and one alternate, both of whom shall
be members of the Board of Independent School District No. 283 shall
be appointed by and serve at the pleasure of said School Board for a
three year term unless such appointment shall be sooner terminated
by said Board. A vacancy shall be created in any event upon the
member ceasing to be a member of said Board. Such member and
alternate shall be appointed as soon as practicable after the 1st day
of January in the year in which such term shall commence to serve
until 31st day of December of the third year of such term and until
their successors shall qualify. Such alternate may attend all
meetings and in the absence of such member shall vote and shall
be counted in determining a quorum.
Subd. 7. The members of the Commission shall serve without
pay.
Section 2. Effective Date. 'This ordinance shall take effect
fifteen days after its publication

W JOHN BERTRAM, being duly sworn, on oath says he is and during all times here stated
has been the vice president and printer of the newspaper known as The St Louis Park Sun
and has full knowledge of the facts herein stated as follows• (1) Said newspaper
is printed in the English language in newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and
is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements. (4) Said newspaper is circulated in and near the municipality which It purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post -office. (5) Said newspaper purports to

ue in the City of Bloomington in said county, established and open during its regular business
urs for the gathering of news, sale of advertisements and sale of subscriptions and main-
tained by the managing officer or persons in its employ and subject to Ids direction and con-

business hours to the business of the newspaper and business related thereto. (6) Said news-
paper files a copy of each issue immediately with the State Historical Society. (7) Said news-
paper has complied with all the foregoing conditions for at least two years preceding the day
or dates of publication mentioned below. (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the
form prescribed by the Secretary of State and signed by the publisher of said newspaper and
sworn to before a notary public stating that the newspaper is a legal newspaper
He further states on oath that the printed Ordinance No. 1103
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
and published therein m the English language, once each week. for one successive weeks,
that it was first so published on thura . the 5th
day of Feb. 1970
and was thereafter printed and published on every to and including
the day of 19 and that the following is a printed copy
of the lower case alphabet from A to Z, both inclusive, and is 'hereby acknowledged as being
the size and kind of type used in the composition and publication of said notice, to wit•
