THr, CITY OF ST. LC,UIS PARK DOES ORDAIN:
Section 1. That Section 6:0'=9. of Ordinance No. 730, passed
.december 28, 1959, entitled "St. Louis Park Zoning Ordinance" is
hereby amended by adding Sections 6:032.51, 6:032. 52, and 6:032. 53,
which read as follows:
Section 6:032.51. Townhouses: A single structure consisting of three or
more dwellings having the first story at the ground level with no other dwellings
or portions of other dwellings directly above or below, with each dwelling
connected to the other dwellings by a single party wall with no openings.
Section 6:032. 52. Site Plan: A plan for the development of a tract of
land, drawn to scale, including but not limited to: the location and dimensions
of all proposed structures; public and private streets and roadways on or
abutting such tract, parking areas, ground covers; total acreage of the tract,
legal description; number of dwelling units, if any, and number of bedrooms
for each; the floor area and ground floor area of all buildings and structures;
the graphic scale to which the plan is drawn.
Section 6:032. 53. Building Face: That portion of the exterior wall of
a .:.tructure which shall he in a vertical plane. One face shall be terminated
by an exterior angle of at least two hundred -ten (210) degrees formed by two exterior
walls ,each being at least eighteen (16) feet in length or a curved portion of
such exterior wall which shall have a central angle of thirty (30) degrees or
more.
Section 2. That Sections 6:064.2, 6:074.2, 6:084.2, 6:094.1, 6:094.2
and 6:094.4 of Ordinance No. 730 passed December 28, 1959, entitled "St.
Louis Park Zoning Ordinance" are hereby amended to read as follows:

Section 6:064. 2. The floor area ratio and the ground floor area within
the R-1 district shall not exceed 0.3.
Section 6:074. 2. The floor area ratio and the ground floor area within
the R-2 district shall not exceed 0.3.
Section 6:084.2. The floor area ratio within the R-3 district shall not
exceed 0.4 and the ground floor area shall not exceed 0.25.
Section 6:094. 1. No structure or building shall exceed three (3)
stories or forty (40) feet in height, whichever is the lesser in height, except
as provided in Section 6:176.1 and Section 6:178.
Section 6:094.2. The floor area ratio within the R-4 district shall
not exceed 0. 7 and the ground floor area shall not exceed 0.2.
Section 6:094.4. The following minimum requirements shall be
observed subject to the additional regr• .cements, except .ons and modifications
as set forth in Section 6:176.4 and Ser .ion 6:178.

Section 3. That Section 6:094 of Ordinance No. 730 passed December 28,
1959 -entitled "St. Louis Park Zoning Ordinance" is hereby amended by adding
Sections 6:094.5, 6:094.6, 6:094.7 and 6:094.8, which read as follows:
Section 6:094. 5. The front yard set back shall be a minimum of twenty-
five (25) feet or a distance equal to the height from the ceiling of the upper-
most story to the mean curb level along the front lot line, measured vertically.

Section 6:094.6. When the longest building face of a structure exceeds
its building height by more than four times, the front yard set back shall be
equal to one-half the distance of such longest face or twenty-five (25) feet
whichever is greater.
Section 6:094. 7. The side yard setbacks shall be a minimum of fifteen
(15) feet on one side and one-half the building height on the other and where
land in the R-4 district abuts land in the R-1 or R-2 districts at the side yard,
that side shall have the greatest setback.

Section 6:094.8. The rear yard depth shall be a minimum of twenty-
five (25) feet except when the rear lot line of land on the R-4 district abuts
lands in the R-1 or R-2 District, then the set -back shall be a ,minimum of
twenty-five (25) feet or the building height of the building in the R-4 District,
whichever is greater.
-Section 4. That Section 6:104.1, 6: 104.2, and 6:104.4 of Ordinance
No. 730, passed December 28, 1959, entitled "St. Louis Park Zoning
Ordinance" are hereby amended to read as follows:
Section 6:104. 1. No structure or building shall exceed six (6) stories
or seventy-five (75) feet in height, whichever is the lesser in height except
as- provided in Section 6:176.4 and Section 6:178.
Section 6:104.2. The floor area ratio within the R -B district shall not
exceed 1.2 and the ground floor area shall not exceed 0.2.

