W JOHN BERTRAM, being duly sworn, on oath says he is and during all times here stated
has been the vice president and printer of the newspaper known as The St Louis Park Sun
and has full knowledge of the facts herein stated as follows (1) Said newspaper
is printed in the English language in newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and
is distributed at least once each week (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements (4) Said newspaper is circulated in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post -office (5) Said newspaper purports to
serve the City of St. Louis Park in the County of Hennepin and it has its known office of
sue in the City of Bloomington in said county, established and open during its regular business

ORDINANCE NO 1047
AN ORDINANCE PROHIBITING
CERTAIN CONDUCT IN OR
NEAR PUBLIC, PRIVATE AND
PAROCHIAL SCHOOLS AND
PRESCRIBING A PENALTY
THE CITY OF ST LOUIS PARK
DOES ORDAIN
Section 1 Conduct of persons in,
on or near public, private and
, parochial schools is hereby regu-
, lated as follows

Section 4.244 01 Defacement
of School Buildings No person
shall mark with ink, paint,
chalk or other substance, or
post handbills on or in any
other manner deface or injure
any , school building or ,struc-
ture used or usable for school
purposes within the City, or
mark, deface or injure fences,
trees, lawns or fixtures ap-
purtenant to or located on the
site, of such buildings, or post
handbills on such fences, trees
or fixtures, or place a sign
anywhere on any such site
Section 4:244 05 Breach of
Peace on School Grounds No
person, on any school grounds
adjacent to any school build-
ing or structure, shall t.ngage
in, or prepare, attempt, offer,
or threaten to engage - in, or
assist or conspire with another
to engage in or congregate be-
cause of, any riot, fight, brawl,
tumultuous conduct, act of vio-
lence, or any other conduct
which' disturbs the peace and
quiet of another
Section 4 244 10 Offensive Lan-
guage and Conduct. No person
shall use profane obscene or
abusive language or gestures
on any school grounds or in
0 buildings or structures
Section 4 244 15 Improper Con-
duct While School in Session
No person shall, in any school
room or in any building or
on the grounds adjacent to
the same, disturb or interrupt
the peace and good order of
such school while in session
Any person not in immediate
attendance in such school and
being in such building or upon'
the premises belonging thereto,
who shall conduct or behave
himself or herself improperjy,
or who upon the request of al
teacher of such school or the
person in ,charge thereof to
leave said building or
premises, shall neglect or re-
fuse so to do, shall be in viola
tion of this ordinance
Section 4 244 20 Loitering or,
Lurldng. No person shall
loiter on any school grounds
or in any school builaing or
structure, nor lurk lie in wait
or be concealed with intent to
do any mischief or to commit
any crime or unlawful act
Section 4 244.25 Making Un-
necessary Noise or Odor. Not
Person. in any school room
or in any school building or
on the grounds adjacent to the'
same, shall make, or assist
in making, by any manner or
means, any loud, unpleasant or
raucous noise or odor disturb-
ing to others unless the same
be reasonably necessary to the
preservation of life, health, saf-
ety
2roPentalty Any person
violating the provisions of this ordi-
nance shall be guilty of a misde
meanor and upon conviction there-
of be punished by a fine of not
more than One Hundred Dollars
($100 00) or by imprisonment for
not to exceed Ninety (90) days
Section 3 -.Effective Date This
ordinance shall take 'effect fifteen
days after its publication
