LOUIS PARK DOES ORDAIN: Section 1. The design, specification and installation of electric wires, apparatus and plants shall be regulated and licensed as follows: Section 5:500. Title. Sections 5:500 to 5:506 shall be known as "The St. Louis Park 1968 Electrical Code, " and referred to herein as "this Code." Section 5:501. Scope and Application. From and after the effective date hereof no person shall construct, extend, install, repair or correct any wiring for electrical purposes unless in compliance with the provisions of this Code, except wire installations of a public utility having a franchise from the City, provided however, all wire installations of a public utility shall conform to this Code in respect to safety standards. Section 5:502. Adoption of Minneapolis Electrical Code and National Electrical Code, 1968. by Reference. There is hereby adopted by the City of St. Louis Park for the purpose of regulating the Design, Specification and Installation of Electric Wires, Apparatus and Plants, that certain ordinance of the City of Minneapolis entitled, "An Ordinance Regulating the Design, Specification, Installation of Electric Wires, Apparatus and Plants within the City of Minneapolis, " adopted by the Minneapolis City Council October 5, 1966, now in effect, and containing Chapter 1, and Chapters 140 through 143 inclusive, provided however, that the following numbered sections of said ordinance are not hereby adopted or incorporated into this Code: Chapter 1, and Appendix, said ordinance being reprinted in booklet form and such booklet being entitled "City of Minneapolis Electrical Ordinance, 1968" and also adopting that certain published code, prepared by the National Fire Protection Association for general circulation and use, and which code is entitled "National Electrical Code, NFPA No. 70-1968; USAS C1-1968," and not less than (3) copies of said ordinance and code have been, and now are filed in the office of the Clerk of the City of St. Louis Park for use and examination by the public and have been marked "Official Copies," and a substantial supply thereof have been made available for distribution, and the said ordinance and code are hereby adopted by reference and are incorporated herein as fully as if set out at length herein, and from the date on which this ordinance shall take effect, the provisions of said ordinance and code shall be controlling within the limits of the City of St. Louis Park. Section 5:503. Changes in Minneapolis Ordinance Hereinbefore Adopted by Reference. Subdivision.l. Wherever the term "City of Minneapolis" shall appear in said ordinance it shall be construed to mean "City of St. Louis Park" and wherever the term "Inspector of Buildings" or "Department of Buildings" appear, they shall be construed to mean the "Building Inspector of the City of St. Louis Park." Subdivision 2. The following words of Section 140. 040 are deleted "one of whom shall be an Electrical Engineer designated by the Inspector of Buildings as Supervisor of Electrical Inspections. " Subdivision 3. Subdivision 3 of Section 140. 050 is deleted, and the following words inserted in lieu thereof, the National Electrical Code, 1968, hereinbefore adopted by reference. Subdivision 4. Subdivisions 1, 2, and 3 of Section 142.030 are deleted and the following words inserted in lieu thereof: (a) Exit Illumination. Exits shall be illuminated at all times with light having an intensity of not less than two foot candle at floor level. (b) Exit Signs. At every exit doorway, and wherever otherwise required to clearly indicate the direction of egress, an exit sign with letters at least five inches (5") high shall be provided from all areas serving the occupant load specified in this Sub- section. In interior stairways the floor level leading direct to the exterior shall be clearly indicated. 1. Group B, C, D, and H, occupanies with an occupant load of more than 50. 2. All other occupancies serving an occupant load of more than 100. (c) Illumination of Signs. Exit signs shall be lighted in the following occupancies with two electric lamps of not not less than 15 watts each in the manner specified in this Subsection. 1. Two separate sources of supply shall be required for Group A occupancies and Division 1 and 2 of Group B except buildings with occupant loads of less than 750 persons. used as churches, lodge rooms, recreation halls, and gymnasiums. -2- 2. Separate circuits, one of which shall be separate from all other circuits in the building, shall be required for the following occupancies: A. Group A, B, and C occupancies with an occupant load over 300 persons and not otherwise regulated in this Subsection. B. Group D and H occupancies with an occupant load over 100 persons. C. Group F occupancies with an occupant load over 1000 persons. Subdivision 5, Subdivisions A and B of Section 142. 190 are deleted and the following words insertea in lieu thereof: All service conductor 600 volts or les. for commercial. industrial, multi -family dwellings, or dwelling applications shall have a single set of overcurrent devices. Subdivision 6. Section 142,360 is deleted and the following words inserted in lieu thereof: Electrical Metallic tubing shall not be used in a concrete slab laid on the ground or in direct contact with the earth. Subdivision 7. The following words of Section 142. 