It is hereby determined that the City Council by its Rcscluticn No. 1398 has initiate` on its own motion, street and alley vacation proceedings with respect to the portions of streets and alleys hereinafter described, and the Clerk having published notice in the official City newspaper, the St. Louis Park Dispatch, on September 28, 1961, as directed by the Council, and the City Council having met at the time and place as published in said notice and having conducted a public hearing on motion and having determined tha. said portions of streets and alleys are not needed for public purposes, an'_ that it is for the best interests of the public that said portions of streets and alleys be vacated, Section 2.
