ORDINANCE NO. 1002
AN ORDINANCE AMENDING SECTION 1:318, ENTITLED
"MILITARY LEAVE", OF THE ST. LOUIS PARK ORDIN-
ANCE CODE, RELATING TO CONDITIONS OF LEAVE OF
ABSENCE FOR MILITARY OR NAVAL SERVICE
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. That the Section 1:318 of the St. Louis Park Ordinance Code
entitled "Military Leave", is hereby amended to read as follows:
Section 1:318. Military Leave. All officers and employees who:

Are members of the National Guard, the naval militia
or any other component of the militia of the state, now
or hereafter organized or constituted under state or
federal law, or
Are members of the officer's reserve corps of the United
States of America or of the enlisted reserve corps, or the
naval reserve, the marine corps reserve, or any other
component of the rnilitary or naval forces of the United
States nor or hereafter organized or constituted under
federal law,
shall be entitled to leave of absence with full regular pay in addition to military
pay for the period of such active service and without loss of seniority status,
efficiency rating, vacation, sick leave or other benefits for all the time when he
is engaged with such organization or component ordered or authorized by proper
authority pursuant to law whether for state or federal purposes, but not exceeding
fifteen (15) calendar days in any calendar year, provided such required military
or naval service is satisfactorily performed and the officer or employee returns
to his position immediately on being relieved from such service and not later than
the time herein limited for such leave, except when prevented from so returning
by physical or mental disability or other cause not due to his own fault and except
when required by proper authority to continue in such service beyond the time
herein limited for such leave.

In case any such officer or employee shall be required by proper authority
to continue in such military or naval service beyond the time for which leave with
pay is allowed, he shall be entitled to leave of absence without pay for all such
additional service, with right of reinstatement thereafter upon the conditions pro-
vided by law.
Section 2. This ordinance shall take effect fifteen days after its publication.

W. JOHN BERTRAM, being duly sworn, on oath says he 1s and during all the tames herein stated
has been the general manager and printer of the newspaper known as The St Louis Park
Dispatch and has full knowledge of the facts herein stated as follows• (1) Said newspaper is
printed in the English language m newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches (2) Said newspaper is a weekly and
is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements. (4) Said newspaper is circulated in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its Local post -office (5) Said newspaper purports to
serve the City of St Louis Park in the County of Hennepin and it has its known office of
issue in the City of Hopkins in said county, established and open during regular business
hours for the gathering of news, sale of advertisements and sale of subscriptions and main -
tamed by the managing officer or persons in its employ and subject to his direction and con-
trol during all such regular business hours and devoted exclusively during such regular
business hours to the business of the newspaper and business related thereto (6) Said news-
paper files a copy of each issue immediately with the State Historical Society (7) Said news-
paper has complied with all the foregoing conditions for at least two years preceding the day
or dates of publication mentioned below (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the
form prescribed by the Secretary of State and signed by the publisher of said newspaper and
sworn to before a notary pubhc stating that the newspaper is a legal newspaper
He further a states on oath that the printed ordinance
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
and published therein in the English language. once each week, for 1 successive weeks,
that it was first so published on Thurs.' the 20th
and was thereafter printed and published on every
day of July

of the lower case alphabet from A to Z, both inclusive, and is hereby acknowledged as being
