" THE CITY OF ST. LOUIS PARK DOES ORDAIN: Section 1. That the following sections of Ordinance 730, passed December 28, 1959, entitled "St. Louis Park Zoning Ordinance" are amended to read as follows: SECTION 6:110 - "B-1" BUSINESS DISTRICT Section 6:111 - Permitted Uses in "B-1" District - Within any B-1 Business District, no structure or land shall be used except one (1) or more of the following uses: Section 6:111. 1. Those business uses permitted under Sections 6:101.3, 6:101.4, 6:101.5, 6:101. 6, 6:101.11 and 6:101. 12, and as regulated therein shall be permitted uses. Section 6:111.2. The following retail or service businesses supply- ing commodities or performing a service be permitted in the B-1 District. Subd. 1. Antique or Gift Shop. Subd. 2. Appliance Store. Subd. 3. Art and School Supply. Subd. 4. Auto Accessory Store. Subd. 5. Auto Repair - Minor, when operated in conjunction with a Motor Fuel Station. Subd. 6. Bakery goods sales and baking of goods for retail sales on premises. Subd. 7. Barber Shop. Subd. 8. Beauty Parlor. Subd. 9. Bicycle Sales and Repair. Subd. 10. Books, office supplies and stationery store. Subd. 11. Candy, ice cream, pop corn, nuts, frozen desserts and soft drinks but not the drive-in type of service. Subd. 12. Camera and photographic supplies. Subd. 13. Carpet and Rugs. Subd. 14. Coin and philatelic store. Subd. 15. Costume Rental Shop. Subd. 16. Delicatessen. Subd. 17. Drug Store. Subd. 18. Dry cleaning pick-up stations and laundry pick-up stations including incidental pressing and repairing. Subd. 19. Dry Goods store. Subd. 20. Electrical appliance store including incidental repair and assembly but no fabricating or manu- facturing. Subd. 21. Employment agency. Subd. 22. Florist Shop. Subd. 23. Frozen food store but not including a locker plant. Subd. 24. Furniture store including upholstery when conducted as a secondary use. Subd. 25. (Space reserved). Subd. 26. Furrier when conducted only for retail trade on the premises. Subd. 27. Gift or novelty store. Subd. 28. Glass, china or pottery store. Subd. 29. Grocery, fruit or vegetable store. Subd. 30. Hardware store. Subd. 31. Haberdashery and ladies ready-to-wear. Subd. 32. Hobby store including handicraft classes not to exceed fifteen (15) students. Subd. 33. Ice sales with storage not to exceed five (5) ton, and coin operated machines. Subd. 34. Interior decorating studio. Subd. 35. Jewelry store and watch repair. Subd. 36. Laundromat, self -serve washing and drying service. Subd. 37. Leather goods and luggage store. -2- e Subd. 38. Library. Subd. 39. Meat Market but not including the processing for a locker plant. Subd. 40. Motor fuel station subject to Section 6:049. Subd. 41. Musical instruments sales and incidental repair. Subd. 42. Newstand. Subd. 43. Offices - business and professions. Subd. 44. Paint, wallpaper sales. Subd. 45. Photographer's Studio. Subd. _46. Pipe and Tobacco Shop. Subd. 47. Plumbing, television, radio, electrical repair when operated as an accessory use to retail sales establishment. Subd. 48. Postal or telegraph sub -station. Subd. 49. Public utility collection office. Subd. 50. Record Shop. Subd. 51. Restaurant, cafe, tea room, tavern and off -sale liquor. stores, none of which shall be of the drive-in type. Subd. 52. Sewing machine sales and service. Subd. 53. Shoe Store. Subd. 54. Shoe repair. Subd. 55. Sporting goods. Subd. 56. Tailor shop. Subd. 57. (Space reserved). Subd. 58. Toy store. Subd. 59. Travel bureau, transportation ticket office and taxi stands. Subd. 60. Variety store, 5 and 10 cent store, and stores of a similar operating nature. Subd. 61. Wearing apparel. Subd. 62. Garden supply sales. Subd. 63. Locksmith. Subd. 64. Picture Framing. SECTION 6:120-'B-2" GENERAL BUSINESS DISTRICT Section 6:121 - Permitted Uses in the "B-2" District - Within any "B-2" General Business District, no structure or land shall be used except for one (1) or more of the following uses: Section 6:121. 