LOUIS PARK THE CITY OF ST, LOUIS PARK DOES ORDAIN: Section 1. That ward lines of the City are hereby redetermined and the City is hereby divided into the four separate wards, as follows: Ward No. I shall be the area bounded on the east and north by the City Limits, on the west by the east line of Zarthan Avenue south to the south line of Cedar Lake Road; thence west on the south line of Cedar Lake Road to center line of Dakota Avenue and Dakota Avenue extended; thence south on Dakota Avenue and Dakota Avenue extended, terminating at the Chicago, Milwaukee, St. Paul and Pacific Railroad right of way; thence east along Chicago, Milwaukee, St. Paul and Pacific Railroad right of way to the east City Limits,. and the Ward shall be comprised of voting Precincts I, 2, 3, 4 and 5 as adopted by the City Cou-ici_. Ward No. 2 shall be the area bounded on the north by the Main Line of the Chicago Milwaukee St, Paul and Pacific right of way, on the south by the south City Limits, on the east by east City Limits, on the west by the west City Limits, and the ward shall be comprised of voting Precincts 1, 2, 3, and 4 as adopted by the City Council, Ward No. 3 shall be the area bounded on the south by the Chicago Milwaukee, St. Paul and Pacific Railroad right of way and the south City Limits on Division Street and Texas Avenue, on the east by center line of Dakota Avenue and extensions thereof, on the north by the Main Line of the Great Northern Railroad right of way and the Hopkins Branch of the Great Northern Railroad right of way, on the west by the Hopkins Branch of the Great Northern Railroad right of way, except where it abuts the Aquila School property and the north, east and south boundar- ies of the Aquila School property, and the ward shall be comprised of voting Precincts 1, 2, 3, 4 and 5 as adopted by the City Council. Ward No. 4 shall be the area bounded on the north by the north City Limits, on the west by the west City Limits, on the south by the south City Limits, and on the east by the Hopkins Branch of the Great Northern Railroad right of way to the Main Line of the Great Northern Railroad right of way, except where it abuts the Aquila School site, and at this point by the north, east and south boundaries of the Aquila School property; thence on said • • ,606 Main Line right of way to center line of Dakota Avenue and Dakota Avenue extended; thence north cn the center line of Dakota Avenue and Dakota Avenue extended to the intersec- tion with the south line of Cedar Lake Road; thence easterly along the south line of Cedar Lake Road to the east line of Zarthan Avenue; thence north on the east line of Zarthan Avenue to the north City Limits, and the ward shall be com- prised of voting Precincts 1, 2, 3, 4, 5 and 6 as adopted by the City Council. Section 2. That the City Council pursuant to Section 2:03 of the Charter of the City of St. Louis Park hereby finds that the wards as so redetermined in Section 1 hereof are of as near equal size in both population and area as is practicable, and that the redetermination of the ward lines as above set forth is based upon the findings of the Council. Section 3. This ordinance shall take effect fifteen days after its publication. Adopted by the City Council January 22, 1968. JOHN BERTRAM, being duly sworn, on oath says he is and during all the times herein stated has been the general (manager and printer of the newspaper known as The St Louis Park Dispatch and has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least once each week (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second-class matter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park in the County of Hennepin and it has its known office of issue in the City of Hopkins in said county, established and open during regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and main- tained by the managing officer or persons in its employ and subject to his direction and con- trol during all such regular business hours and devoted exclusively during such regular business hours to the business of the newspaper and business related thereto (6) Said news- paper files a copy of each issue immediately with the State Historical Society (7) Said news- paper has complied with all the foregoing conditions for at least two years preceding the day or dates of publication mentioned below (8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn to before a notary public stating that the newspaper is a legal newspaper.
