HomeMy WebLinkAbout770 - ADMIN Ordinance - City Council - 1961/01/23• Original d3 JANUARY 9,. 1961 ORDINANCE NO. 770 AN ORDINANCE REGULATING THE DESIGN, SPECIFICATION AND INSTALLATION OF ELECTRIC WIRES, APPARATUS, AND PLANTS THE CITY OF ST. LOUIS PARK DOES ORDAIN: 711 SECTION 1. The design, specification and installation of electric wires, apparatus and plants shall be regulated and licensed as follows: Section 5:500. Title. Sections 5:501 to 5:506 shall be known as "the St. Louis Park Electrical Code, " and referred to therein as "this Code." Section 5:501. Scope and Application. From and after the effective date hereof no person shall construct, extend, install, repair or correct any wiring for electrical purposes unless in compliance with the provisions of this Code, except wire installations of a public utility having a franchise from the City, however all wire installations of a public utility shall conform to this Code in respect to safety standards. Section 5:502. Adoption of Minneapolis Electrical Code by Reference. There is hereby adopted and incorporated into this Code by reference thereto, by marking three copies thereof as "official copies" and filing them for reference and inspection in the office of the City Clerk, that certain ordinance of the City of Minneapolis entitled, "An Ordinance Regulating the Design, Specification, Installation of Electric Wires, Apparatus and Plants within the City of Minne- apolis," adopted by the Minneapolis City Council May 13, 1960, now in effect, and containing Sections 1 through 34 inclusive, provided however, that the following numbered sections of said ordinance are not hereby adopted or in- corporated into this Code: Sections 5, 13.9 and 32, and provided, further, that wherever the term "City of Minneapolis" shall appear in said ordinance it shall be construed to mean "City of E.A. Louis Park" and wherever the term "In- spector of Buildings" or "Department of Buildings" appear, they shall be con- strued to mean the "Building Inspector of the City of St. Louis Park." SECTION 2. The following deletions from, additions to and changes of the above mentioned ordinance are hereby adopted: Subdivision 1. The following words of Section 12.4 are deleted: "The minimum service entrance equipment for the rewiring of residential buildings ten or more years old shall consist of a main circuit breaker or fused switch and six branch circuits not including a range disconnect." Page 2. and the following words inserted in lieu thereof: The minimum service en- trance for the rewiring of old residential buildings shall be the same as for new residential buildings. Subdivision 2. The following is added to Section 12. 9: 12. 9 (D) Main switches shall be clearly labeled as such, and where service entrance conductors terminate in more than one main switch then in addition to said la- beling each of the main switches shall be consecutively numbered, Main Switch No. 1, Main Switch No. 2, etc. Lection 5:503. Permits. It shall be unlawful for any person to do any work described in Section 5:501 of this code without first obtaining a permit from the Building Inspector; such permits shall be issued by the Building Inspector only to persons licensed under Section 2.610 of this code, or to a person making application to do any such work himself wholly within a single family dwelling owned and occupied by the applicant to whom the permit is to be issued. For each permit to an unlicensed owner occupant there shall be charged an additional fee of 50% of the total fee required by this Ordinance, or the sum of $1.00, whichever is larger. Section 5:504. Permit Fees. The fees for electrical permits shall be as follows: Subdivision 1. NEW SERVICES: »?'or each permit for the installation of new services in any building or structure in the City of St. Louis Park the fee shall be as follows: Services Fee 0 Amp. to 200 Amp., inclusive $ 5. 00 201 Amp. to 600 Amp., inclusive 9.00 601 Amp. to 1200 Amp., inclusive 16. 00 1201 Amp. to 1600 Amp., inclusive 20.00 1601 Amp. to 2000 Amp., inclusive 24. 00 2001 Amp. to 3000 Amp., inclusive 28. 00 3001 Amp. to 4000 Amp., inclusive 30. 00 The fee for a new service includes fee for one meter. For the in- stallation of additional meters the fee shall be $1.00 for each meter. Subdivision 2. FEEDERS AND SUBFEEDERS: Up to 600 Volts: For each permit for the installation of feeders and subfeeders up to 600 Volts in any building or structure in the City of St. Louis 1 ark, the fee shall be as follows: Page 3. 0 Amp. 61 Amp. 101 Amp. 226 Amp. 401 Amp. 601 Amp. 801 Amp. 1001 Arnp. 1601 Amp. 2001 Amp. 3001 Amp. BUSWAY. Where busway is used for a service entrance, feeder, or sub -feeder no additional fee shall be charged over the fee for service entrance or feeder or sub -feeder for installation of busway. For each permit for the installation of busway as a branch circuit conductor in any building or structure in the City of St. Louis Park the fee shall be the same as for a Feeder or Sub -feeder. Subdivision 4. HIGH VOLTAGE FEEDER - 600 Volts and over High Voltage Feeder Ratings 0 Amp. to 200 Amp., inclusive 201 Amp. to 300 Amp., inclusive 301 Amp. to 400 Amp., inclusive Subdivision 5. OUTLETS: For the first 100' or fraction thereof $13. 