AN ORDINANCr: AMENDING THE ST. LOUIS PARK ORDINANCE
CODE IN SECTIONS 1:130, 1:131, AND 1:132,ENTITLED "PARK
AND RECREATION ADVISORY COMMISSION MEMBERSHIP AND
TERMS", "EXPENSES OF MEMBERS", AND'POWERS AND DUTIES",
RELATING TO MEMBERS AND THEIR APPOINTMENT TO THE
PARK AND RECREATION ADVISORY COMMISSION
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
SECTION 1. That Sections 1:130, 1:131, and 1:132 of the St, Louis Park
Ordinance Code, entitled "Park and Recreation Advisory Commission",
is hereby amended to read as follows:
Section 1:130. Park and Recreation Advisory Commission.
Membership and Terms.
Subd. 1. The Park and Recreation Advisory Commission shall consist
of ten members, eight regular members and two exofficio members all
appointed as hereinafter set forth.
Subd. 2. Eight regular members of the Commission shall be appointed
by the City Council for terms of three years each. No less than five of said
regular members shall be residents of the City. At least one of said regular
members shall be a woman. Three of said regular members shall be residents
of the School District of Independent School District No. 283, but need not
necessarily be a resident of the City and they shall be appointed by the
City Council with the approval of the Board of said Independent School
District for terms of three years each. Of the eight such regular members
who need not be members of the Council or the School Board, the six members
holding office at the time of the adoption of this ordinance shall continue in
office until the term for which they were appointed shall have expired. The
two members to be newly appointed upon adoption of this ordinance shall be
appointed for terms commencing with the date of their appointment in 1968
and expiring December 31, 1970. Subsequent regular appointments shall be
for three year terms expiring on December 31st of the third year of such
term and until a successor is duly appointed. In the event of a vacancy, the
City Council shall appoint a person to complete the unexpired term, such
appointment being made with the approval of the School Board in the same
manner as the original appointment.
Subd. 3. One member and one alternate, both of whom shall be members
of the Board of Independent School District No. 283 shall be appointed by and
serve at the pleasure of said School Board for a three year term unless such
appointment shall be sooner terminated by said Board. A vacancy shall be
created in any event upon the member ceasing to be a member of said Board.

Such member and alternate shall be appointed as soon as practicable after the
1st day of January in the year in which such term shall commence to serve
until 31st day of December of the third year of such term and until their
successors shall qualify. Such alternate may attend all meetings and in the
absence of such member shall vote and shall be counted in determining a quorum.
Subd, 4. One voting member and one alternate, both of whom shall be
members of the City Council, shall be appointed by the City Council for a
one year term. No council member shall se_ ve as an ex officio member for
more than two consecutive years. Suc_i member and alternate shall be appointed
as soon as practicable after the first clay of January of each year, to serve
until the 31st day of December of that year and until his successor shall qualif y.
Section 1:131. Expenses of Members. The members of the Commission
shall serve without pay but may be reimbursed for actual expenses if funds
therefor are provided in the adopted budgets of thePark Fund and of the
Recreation Fund.
Section 1:132. Powers and Dut•es. The Commission shall have the
power to adopt Bylaws and elect such officers for such terms as it deems
desirable from the eight members who are not members of the Council or
the School Board. It shall be the duty of the commission to hold meetings
of its members, and to meet from time to time with the City Manager or
Director of Parks and Recreation to consider such matters pertaining to
Parks and Public Recreation programs in the City as shall be referred to
the Commission by the City Council, City Manage, or Board of Independent
School District Number 283, or as the members of the Commission deem
proper. The Commission shall make an annual advisory report not later than
August 1st, which report shall contain the Commission's recommendations
to the Manager and Council for the ensuing year, The Commission's Advisory
reports, conclusions, and recommendations shall be made to the City Council,
City Manager or Board of Independent School District Number 283, as may
be requested, or to any ar all of them as the Commission deems appropriate
in the light of the matter under consideration.
Section 2. This ordinance shall tale effect fifteen days after its
publication.

has been the general manager and printer of the newspaper known as The St Louis Park
Dispatch and has full knowledge of the facts herein stated as follows- (1) Said newspaper is
printed in the Enghsh language in newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and
is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements (4) Said newspaper is circulated in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to" paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post -office (5) Said newspaper purports to
serve the City of St Louis Park in the County of Hennepin and it has its known office of
issue in the City of Hopkins in said county, established and open during regular business
hours for the gathering of news, sale of advertisements and sale of subscriptions and main-
tained by the managing officer or persons in its employ and subject to his direction and con-
trol during all such regular business hours and devoted exclusively during such regular
business hours to the business of the newspaper and business related thereto (6) Said news-
paper files a copy of each issue immediately with the State Historical Society (7) Said news-
paper has complied with all the foregoing conditions for at ]east two years preceding the day
or dates of publication mentioned below (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1. 1966 and each January 1 thereafter an affidavit in the
form prescribed by the Secretary of State and signed by the publisher of said newspaper and
sworn to before a notary public stating that the newspaper is a legal newspaper