1. Those uses permitted in Sections 6:091.2, 6:101.4, 6:101.5 and 6:102, and as regulated therein shall be a permitted use. Section 6:121.2. "B-1" Neighborhood Business District uses as per- mitted in Section 6:111.2, but not limited in scale to serving residents of a neighborhood or other restrictions specifically stated as applying to the "B-1" District. -3- • • Section 6:121. 3. The following retail sales or service businesses: Subd. 1. Auto sales within a structure. Subd. 2. Auto repair (Major). When operated in conjunction with automobile or truck sales. Subd. 3. Armories, convention halls, exhibition halls, sports arenas and stadiums. Subd. 4. Billboards. Subd. 5. Boat and marine sales. Subd. 6. Bowling alleys, billiard and pool rooms, skating rinks, dance halls, gymnasiums, YMCA, YWCA, meeting halls, night clubs, on -sale liquor stores, fraternal organizations and similar uses, provided the structure in which the use is conducted shall not be located within sixty (60) feet of any "R -P', "R-2" or "R-3" District boundary line. Subd. 7. Bus Terminals. Subd. 8. Business or Trade Schools. Subd. 9. (Space reserved). Subd. 10. (Space reserved). Subd. 11. (Space reserved). Subd. 12. Diaper or hand laundry service, provided not more than ten (10) persons are employed. Subd. 13. Commercial Greenhouses. Subd. 14. Garden Supply Store. Subd. 15. Locksmith. Subd. 16. Medical and Dental Clinics. _ Subd. 17. Motels, motor hotels, and hotels, provided that the site shall contain not less than five hundred (500) square feet of lot area per unit. Subd. 18. Newspaper office, including printing. Subd. 19. (Space reserved). Subd. 20. Orthopedic and medical supply. Subd. 21. (Space reserved). Subd. 22. Pet shop provided the operation shall not include the boarding of pets, the maintaining of pens outside of the structure or the operating so as to cause an offensive odor or noise. Subd. 23. Picture framing. Subd. 24. Printing Shop. Subd. 25. (Space reserved). Subd. 26. Physical Culture and Health Service. Subd. 27. (Space reserved). Subd. 28. Seat Cover Sales and Installation, Auto upholstering and custom seat cover manufacture, excluding manu- facture thereof for resale. Subd. 29. Taxi Terminal. Subd. 30. Television and radio stations and transmitting towers. -4- • • Subd. 31. Tire and battery sales but not including battery re -building or tire recapping. Subd. 32. Wholesale offices and show rooms. Subd. 33. Banks and Savings Institutions. Subd. 34. Funeral Home. Subd. 35. Theater, not of the Drive-in type. Section 6:122. Uses by Special Permit - Within any "B-2" General Business Use District, no structure or land shall be used for 'the following uses except by special permit: Section 6:122. 1. Children's amusement parks, subject to the follow- ing requirements: Subd. 1. No amusement device or stable shall be within one hundred fifty (150) feet of an "R" District Boundary. Subd. 2. No loud speaker or amplification shall be used and no loud whistles or other noise caused by the operator shall be permitted which can be clearly distinguished at the "R" District boundary. Subd. 3. The amusement devices shall not operate after 11:00 p. m. Subd. 4. Ample space shall be provided for off-street parking and the surface of said area shall be dust proof. Subd. 5. A fence, wall or screen of shrubs shall be provided and maintained along the boundary of the property adjacent to all "R" District boundaries. Section 6:122. 2. Commercial baseball fields, bath houses, boat houses, golf driving ranges, miniature golf courses and similar uses. All such permits shall be granted only upon conditions set forth in sub -Sections 6:049.1 Subdivisions 3, 4 and 5. Section 6:122. 3. Kennels. Section 6:122. 4. Heliports. Section 6:122. 5. Car wash, provided off-street parking space is con- structed to accommodate that number of vehicles which can be washed during a maximum fifteen (15) minute period. Section 6:122. 