ORDINANCE NO. 1074
AN EMERGENCY ORDINANCE ESTABLISHING A SECTION OF
TRAFFIC ANALYSIS, SAFETY, CONTROL, AND REPORTING
IN THE DEPARTMENT OF ENGINEERING; PROVIDING FOR
APPOINTMENT BY THE CITY MANAGER AND SUPERVISION
BY THE DIRECTOR OF PUBLIC WORKS; AND, SETTING
FORTH QUALIFICATIONS AND DUTIES OF APPOINTEES
WHO SHALL BE KNOWN AS PRAFFIC SAFETY AIDES
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The City Council hereby declares that the emergency
hereinafter defined exists and that an emergency ordinance is necessary
for the immediate preservation of the public peace, health, morals, safety
or welfare in accordance with Section 3.05, 3.06, 3.08 and 5.06 of the
Charter of the City of St. Louis Park.
Section 2. The City Council hereby finds and determines the
following facts and defines declares the existence of an emergency
as follows:
1. Among the duties to be performed are those in connection
with safety on the streets where children make crossings on their
way to school.
2. The school year is already in progress and immediate needs
for pedestrian protection now exist.
3. That temporary traffic signs and signs with moving parts
will be serviced as a part of the duties to be performed.
4. That preparations for establishing the Traffic Analysis,
Safety, Control, and Reporting Section of the Department of Engineering
as set forth in this ordinance have been completed and personnel is
ready and awaiting appointment.
5. That traffic counts and surveys for early fall must necessarily)
be done at once or their collection be delayed a year.
6. That personnel now trained and equipped cannot be appointed
until this Secition is established by ordinance.
7. That the general welfare of the community and that of drivers
and pedestrians specifically makes urgent and necessary the passage
and immediate effective date of this ordinance.
Section 3. A Traffic Analysis, Safety, Control, and Reporting Section
in the Department of Engineering shall be established and regulated as
follows:
Section 1.775. Subd. 1. Short Title. This ordinance shall be
known and may be cited as the "Traffic Safety Section Ordinance
of the City of St. Louis Park."
Subd. 2. Traffic Safety Section Established. The Traffic Analysis,
Safety, Control, and Reporting Section of the Department of Engineering
is hereby established with duties and responsibilities as hereafter
set forth.
Subd. 3. Appointment. The City Manager shall appoint Traffic Safety
Aides to the Traffic Safety Section in sufficient numbers to fulfill
the requirements of the Section.
Subd. 4. Qualifications of Employees. To be eligible for appointment
to the Traffic Safety Section a person shall:
a. Be not less than twenty-one (21) years of age.
b. Be of good moral character and possess the ability
to work with the public.
c. Be in good health, sound in body and mind, and
possess the physical capacity to perform the required
duties.
d. Be prompt, reliable, and dependable.
Subd. 5. Training and Supervision. The Director of Public Works shall
supervise the activities of the Traffic Section. With the assistance
of the Police Department, City Attorney, and any other persons
deemed qualified in the field of traffic analysis, safety, reporting,
and control, he shall conduct a course of training in these fields.
Appointees shall present themselves for a period of formal training
of such intensity and duration as is necessary for the performance
of the required duties.
Subd. 6. Assignment of Localities and Duty Hours. The Director of
Public Works shall undertake properly authorized projects and
assign Traffic Safety Aides to localities at specified duty hours
to complete such projects a.d insure maximum results in achievement
of the purposes of the Section.
Subd. 7. Duties of Traffic Safety Aides. Duties of Aides shall be
to compile information and statistical data on traffic within the
City, serve as field observers for the Department of Engineering
on matters of traffic, assist in the maintenance of the orderly
movement of pedestrian and vehicular traffic, and other duties
incidental to projects in the analysis, safety, reporting, and
control of traffic within the City.
Subd. 8. Compliance with City Ordinances and other Regulations.
Members of the Traffic Safety Section shall adhere to, and be
governed by, all of the ordinances of the City.

Subd. 9. Official Status of Traffic Safety Aides. Traffic Safety
Aides shall be employees of the City and perform only the duties
authorized by this ordinance as directed by the Director of Public
Works to control traffic for the purpose of analysis, safety, and
reporting. Such Aides shall not issue tickets nor make arrests as
civilians, or otherwise, while acting in the course of their duties.
Subd. 10. Uniform and Equipment. The Director of Public Works shall,
at the expense of the City, supply each Traffic Safety Aide with an
uniform suitable for identi.ication purposes and such other equipment
as may be necessary in the rurformance of their duties.
Section 4. Effective Date. This ordinance shall take effect
immediately upon its passage, without publication, on the date hereof.