510 are deleted: "or shall be connected to the outlet box by 3/4" flexible conduit of sufficient length to permit movement of range. " Section 5:503. Permits. It shall be unlawful for any person to do any work described in Section 5:501 of this code without first obtaining a permit from the Building Inspector; such permits shall be issued by the Building Inspector only to persons duly registered under the electrical ordinance of the City or to a person making application to do any such work himself whally within a single family dwelling owned and occupied by the applicant to whom the permit is to be issued. For each permit to an unlicensed owner occupant there shall be charged an additional fee of 50% of the total fee required by this Ordinance. Section 5:504. Permit Fees. The fees for electrical permits shall be as follows: (a) Minimum Fee: For each permit issued under this ordinance there shall be a minimum fee of $5, 00 for said permit. (b) NEW SERVICES: For each permit for the installation of new services in any building or structure in the City of St. Louis Park the fee shall be as follows: -3- Services Fee e0 Amp. to 200 Amp., inclusive $ 6. 00 201 Amp. to 600 Amp., inclusive 11.00 601 Amp. to 1200 Amp. , inclusive 20.00 1201 Amp. to 1600 Amp. , inclusive 25.00 1601 Amp. to 2000 Amp., inclusive 30.00 2001 Amp. to 3000 Amp. , inclusive 35.00 3001 Amp. to 4000 Amp. , inclusive 40. 00 The fee for a new service includes fee for one meter. For the installation of additional meters the fee shall be $2.00 for each meter. For each permit for the installation of busway as a branch circuit conductor in any building or structure in the City of St. Louis Park the fee shall be the same as for a Feeder or Sub -feeder. (e) HIGH VOLTAGE FEEDER, 600 VOLTS AND OVER: High Voltage Feeder Ratings For the first For each additional 100' or frac- 100' or fraction tion thereof thereof 0 Amp. to 200 Amp. , inclusive $15. 00 201 Amp. to 300 Amp. , inclusive 17.50 301 Amp. to 400 Amp. , inclusive 20.00 -4- $2. 00 2.00 2.00 (f) OUTLETS: For each permit for new or additional electric light wiring, for the first ten (10) outlets, or for any fraction thereof, if less than ten (10) there shall be a minimum fee of $3.00. And for each ten (10) such outlets, or fraction thereof, in excess of the first ten (10), there shall be an additional fee of $3.00 . Lighting outlets shall be construed to mean or include all electrical openings including but not limited to any outlets installed for receptacles, lighting fixtures, switch openings, appliance openings, wall receptacles, or floor receptacles where such receptacles are permitted on branch lighting circuits and all other electrical openings. Every such opening shall be considered a separate outlet. The outlet fee shall cover the installation of all wall, floor, or ceiling electrical openings. Provided, further, that lighting outlets shall also be construed to mean any outlets installed for future connection for lighting purposes. ' For the purposes of this ordinance, each group of lights for window illumination rigidly attached to one another and made up and installed as one unit and said unit insulated from all grounded metal work in the manner provided by ordinance for fixtures, shall be considered as one (1) outlet only, when estimating the fee for a wiring permit, and as fixture only when estimating the fee for a fixture permit. (g) SIGN CIRCUIT For each permit for wiring or connecting an electric sign, for the first branch circuit required for such sign $4.00. And for each additional branch circuit required for such sign, $1. 00. (h) HEATING DEVICES, MOTORS, TRANSFORMERS, ETC.: For each permit for wiring for, installing and connecting electric motors, or other apparatus rated in horsepower (H. P.) there shall be a minimum fee for the first one (1) H. P. , or fraction thereof, of $4. 00. And for each additional horsepower (H. P.) or fraction thereof in excess of one (1) H. P. , but not exceeding two hundred (200) H. P. , 25 cents. And for each ten (10) Horsepower (H. P.) or fraction thereof in excess of two hundred (200) H. P. there shall be an additional fee of 25 cents. For each permit for wiring for, installing and connecting transformers for lighting or heat or power, generators, heating devices, rectifiers -5- or other apparatus rated in watts, KVA or KVAR there shall be a mini- mum fee of $4. 00 for the lirst one (1) Kilo -volt-ampere (K. V.A. ) capacity or fraction thereof, except for replacement of an electric range for domestic use, the fee shall be $2.00. For each Kilo -volt-ampere capacity or fraction thereof, in excess of one (1), but not exceeding two hundred (200) K. V.A. , there shall be an additional fee of 25 cents. And for each ten (10) Kilo -volt-amperes capacity, or fraction thereof, in excess of two hundred (200) K. V.A. , there shall be an additional fee of 25 cents. In determining the amount of fees in this subdivision (h) the units in each class of the apparatus enumerated in this subdivision shall be figured collectively but each class shall be figured independently of the other class, and motor -generators shall be rated according to the rate horse- power of the motor only. (i) SOCKETS: (j) For each permit for the installation of lamp sockets or lamp receptacles for use on lighting fixtures and drop cords or attached directly to the outlet, the minimum fee shall be $2. 