6. Open sale or rental lots for motor vehicles (used and new) furniture, trailers, airplanes, boats, monuments, machinery, garden hardware, concrete work and any other items sold from an open lot. SOSection 6:122. 7. Public utility structures. -5- Section 6:122. 8. Veterinary Animal Hospital. OSection 6:122. 9. Wholesale warehouse which does not exceed twenty thousand (20, 000) square feet of storage. Section 6:122. 10. Structures in excess of six (6) stories or seventy-five (75) feet in height, whichever is less, except as provided in Section 6:178. Section 6:122. 11. Drive-in business subject to the following requirements: (a) Hours of operation shall be confined to the period between 10:00 a. m. and 1:00 a. m. for those serving food or drink. (b) A fence of acceptable design not over six (6) feet in height or less than four (4) feet which is at least fifty percent (50%) closed shall be constructed along the property line or a planting strip not less than fifteen (15) feet in width reserved and planted along the property line according to a planting plan approved by the Building Inspector when said use is abutting property in one (1) of the "R" Districts; such fence or planting shall be adequately maintained. A fence or planting shall not be required within the required front yard. • (c) The entire area shall have a drainage system approved by the City Engineer. (d) The entire area other than that occupied by the structure or planting shall be surfaced with a material which will control dust and drainage to the approval of the City Engineer. (e) A box curb at least six (6) inches above grade shall separate the public walk from the lot except at approved entrances or exits. (f) The lighting shall be accomplished in such a way as to have no direct source of light visible from the public right-of-way or adjacent land in residential use. Section 6:122. 12. Armories, Convention halls, exhibition halls, sports arenas, and stadiums. Section 6:122. 13. Custom Auto Services, SECTION 6:125 - "B-3" BUSINESS DISTRICT Section 6:126 - Permitted Principal Uses. Within any B-3 Business District, no structure or land shall be used, except for one (1) or more of the following uses: -6- Subd. 1. Artificial limbs manufacture. Subd. 2. Camera and photographic supplies manufacture. Subd. 3. Cartography and bookbinding. Subd. 4. Electrical and electronic products manufacture. Subd. 5. Electrical service shops. Subd. 6. Engraving, printing, and publishing. Subd. 7. Jewelry manufacture. Subd. 8. Medical dental, and optical laboratories. Subd. 9. Musical instruments manufacture. Subd. 10. Offices. Subd. 11. Precision instruments manufacture. Subd. 12. Restaurant. Subd. 13. Surgical and laboratory products manufacture. Subd. 14. Trade School. Subd. 15. Warehousing. Subd. 16. Cabinet and carpentry shops, electrical service, heating, plumbing, upholstery and air conditioning shops. Subd. 17. Bottling of soft drink or milk or distribution Stations. SECTION 6:140 - "I-1" INDUSTRIAL DISTRICT Section 6:141 - Permitted Principal Uses - Within any "I-1" Industrial District, no structure or land shall be used except for one (1) or more of the following uses: Section 6:141. 1. Those uses or structures permitted by Section 6:121.2 and Section 6:121.3 and as regulated therein. Section 6:141. 