• Original ORIGINAL ORDINANCE NO. 1048 DECEMBER 9, 1968 7E AN ORDINANCE AMENDING SECTION 2:615 OF THE ST. LOUIS PAR'S ORDINANCE CODE RELATING TO THE LICENSING OF DOGS THE CITY OF!ST. LOUIS PARK DOES ORDAIN: Section 1. That Section 2:615 of the St. Louis Park Ordinance Code is hereby amended to read as follows: Section 2:615. Dog License Required. No person shall own, keep, or harbor any dog over the age of three months within the City of St. Louis Park unless a license therefor has first been secured. Licenses shall be issued by the City Clerk for a fee of $2. 00 for each male dog and each spayed female dog and $3. 00 for each unspayed female dog. It shall be the duty of each person owning, keeping, or harboring a dog to pay a license fee imposed by this Section to the City Clerk on or before the first day of February in each year, or upon ac- quiring ownership or possession of any unlicensed dog, or upon establishing residence in the City to forthwith pay such license fee. The Clerk may cause a notice of the necessity of paying such license fee to be printed in the official newspaper in January of each year. Section 2. JOHN BERTRAM, being duly sworn, on oath says he is and during all times here stated has been the vice president and printer of the newspaper known as The St Louis Park Sun and has full knowledge of the facts herein stated as follows• (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent rn printed space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least once each week (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other pubhcation and is not made up entirely of patents, plate matter and advertisements. (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second-class matter in its local post -office (5) Said newspaper purports to erve the City of St Louis Park in the County of Hennepin and it has its known office of e in the City of Hopkins in said county, established and open during its regular business ..rs for the gathering of news, sale of advertisements and sale of subscriptions and main- tained by the managing officer or persons in its employ and subject to his direction and con- trol during all such regular business hours and devoted exclusively during such regular business hours to the business of the newspaper and business related thereto. (6) Said news- paper files a copy of each issue immediately with the State Historical Society.