00 for the first ten (10) sockets or rbceptacles, or for any fraction thereof, if less than ten (10). And for each ten (10) such sockets or receptacles, or fraction thereof, in excess of the first ten (10), there shall be an additional fee of $1.25. SOCKETS, BORDER STRIP, OUTLINE, ETC.: For each permit for the wiring of each complete outline lighting (Other than luminous tube lighting), marquee, stage border, stage footlight group, stage proscenium strip, stringer lighting over private property, or temporary lighting when permitted, the fee shall be $2.00 for the first ten (10) sockets, or receptacles, or for any fraction thereof, if less than ten (10), including the installation of such sockets, or receptacles. And for the next twenty (20) sockets, or fraction thereof, $1.25. And for the next thirty (30) sockets, or fraction thereof, $1.25. And for any fifty (50) sockets, or fraction thereof, in excess of the first sixty (60) such sockets, or receptacles, $1.25. Outline lighting shall be construed to mean that class of lighting used on the outside of buildings to mark the outlines thereof by the use of in- candescent lamps. -6- (k) LUMINOUS TUBES: For each permit for wiring for and/or installing outline, decorative, display or other lighting employing luminous tubes energized by trans- formers, for the first five hundred (500) volt-amperes, or fraction thereof, $5. 00. And for each additional one hundred (100) volt-amperes, over the first 500, 20 cents, This volt-ampere rating shall be based on primary current and voltage. (1) SIGN AND BILLBOARD VvIRING: For each permit for the wiring of each electric sign for outdoor use or of each billboard, employing incandescent lamps for illumination, or luminous tubes energized by transformers, for the first five hundred (500) volt-amperes, or fraction thereof in the capacity of such sign or billboard, $5.00. And for each additional one -hundred (100) volt-amperes, or fraction thereof, 20 cents. The words, "wiring of", as used in this subdivision, shall be construed to include all electrical fittings and devices in or attached to the exterior of any such sign or billboard, but not including any supply wires thereto. (m) MISCELLANEOUS: The fee for each permit for the alteration, rearrangement or repairing of existing electrical equipment, or for other electrical work not included in this fee schedule shall be $5. 00 for the first one hundred dollars ($100.00), or fraction in the estimated cost thereof. And for each additional one hundred dollars ($100.00) or fraction thereof, there shall be a fee of $5, 00 in addition to the basic permit fee for each such callback inspection made by the Inspector. Section 5:505, Fees, Double, Vihen. Should any person, co -partner- ship, or corporation begin work of any kind such as hereinbefore set forth, or for which a permit from the Inspector of Buildings is required by ordinance, without having secured the necessary permit therefor from the Inspector of Buildings either previous to or during the day of commencement of any such work, or on the next succeeding business day where such work is commenced on a Saturday or on a Sunday or on a holiday, he shall, when subsequently securing such permit, be required to pay double the fees hereinbefore provided for such permit, and shall be subjected to all the penal provisions of this ordinance. -7- Section 5:506. Separability Should any section, subdivision, clause or other provisions of this ordinance be declared by a court of com- petent jurisdiction to be invalid, such decision shall not affect the validity of the ordinance as a whole nor of any part thereof other than the part so declared to be invalid. Section 5:507. Ordinances Repealed. The following ordinances of the City of St. Louis Park are hereby repealed in their entirety: Ordinance No. 770, EntiJed "An Ordinance Regulating the Design, Specification and Installation of Electric Wires, Apparatus and Plants," adopted January 23, 1961. Section 5:504, Entitled "Permit Fees," of Ordinance No. 998, Entitled "An Ordinance Amending the St. Louis Park Ordinance Code Relating to Permits: Section 5:204 Plumbing Permits, Section 5:305 Gas Piping Permits, Section 5:405 Heating and Air Conditioning Permits, Section 5:504 Electrical Permits, " adopted May 15, 1967. provided, however, that this repeal shall not affect any pending prosecution for violation of any ordinance herein repealed and shall not relieve any person of penalty or other legal liability for violation or failure to comply with any provision of any such ordinance herein repealed. Section 5:508. Violations Declared. It shall be unlawful for any person to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip. use, occupy, or maintain any building or structure in the City or cause the same to be done, contrary to or in violation of this Code. Section 2. Penalty. Any person violating any of the provisions of this Code shall be deemed guilty of a misdemeanor, and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this Code is committed, continued, or permitted, and upon conviction of any such violation such person shall be punishable by a fine of not more than $100, or by im- prisonment for not more than 90 days. -8- Section 3. Effective Date. This ordinance shall take effect fifteen days after its publication.