2. Conducting any of the following operations and the sale at wholesale, manufacture, fabrication or processing of any of the following articles or products: Subd. 1. Artificial limbs. Subd. 2. Automobile painting, upholstering, tire recapping, repairing body and fender repairing when conducted within a completely enclosed building. Subd. 3. Apparel. Subd. 4. Batteries. Subd. 5. Bag, carpet and rag cleaning, provided necessary equipment is installed and operated for the effective precipitation or recovery of dust. Subd. 6. Bakery goods. Subd. 7. Beds, bedsprings and mattresses. Subd. 8. Belting, chain and conveyors. Subd. 9. Bicycles and toys. Subd. 10. Billboards. Subd. 11. Boat building or repair. Subd. 12. Builder's or contractor's yards, building material and lumber sales or rental yards, farm machine sales, feed sales, bulk firewood sales, dirt, sand gravel and rock sales, heavy equipment sales, pro- vided any such operations are enclosed by a solid wall or fence nor less than six (6) feet in height and not located less than one hundred (100) feet from any "R" District. Subd. 13. Bus or truck storage or maintenance shops, and rail- road spurs and sidings. Subd. 14. Camera and photographic supplies. Subd. 15. Canning or packaging of food stuff. Subd. 16. Canvas and canvas products. Subd. 17. Ceramic products manufacturing, using kilns fired only by electricity or gas. Subd. 18. Cigarettes and tobacco products. Subd. 19. Cork and Cork products. Subd. 20. Creameries, dairy plants, ice cream plants. Subd. 21. Drug, cosmetics, pharmaceuticals and toiletries. Subd. 22. Electric motors, generators, transformers and other controls, including rebuilding. Subd. 23. Engraving and printing. Subd. 24. Felt manufacturing products. Subd..25. Glass, cellophane, leather, feathers, fur, precious or semi-precious metals, hair, horn, paper, plastic, shell, wax, wood and yard products provided they are produced from previously prepared material. Subd. 26. Greenhouses. Subd. 27. Heat treating and plating. Subd. 28. Heating, washing, cooling, drying, cleaning process. Subd. 29. Television and radio appliances, sheet metal work, ornamental iron, welding and stamping. Subd. 30. Ice manufacturing, cold storage plants, bottling works. Subd. 31. Laundries. Subd. 32. Machine Shops. Subd. 33. Metal polishing and plating. Subd. 34. Musical instruments. Subd. 35. Nursery. Subd. 36. Paper products - boxes, bags, envelopes, etc. Subd. 37. Restaurant. Subd. 38. Rubber, plastics and synthetic rubber products. Subd. 39. Shoes, boots. Subd. 40. Sporting equipment. Subd. 41. Stone, marble and granite grinding and cutting. Subd. 42. Tools, hardware and small metal products. Subd. 43. Trade School and warehouses. Subd. 44. Cabinet and carpentry shops, electrical service, heating, plumbing, upholstery and air conditioning shops. Subd. 45. Bottling of soft drink or milk or distribution Stations. -8- SECTION 6:150 - "I-2" INDUSTRIAL DISTRICT Section 6:151 - Permitted Principal Uses - Within any "I-2" Industrial District, no structure or land shall be used except for one (1) or more of the following uses: Section 6:151. 1. Those uses or structures permitted in Section 6:121.2 and Section 6:121. 3, and as regulated therein shall be a permitted use. Section 6:151.2. Conducting any of the following operations and the sale at wholesale, manufacture, fabrication or processing of any of the following articles or products: Subd. 1. Artificial limbs. Subd. 2. SECTION 6:160 "I-3" INDUSTRIAL DISTRICT Section 6:161 - Permitted Principal Uses Within any "I-3" Industrial District no structure or land shall be used except for one (1) or more of the following uses: 1 Section 6:161. 1. Those uses or structures permitted in Sections 6:121.2 and 6:121.3 and as regulated therein shall be a per- mitted use. Section 6:161. 2. Conducting any of the following operations and the sale at wholesale, manufacture, fabrication or processing any of the following articles or products: Subd. 1. Artificial limbs. Subd. 2. Apparel. Subd. 3. Bakery Goods. Subd. 4. Bicycles and Toys. Subd. 5. Boat building or repair. Subd. 6. Bottling of soft drinks. Subd. 7. Camera and photographic supplies. Subd. 8. Canvas products. Subd. 9. Cigarettes and tobacco products. Subd. 10. Cork and cork products. Subd. 11. Drugs, cosmetics, pharmaceuticals and toiletries. Subd. 12. This ordinance shall take effect fifteen days after its publication.