observed subject to the additional requirements, exceptions, and modifications
as set forth in Section 6:176.4 and Section 6:178:

5. That Section 6:104 of Ordinance No. 730 passed December 28,
"St. Louis Park Zoning Ordinance" is hereby amended by adding
5, 6:104.6, 6:104.7 and 6:104.8, which read as follows:
Section 6:104. 5. The front yard set back shall be a minimum twenty-
five (25) feet or a distance equal to the height frorii the ceiling of the uppermost
story to the mean curb level along the front lot li :e, measured vertically,
whichever is greater.
Section 6:104.6. When the longest building face of a structure exceeds
its building height by -more than 4 times, the front yard set back shall be equal
to one-half the distance of the longest face.

Section 6:104. 7. The side yard set back shall be a minimum of fifteen
(15) feet on one side and one-half the height of the building on the other and
where land in the R -B district abuts lanu in the R-1 or R-2 district at the
side yard, that side shall have the greatest set back.
Section 6:104.8. The rear yard depth shall be a minimum of twenty-
five (25) feet and such rear yard depth shall increase three (3) feet for every
story above two (2) stories or for every ten (10) feet above twenty (20) feet
of building height except when the rear yard of the land in the R -B district
abuts land in the R-1 or R-2 district, then the set back shale a minimum
of twenty-five (25) feet or the height of the structure in the R -B district,
whichever is greater.
Section 6. That Section 6:172 of Ordinance No. 730 passed December 28,
1959 entitled "St. Louis Park Zoning Ordinance" is hereby amended by adding
Sections 6:172.7 and 6:172.8 which read as follows:
Section 6:172. 7. For each parking space, in the R-4, R -B, B-1, or
B-2, if 50% or more of all spaces are placed in or under the proposed principle
structure or totally under ground, the following bonuses shall apply:
Subd. 1. For each space so placed 300 square feet shall be
added as lot area for the purposes of determining the square
footage of building allowable.
Subd. 2. For all parking placed in or under the principle
structure, the height added to the principle structure by any
floor that is totally used for parking shall not be included for
purposes of determining set back requirements.
Section 6:172.8. Maximum Bonuses
Subd. 1. The maximum floor area which may be added by
placing parking spaces in or under the principle structure
shall be equal to not more than one-third (1/3) the net floor
area or one-third (1/3) the number of dwellings, whichever
is applicable.
Section 7. That Section 6:176 of Lrdinance No. 730 passed December 28,
1959 entitled "St. Louis i -ark Zoning Ordinance" is hereby amended by adding
Section 6:176.4 which reads as follows:
Section 6:176. 4. RESIDENTIAL DEVELOPMLNT UNIT
The purpose of this section of the Zoning Ordinance is to establish
provisions for the granting of a permit for a residential development unit to
erect town houses, apartments, offices, and institutional projects of one or
more buildings in relation to an over-all design, an integrated physical plan,
and in accordance with the provisions and procedures as provided in this
ordinance.

The owner or owners of any tract of lana within the it -3, n-4, or x -b use
districts may submit to the City Council for approval a plan for the develop-
ment and use of such a tract of land for a residential development unit;
or the owner or owners of any parcel in any "R" use district may submit
to the City Council for approval a plan for development and use of a tract
of land for any institutional or office use pea mitted within the use district in
which the,land is located by making an appli, ation for a special permit
authorizing completion of the project in accordance with plan. The uses
and plan for the proposed project shall conform to the requirements of the
use district within which it is located e;:cept as hereinaftc r modified.

Subd. 1. The tract of land for which a project is proposed
and permit requested shall contain not less than 1.5 acres of
land. .
Subd. 2. The tract of land for which a project is proposed
aekd permit requested shall not have less than 200 feet of
frontage on the public right-of-way.
Subd. 3. A preliminary plan for drainage and city water and
sewer systems to service the entire site including the proposed
locations of all fire hydrants and manholes shall be designed by
a professional civil engineer, registered in the State of Minnesota.
This plan shall be presented to the City _Engineer, prior to
consideration of the special permit by the City Council, and
he shall prepare a report for the City Council reviewing the
adequacy and feasibility of such preliminary plans.
Subd. 4. The applicztion for a special permit shall be filed
in the Planning Department and be accompanied by a site plan,
elevations of the structures which shall indicate length, width
and building height; and a rendering in perspective of the
e.itire site.
Subd. 5. All copies of each item submitted to the Planning
Department shall be signed and stamped by the registered
professional person responsible for preparing them.
Subd. 6. No building shall be nearer than its building height
to the rear or side property line when such line abuts an R-1
or R-2 use district.
Subd. 7. No building within the project shall be nearer to
another building Than one-half the sum of the building heights of
the two buildings.
Subd. 8. Private roadways within the project shall have an
improved surface to twenty (20) feet or more in width and
shall be so designed as to permit the City firetrucks to provide
protection to each building.

