LOUIS PARK ORDINANCE CODE RELATING TO THE _ POSITION CLASSIFICATION PLAN, COMPENSATION PLAN, BASIC _. PERSONNEL POLICY AND CONDITIONS OF CITY EMPLOYMENT: SECTION 1:308 COMPENSATION PLAN; SECTION 1:310 WORK WEEK AND WORK DAYS; SECTION 1:314 OVER -TIME PAYMENT; SECTION 1:315 VACATION LEAVE; SECTION 1:319 LEAVE -OF ABSENCE WITHOUT PAY THE CITY OF ST. LOUIS PARK DOES ORDAIN: Section 1: That Section 1:308 of the St. Louis Park Ordinance Code entitled, "Compensation Plan" is hereby amended to read as follows: Section 1:308 (A) (1) Basic Tables of Numbered Pay Ranges. Each numbered pay range in the basic tables cousists of a minimum and maximum bi-weekly rate with intermediate pay steps at approximately five per cent (5%) intervals. The salary ranges applicable to the public safety classifications shall be subject to additional compen- sation of an amount equivalent to one step in the salary range for patrolman per month for assignment on special duty as detectives, and $15.00 per month for other speciduty assignments. Special assign- ments shall be made by authorization of the City Manager. (C) Uniform Allowance. Uniformed members of the Fire and Police Departments will be assigned an allowance of $100.00 per, year, in addition to their regular salary, to be used for uniform ' - acquisition, replacement, and maintenance.. The disbursement of such expense allowance ishall'be the responsibility of the City Manager who shall establish such rules and procedures as may be necessary. - Section 2: That Section 1:310 of the St. Louis Park Ordinance Code entitled "Work Week and Work Days" is hereby amended to read as follows:. - Section 1:310. Work Week and Work Days. Each employee, other than firemen, but including the fire chief and firemen assigned to special duties,- shall have - a regular work week of forty hourwas established by schedules submitted by each -department head'arid approved by the City Manager, and the 'regular work day shall be eight working hours. :Th�'-regular annual work requirement for firemen;'' other than-the',chief • and firemen assigned to special duties,:shall be one • hundred forty one days per year with a'reduction therefrom of eleven holidays and shall be in accords -+r^ with work schedules submitted by the`fire chief and approved by the City Manager. Each of said days shall consist of twenty-four hours of continuous duty; and for the purposes of determining vacation leave for firemen, said twenty-four hour period shall, be referred to as a firements work day. Section /3: That Section 1:314 of the St. Louis Park Ordinance code entitled "Overtime Payment" is hereby amended to read as follows: Section 1:314. Overtime Payment. Authorized overtime work of employees shall be compensated on the basis of one and one-half times the regular rate of pay, either by cash payment or by compensatory time off, as provided herein except that department and division heads and other employees designated as major supervisory personnel shall not be eligible for nor shall they receive compensation for over -time work. 3 v 4 % rate of pay. Authorized over -time work on other than a regular work day shall be compensated at the over -time rate for the actual hours worked but not less than three hours regular pay. An employee instructed by his superior to stand by and be subject to call on a Sunday or Holiday not included in the regular work week shall be compensated therefor by a minimum of four hcurs regular pay. Over -time shall be computed on the basis of the number of hours actually worked in a work week in excess of the number of working hours in the regular work week for the position involved. Ower -time work' in any bi-weekly pay period not amounting to four hours of regular pay shall be compensated by cash payment. When over -time work in a bi-weekly pay period amounts to more than four hours of regular pay, the pJrtion thereof in excess of four hours, or the highest multiples thereof, shall be compensated by cash payment; the balance may be compensated by cash payment or'compen- satory time off, at the discretion of the Department Head. Such compensatory time off shall be taken Ls designated or approved by the Department Head, but for periods of not less than four consecutive hours at a time, or multiple thereof; and such compensatory time off shall either be designated or approved by the Department Head, but for periods of not -less than four consecutive hours at a time, ors multiple thereof; and such compensatory time off shall either be designated by the Department Head within six consecutive bi-weekly pay periods following the pay period in which earned, or shall be compensated by cash payment. Section 4: That Section 1:315 (A) (2) of the St. Louis Park Ordinance Code entitled "Vacation Leave" is hereby amended to read as follows: Section 1:315 (A) (2) .i Firemen, other than the chief and firemen assigned to special duties, having less than nine years consecutive full-time service shall earn vacation leave at the rate of one-half of a twenty-four hour firemen's working day for each calendar month of full-time employment or major fraction thereof for each twelve month period. Each fireman having five full years but less than nine 4 e e • full years of full-time employment shall earn an additional one-half day of vacation leave each year to be available at the beginning of the sixth, seventh, •eighth, and ninth years of employment. Each fireman with more than nine but less than nineteen consecutive years of full-time service shall earn vacation leave at the rate of three-fourths of a twenty-four hour fireman's working day for each calendar month of full-time employment or major fraction thereof for each twelve month period; and each fireman with nineteen years or more of consecutive full-time employment shall earn vacation leave at the rate of one twenty-four hour firemen's working day for each calendar month of full-time employment or major fraction thereof for each twelve month period. During vacation leave each fireman shall receive compensation at his regular rate of pay. Section 5: That Section 1:319 of the St. Louis Park Ordinance Code entitled "Leave of Absence without Pay" is hereby amended to read as follows: Section 1:319 Leave of Absence Without Pay. Upon request of an employee, leave of absence without_ pay may be granted by the City Manager taking into - consideration good conduct, length of service, and • efficiency of the employee and the general good:of the municipal service. Such leave of absence shall not exceed a period of ninety (90) days providedrthat the same may be extended beyond such`,period if - the leave of absence is for continued disability or other good and sufficient reasons, but in no,case shall exceed one year except when the employee is detailed for military service or is disabled for disability incurred while in the service of the City. No benefits shall accrue during leave of absence without pay except as otherwise required by law for military leave. Section 6: This ordinance shall take effect January 3, 1967.