00 15. 00 16. 00 For each additional 100' or fraction thereof $1. 50 1.50 1.50 For each permit for new or additional electric light wiring, for the first ten (10) lighting outlets, or for any fraction thereof, if less than ten (10), there shall be a minimum fee of $2. 75; And for each ten (10) such outlets, or fraction thereof, in excess of the first ten (10), there shall be an additional fee of $1.35. Lighting outlets shall be construed to mean any outlets installed for lighting fixtures, wall receptacles or floor receptacles where such receptacles are permitted on branch lighting circuits. Every such receptacle shall be con- sidered a separate outlet. The outlet fee shall cover the installation of the wall receptacles or floor receptacles. Page 4. Provided, further, that lighting outlets shall also be con- strued to mean any outlets installed for future connection for lighting purposes. For the purposes of this ordinance, each group of lights for window illumination rigidly attached to one another and made up and installed as one unit and said unit insulated from all grounded metal work in the manner provided by ordinance for fixtures, shall be considered as one (1) outlet only, when estimating the fee for a wiring permit, and as fixture only when estimat- ing the fee for a fixture permit. Subdivision 6. SIGN CIRCUIT: For each permit for wiring for and/or connecting an electric sign, for the first branch circuit required for such sign, $2. 00. 50 cents. And for each additional branch circuit required for such sign, Subdivision 7. HEATING DEVICES - MOTORS - TRANS- FORMERS, ETC.: For each permit for wiring for, installing and connecting electric motors, or other apparatus rated in horsepower (H.P.) there shall be a minimum fee for the first one (1) H.P., or fraction thereof, of $2. 00. And for each additional horsepower (H. P.) or fraction thereof, in excess of one (1) H.P. , but not exceeding two hundred (200) H.P., 20 cents. For each permit for wiring for, installing and connecting transformers for lighting or heat or power, generators, heating devices, recti- fiers or other apparatus rated in watts, KVA or KVAR there shall be a minimum fee of $2. 00 for the first one (1) Kilo -volt-ampere (K. V. A.) capacity or fraction thereof, except for replacement of an electric range for domestic use, the fee shall be $2.00. For each Kilo -volt-ampere capacity or fraction thereof, in excess of one (1), but not exceeding two hundred (200) K. V. A., there shall be an additional fee of 20 cents. And for each ten (10) Kilo -volt-amperes capacity, or fraction thereof, in excess of two hundred (200) K. V.A., there shall be an additional fee of 20 cents. In determining the amount of fees in this subdivision (7) the units in each class of the apparatus enumerated in this subdivision shall be figured collectively but each class shall be figured independently of the other Page 5. class, and motor -generators shall be rated according to the rate horse -power of the motor only. Subdivision 8. SOCKETS: For each permit for the installation of lamp sockets or lamp receptacles for use on lighting fixtures and drop cords or attached dir- ectly to the outlet, the minimum fee shall be $1. 25 for the first ten (10) sockets or receptacles, or for any fraction thereof, if less than ten (10). And for each ten (10) such sockets or receptacles, or fraction thereof, in excess of the first ten (10), there shall be an additional fee of $1.00. Subdivision 9. SOCKETS - BORDER, STRIP, OUTLINE, ETC.: For each permit for the wiring of each complete outline lighting (Other than luminous tube lighting), marquee, stage border, stage footlight group, stage proscenium strip, stringer lighting over private property, or temporary lighting when perrnitted, the fee shall be $1.25 for the first ten (10) sockets, or receptacles, or for any fraction thereof, if less than ten (10), including the installation of such sockets, or receptacles, And for the next twenty (20) sockets, or fraction thereof, $1.00; And for the next thirty (30) sockets, or fraction thereof, $1.00; And for any fifty (50) sockets, or fraction thereof, in excess of the first sixty (60) such sockets, or receptacles, $1.00. Outline lighting shall be construed to mean that class of lighting used on the outside of buildings to mark the outlines thereof by the use of incandescent lamps. Subdivision 10. LUMINOUS TUBES: For each permit for wiring for and/or installing outline, decorative, display or other lighting employing luminous tubes energized by transformers, for the first five hundred (500) volt-amperes, or fraction thereof, $2. 