ORDINANCE NO. 1003
AN ORDINANCE AUTHORIZING, CONVEYANCE BY THE CITY
OF LANDS IN YALE LAND COMPANY'S GARDEN LOTS AND
WILLIAM SCOTT'S ADDITION TO INDEPENDENT SCHOOL
DISTRICT #283
THE CITY OF ST, LOUIS PARK DOES ORDAIN:
Section 1, That the City has acquired Lot 19, William Scott's Addition
and that part of Lot 7, Yale Land Company's Garden Lots, described as com-
mencing at the most westerly corner of Lot 7; thence southeasterly along the
southwesterly line of said Lot 7 to a point 422 feet northerly of the southwest
corner thereof; thence deflecting 111 degrees 12 minutes to the left 80 feet;
thence easterly deflecting 43 degrees 43 minutes to the right 297 feet; thence ,
southeasterly deflecting 67 degrees 41 minutes to the right 133 feet, to a point
in a line drawn at right angles from a point on the east line thereof distant
315.5 feet north of the southeast corner thereof, said point being 150 feet
west of said east line; thence east along last described right angle line 150
feet to the east line thereof; r_I_z-:e r_o s t_i to the northeast corner of said
Lot; thence southwesterly to the point of beginning. Excepting from the above
described tract, that part of the north 150 feet of Lot 7, Yale Land Company's
Garden Lots, lying east of a line drawn southerly at right angles from the north
line of said Lot 7, from a point therein, 200 feet southwesterly of the north-
easterly corner thereof along the line of said Lot 7, for all municipal pur-
poses by purchase.
Section 2. That the Independent School District #283 is planning to con-
struct a public school and has requested that the City of St. Louis Park con-
vey its ownership in said lands to the School District for school purposes.
Section 3. That the City has acquired said Yale Land Company's Garden
Lots tract at a cost of $2, 500. 00 and the William Scott Addition tract at a cost
of $2, 100. 00 making a total sum for costs' of acquisition of said tracts the
amount of $4, 600.00, and that the said School District has offered to pay this
sum to the City at the time of the conveyance of the above described land to
the School District.
Section 4. That the Mayor and City Manager are hereby authorized on
behalf of the City to execute and deliver a quit claim deed on behalf of the City
conveying and releasing to Independent School District #283, Hennepin County,
Minnesota the land above described upon payment to the City the amount of
$4, 600. 00.
Section 5. That the proceeds above mentioned shall be used as far as
possible, to retire any outstanding indebtedness incurred by the City in the
purchase, construction or improvement of this property, but if there be no
such outstanding indebtedness, such proceeds, or portion thereof, shall be
placed in the Permanent Improvement Revolving Fund.

Section 6. This ordinance shall take effect fifteen days after its
publication.

W. JOHN BERTRAM, being duly sworn, on oath says he is and during all the times herein stated
has been the general ananager and printer of the newspaper known as The St Louis Park
Dispatch and has full knowledge of the facts herein stated as follows (1) Said newspaper is
printed in the Enghsh language in newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and
is distributed at least once each week (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements. (4) Said newspaper is circulated in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post -office (5) Said newspaper purports to
serve the City of St Louis Park in the County of Hennepin and it has its known office of
issue m the City of Hopkins in said county, established and open during regular business
hours for the gathering of news, sale of advertisements and sale of subscriptions and main -
tamed by the managing officer or persons in its employ and subject to his direction and con-
trol during all such regular business hours and devoted exclusively during such regular
business hours to the business of the newspaper and business related thereto (6) Said news-
paper files a copy of each issue immediately with the State Historical Society (7) Said news-
paper has complied with all the foregoing conditions for at least two years preceding the day
or dates of publication mentioned below (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1. 1966 and each January 1 thereafter an affidavit in the
form prescribed by the Secretary of State and signed by the publisher of said newspaper and
sworn to before a notary public stating that the newspaper is a legal newspaper
