AN ORDINANCE ESTABLISHING A STUDY INCENTIVE
PROGRAM AND PROVIDING REGULATIONS THEREFOR
THE COUNCIL OF THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. A Study Incentive Program for the City of St. Louis Park
shall be established and regulated as follows:
Section 1:308 (F) Study Incentive Program.
1. Program Established. A study incentive and experience point
system program of added compensation for employees of the
City of St. Louis Park is hereby established and regulated
as hereinafter set forth.
2. Eligibility. Employees meeting the following qualifications
and conditions shall he eligible to participate in this
program:
a. Employees must be permanent employees and successfully
completed one year of full-time service with the City
to be eligible for the program.
b. Employees must receive an adequate annual performance
rating in their regular duties to be eligible for the
program.
c. Employees in position ranges 1 through 49 inclusive
are eligible, provided, however, any employee holding
a position in these ranges having a college degree as
a job qualification shall not be eligible.
d. Beginning with salary increment payments made under the
incentive plan in 1972, employees must complete sufficient
studies to earn not less than three (3) points per year
to qualify for the program unless, in the judgment of the
City Manager, he has reached the highest level of education
necessary to perform his job as effectively as possible.
3. School Expense of Employees.
a. The City will not pay the cost of tuition, fees, books,
or for time expended for employees who are eligible for
the study incentive program.
b. The City will pay the cost of tuition and fees for duly
approved courses taken by employees who are not eligible
to participate in the study incentive program.
4. Course Completion and Scholarship Level.
a. All courses taken in which grades are given must be
completed with the equivalent of a "C" grade or
better to receive points. Other types of courses
must be completed with a rating demonstrating a
satisfactory level of accomplishment in the course.
b. All points allocated to an employee under the program
will be based only upon official transcripts, or
similar documents, evidencing the type of course
undertaken, employee's attendance and successful
completion of all of the required course work.
5. Point Computation.
a. The number of study points awarded for duly approved
college study, business schools, trade schools, or other
post -high school training will be the number of points
achieved based upon a computation of the number of actual
classroom hours or hours of supervised study in a three
months period, adjusted as hereinafter set forth for
shorter periods, divided by ten. If the standard course
length shall be less than three months, the number of
acutal hours shall be proportionately increased by the
relationship of the actual period of classwork to three
months. A sample calculation based upon a 20 hour course
completed in one month would be 20 x 3

b. Short courses or training sessions attended not included
in Subdivision a will be evaluated by the City Manager
and points assigned thereto, based upon job applicability
and employee enrichment. Courses which are not required
for degrees or certificates of completion and which are
not related in subject matter to city employment shall be
subject to special review as to number of points to be
allocated to an employee. Outside courses shall be
approved by the department head and must then be approved
and evaluated by the City Manager. Any course desired
to be approved by an employee under the program may be
submitted for approval before enrollment. Prior approval
shall not, however, be necessary to allocation of whatever
number of points if any, shall be designated after completion.
6. Point System -Study Course Evaluation.
Incentive Point System by employees commencing January 1,
1969 shall have point values allocated to them for academic
credits, in-service training courses, extension division
correspondence courses, and other types of education and
training courses converted into point values as follows:

a. Master's Degree in job related field -- 215 points.
b. Baccalaureate Degree in job related field -- 170 points.
c. Associate Degree in job related field -- 85 points.
d. For each approved study hour credit or equivalent in job
related field at a college, technical institute, or other
institution of higher learning -- 1 point.
e. For each approved study hour credit or equivalent, in non -
job related field at a college, technical institute or
other institution of higher education -- 1/2 point.
f. Credits based upon hours of attendance at approved in-
service training courses, seminars, short courses, etc.
not financed by the City, as follows:

72 hour course -- 1/4 point
48 hour course -- 1/8 point
24 hour course -- 1/16 point
8 hour course -- 1/32 point
For employees who are rated as instructors in certain
phases of their job skills and instruct courses other
than training of other City employees as a normal course
of job responsibility -- 1/32 point for each four hours
of instruction.
7. Point System - Experience Point Evaluation.
Employees having five or more years of service with the City
shall be allocated points under the program. Years of service
and experience shall be converted into point values as follows:

8. Combined Incentive Points and Experience Points.
Incentive points and experience points are not intended to be
an independent longevity program nor a part of total renumeration
as set forth in Section 1:309 of the St. Louis Park Ordinance Code,
but are designed to be an integrated part of the total study
incentive program for educational improvement of employees,
a stimulant to continued high standards of performance, and an
allowance for the employeeslinvestment of money, time, and
other expense. The above scale will apply to all eligible

employees and the experience points shall be combined with
study incentive points, where applicable. All general
regulations, apply to the service point system as well as
the study incentive point system.
9. Incentive Allowance System. The total number of points earned
by an employee under the program shall provide additional
incentive steps according to the point system over and above
the regular rate of base pay, using the following table:

The study incentive points and years of service and experience
points will be determined for each employee and then added
together to determine the proper incentive step. The incentive
allowance will then be an appropriate percentage of the
regular base pay which will then be added to the regular base
pay and paid with each regular bi-weekly salary check. As
incentive points are earned by employees, they will be added
as they are approved. Changes in incentive steps and incentive
allowances will be made effective on January 1 and July 1 of each
year in which they are earned. Incentive allowances under the
incentive program shall not be included in determining overtime
pay, or terminal leave pay, nor in calculating pension benefits.
Section 2. This ordinance shall take effect fifteen days after its
publication.

Section 1 A Study Incentive Program for