Subd. 9. No portion of the required twenty (20) feet road system
may be usedin calculating required off-street parking space.
Subd. 10. No building shall be located less than fifteen (15)
feet from the back of the curb line along those roadways
which aro part of tho internal street pattern.
Subd. 11. The off-street parking requirernant for residential
projects shall be 1.3 spaces per dwelling unit.
Subd. 12. Space for recreational purposes shall be provided.
Subd. 13. Town houses shall be permitted in the R-3, 73.-4,
and R -B Districts under this section. A maximum of ten (10)
dwellings may be physically tied together provided, however,
that no building face shall be longer than one hundred -twenty
(120) feet. The minimum set -back for town houses_shall be
fifteen feet from the back of the curb line along those road-
ways which are part of the internal street pattern.
Subd. 14. For any such lands lying in the R-•4 use district
the provisions of Section 6:101.2 and 6:104 may be applied.
Subd. 15. For any such lands lying in the R-4 or R -B
district there shall be no vertical limitations on any structure
except as found in set back or density control provisions in
the district in which the land is located and in this section.
Subd. 16. The site plan, building plans, engineering plans and
landscape plans shall be submitted to the Planning Director
for review prior to the issuance of the building permit.
These plans shall include all conditions of the special permit
and shall include on the landscape plan a schedule for planting
_that indicates the year and time of year in which the planting
will take place.
Section 8. That Section 6:178. 4, Subd. 1 and Subd. 2 of Ordinance
No. 730, passed December 28, 1959, entitled "St. Louis Park Zoning
Ordinance" are hereby amended to read as follows:
Subd. 1. In the R-1, R-2, and R-3 Districts, where the average
depth of at least two (2) existing front yards for buildings within
one hundred fifty (150) feet of the lot in question and within the
same block -front is less or greater than the minimum front
yard depth required for the district, the required front yard
shall not be less than the average depth of such existing front
yards; however, the depth of a front yard shall not be less than
ten (10) feet nor be required to exceed fifty (50) feet.

Subd, 2. In the "B-1 and B-2" and "1" Districts, where
the average depth of at least two (2) existing front yards
for buildings within one hundred fifty (150) feet of the lot
in question are less or greater than the minimum front
yard depth required for the District, required front yards
shall not be less than the average depth of such existing front
yards; however, the depth of a front yard shall not be less
than five (5) feet nor be required to exceed fifty (50) feet.
Section 9. That Section 6:205 of Ordinance No. 730, passed December 28,
1959, entitled "St. Louis Park Zoni-'g Ordinance" is hereby amended by
adding Section 6:205. 7 which reads as follows:
Section 6:205. 7. Any Special Permit duly granted by the City is hereby
deemed to be abandoned, revoked and cancelled by the Permittee if all con-
ditions included in the granting of the Special Permit are not met within a
specified time which shall be set by the City Council,
Section 10. That Section 6:205.5 of Ordinance No. 730, passed
December 28, 1959, entitled "St. Louis Park Zoning Ordinance" is hereby
amended to read as follows:
Section 6:205.5. Extension of Time. The City Council may grant
one or more ninety (90) day extensions of time under 6:205.2, 6:205.3,
and 6:205.7 beyond the termination date for such special Use Permit or
Variance at an additional fee of Fifteen (15) Dollars for each request for
extension of time. Said request for extension of time must be filed with
the City Manager before the termination date of said Special Use Permit
or Variance or extensions thereof, but such request shall not be filed
more than twenty-one (21) days before said termination date or the
termination date in an extension thereof.
