HomeMy WebLinkAbout1061 - ADMIN Ordinance - City Council - 1969/01/20Original JANUARY 13, 1969 8B ORDINANCE NO. 1061 AN ORDINANCE ESTABLISHING CITIZENS ADVISORY COMMISSION AND DEFINING ITS DUTIES BE IT RESOLVED by the City Council of the City of St. Louis Park: Section 1:190. Citizens Advisory Committee. The Citizens Advisory Committee shall be an advisory committee to the City Council. Section 1:190.01. Membership. The Commission shall consist of sixteen(16) members, fifteen regular members and one ex -officio member, all appointed as hereinafter set forth. Section 1:190. 05. Term. The fifteen regular members of the com- mission shall be appointed for staggered terms of three years each by the City Council. The initial regular commission membership will be divided into three groups of which one group will serve until December 31, 1969, one group until December 31, 1970, and one group until December 31, 1971. The division of the regular membership into the three groups will be at the discretion of the City Council. Thereafter terms shall run until a successor is appointed. One third of the commission memberships shall expire each year. The Council shall appoint a person to complete the unexpired term. A member of the committee may be removed with or without cause by the City Council. The one ex -officio voting member, who shall be a member of the City Council, shall be appointed by the City Council for a one year term. The Council member shall serve as an ex -officio member for not more than two consecutive years. Section 1:191. Organization. The committee shall elect its own chairman, vice chairman, and secretary and shall provide its own rules and procedure, determine the date and time of meeting and upon whatever notice it deems best shall call public hearings when necessary and desirable. Section 1:192. Power and Duties. The Commission shall have the responsibility to: Subd. 1. Formulate a program for the citizens advisory committee and the community to secure better housing opportunities for all ethnic and minority groups. Subd. 2. Act in an advisory capacity to the City Council in all matters relating to citizens participation in workable programs and to provide support for public and private efforts in carrying out the local improvement program. • • • Subd. 3. Establish sub -committees in activities which may include: minority group housing, research and information, neigh- borhood improvements, home financing, urban renewal and public housing, capital improvements, commercial area improvements, and industrial developments, and such other sub -committees as may from time to time be deemed necessary or advisable.
