ORDINANCE NO. 1035
AN ORDINANCE ESTABLISHING THE HUMAN
RIGHTS COMMISSION, DEFINING ITS
POWERS AND DUTIES
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The St. Louis Park Human Rights Commission is hereby
established.
Section 1:180. Purpose. The purpose of the Commission shall be to
advise the City Council in its efforts to assure all citizens the opportunity for
full and equal opportunity and participation in the affairs of this community.
The City of St. Louis Park declares as a matter of public policy that it is
interested in securing for all of its citizens equal opportunity in housing, em-
ployment, public services, public accommodations and education, and that it
is the public policy of the City to assist the State of Minnesota, Department of
Human Rights in implementing the Minnesota State Act Against Discrimination
by the Commission's investigation of complaints, development and implementation
of a program of education, and compliance review, and through advising the
City Council on long range programs to improve human relations in the City
of St. Louis Park.
Section 1:182. Membership of Commission and Terms.
Subd. 1. The Commission shall consist of 15 members who shall serve
without compensation and one of whom shall be an attorney-at-law, who shall
be appointed by the City Council and who shall be appointed initially for the
following terms of office, which term shall commence on the date of their
appointment: 5 members for a term of three years, 5 members for a term
of two years and 5 members for a term of one year.
Subd. 2. All of the members of the Commission shall be citizens and
residents of the City of St. Louis Park. At the expiation of the terms of office
of the original appointive members, their successors shall be appointed for a
term of three years each and until their successors shall have been appointed
and qualify for office. Any vacancies in the membership of the Commission
shall be filled in the same manner as in the case of an original appointment for
the unexpired term of a member whose office shall be vacant.
Subd. 3. Any member of the Commission may be removed therefrom
for cause by the City Council by a majority vote.
Subd. 4. The Commission shall consist of members who have demon-
strated an interest in and who have had previous experience in civil and human
rights organizations on the national, state and local level, due regard being given
to the adequate representation of racial, religious and ethnic minorities.
Section 1:184. Organization.
Subd. 1. There shall be an Executive Director who shall act as secretary
to the Commission. He shall be appointed by the City Manager with the consent
and approval of the City Council and be removed only for cause. The Executive
Director shall be under the administrative rules and regulations of the City
of St. Louis Park.
Subd. 2. The Commission shall elect its own chairman by vote of its
members. It shall provide its own rules and procedure for the conduct of
its affairs for the election, assumption of duties and definition of responsibilities
of officers and committees, shall determine date and time of its meetings,
and upon whatever notice it deems best shall call public hearings when necessary
or desirable.
Subd. 3. The Commission shall keep proper records of its proceedings,
and properly account for its receipts and expenditures of moneys in accordance
with established city procedures.
Section 1:186. Power and duties. The human Rights Commission shall
have the following powers and duties:
Subd. 1. The Commission shall immediately study and review programs
and policies and advise and aid the City Council in enlisting the cooperation
of agencies, organizations and individuals in the City in an active program
directed to create equal opportunity and eliminate discrimination and in-
equalities.
Subd. 2. The Commission shall at the earliest opportunity advise and
aid the City Council in drafting a memorandum of agreement with the State
Department of Human Rights to fulfill the purposes set out in Section 1:180 of
this Ordinance.
Subd. 3. Recommend a human rights program to the City Council so it
may immediately formulate and implement a program for the City of St. Louis
Park by broad planning and policy making to give increased effectiveness and
direction to the work of all individuals and agencies, specifically recognizing
planning, policy making and educational programming in the area of civil and
human rights.
Subd. 4. Advise the City Council, the Mayor, and other agencies of
the government on human relations and civil rights problems, act in an ad-
visory capacity with respect to city plans or on the operation of any city
department where questions of discriminations, civil rights and human rights
are concerned, and recommend the adoption of such specific policies or actions
as are needed to provide an equitable basis of civil and human rights in govern-
ment.
Subd. 5. Advise and recommend to the City Council a comprehensive
program for the removal of inequalities of opportunity, with respect to all
individuals and groups in relation to civil and human rights.

Subd. 6. Publish and distribute to the public at large materials
® deemed necessary.
Subd. 7. Make studies, surveys, and investigations which will provide
a solid foundation of research and fact beneath the Commission's advice and
recommendations for policies and actions by itself and the City Council.
Subd. 8. Sponsor such meetings, institutes, forums and other educational
activities as will lead to a clearer understanding of -the City's problems in
this field, and contribute to their proper solution.
Section 2. Effective Date. This ordinance shall take effect fifteen
days after its publication.

has been the vice president and printer of the newspaper known as The St Louis Park Sun
and has full knowledge of the facts herein stated as follows (1) Said newspaper
is printed in the English language in newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and
is distributed at least once each week (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements (4) Said newspaper is circulated in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post -office (5) Said newspaper purports to
serve the City of St Louis Park in the County of Hennepin and it has its known office of

ined by the managing officer or persons in its employ and subject to his direction and con-
trol during all such regular business hours and devoted exclusively during such regular

paper files a copy of each issue immediately with the State Historical Society. (7) Said news-
paper has complied with all the foregoing conditions for at least two years preceding the day
or dates of publication mentioned below. (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1. 1966 and each January 1 thereafter an affidavit in the
form prescribed by the Secretary of State and signed by the publisher of said newspaper and
sworn to before a notary public stating that the newspaper is a legal newspaper