50; and for each additional one hundred (100) volt-amperes, over the first 500, 20 cents. This volt-ampere rating shall be based on primary current and voltage. Page 6. Subdivision 11. SIGN AND BILLBOARD WIRING: For each permit for the wiring of each electric sign for outdoor use or of each billboard, employing incandescent lamps for illumination, or luminous tubes energized by transformers, for the first five hundred (500) volt-amperes, or fraction thereof i±i the capacity of such sign or billboard, $2. 50; And for each additional one hundred (100) volt-amperes, or fraction thereof, 20 cents. The words, "wiring of, " as used in this subdivision, shall be con- strued to include all electrical fittings and devices in or attached to the exter- ior of any such sign or billboard, but not including any supply wires thereto. Subdivision 12. MISCELLANEOUS The fee for each permit for the alteration, rearrangement or re- pairing of existing electrical equipment, or for other electrical work not included in this fee schedule shall be $3.00 for the first one hundred dollars ($100.00), or fraction in the estimated cost thereof; and for each additional one hundred dollars ($100.00) or fraction thereof, in the cost of such proposed work $1.50 shall be added to above pre- scribed fee for such permit. Subdivision 13. COMBINED PERMIT: Where a combined permit is issued for both wiring and fixtures, the fee to be charged for such permit shall equal the combined fees, as above set forth, for each such class of such work of installation. Subdivision 14. MOVING PICTURE MACHINES: For each permit for wiring for, installing and connecting moving picture machines, for each complete machine, $5.00 not including the rectifying apparatus. Subdivision 15. STORAGE BATTERIES: For each permit for wiring for, installing and connecting a storage battery, for each ten (10) kilowatt hours rated capacity, or fraction thereof, $2.50. Subdivision 16. ARC LAMPS, ETC.: For each permit for installing and connecting mercury vapor lamps or arc lamps, other than those used in moving picture machines, the fee shall • Page 7. be in addition to the fee required by this ordinance for the permit for wiring for the outlets for the same and shall be, for each ten (10) such lamps, or any fraction thereof, $1. 10. Subdivision 17. DECORATIVE: For each permit for installing and connecting outdoor seasonal decorative stringer lighting over public property, whether connected to street lighting or serviced from adjacent buildings, the fee for each such stringer, including the electrical service thereto, shall be $2.50. Subdivision 18. FIRE ALARM SYSTEMS: For the installation of fire alarm systems connected to the Municipal Fire Alarm System, for 1 to 5 stations, inclusive, Five Dollars ($5.00). Pro- vided, however, that the total fee shall in no instance exceed the sum of Forty Dollars ($40.00). Section 5:505. Fees, Double, When. Should any person, co -part- nership or corporation begin work of any kind such as hereinbefore set forth, or for which a permit from the Inspector of Buildings is required by ordinance, without having secured the necessary permit therefor from the Inspector of Buildings either previous to or during the day of commencement of any such work, or on the next succeeding business day where such work is commenced on a Saturday or on a Sunday or a holiday, he shall, when subsequently securing such permit, be required to pay double the fees hereinbefore provided for such permit, and shall be subject to all the penal provisions of this ordinance. Section 5:506. Penalties for Violation. Any person or persons who shall violate any provisions of this ordinance or who shall fail to comply with any of its requirements shall be subject, upon conviction thereof, to a fine of not more than One Hundred Dollars for each offense, or by imprisonment not exceeding ninety days. Each and every day's continuance of any violation of a provision of this ordinance shall be deemed a separate offense. Page 8. SECTION 3. Effective Date. This ordinance shall take effect fif- teen days after its publication. SIGN AND BILL- BOARD WIRING For each permit for the wiring of each electric sign for outdoor use or of each billboard, employing In- candescentjamps for illumination, or luminous tubes energized by trans- formers, for the first five hundred (500) volt amperes, or fraction there- of in the capacity of such sign or billboard $2 50, And for each additional one hun- dred (100) volt-amperes, or fraction thereof, 20 cents The words "wiring of " as used in this subdivision, shall be con- strued to include all electrical fittings and devices in or attached to the ex- terior of any such sign or billboard, but not including any supply wires thereto Subdivision 12 MISCELLANEOUS The fee for each permit for the alteration, rearrangement or repair- ing of existing electrical equipment, or for other electrical work not in- cluded in thi' fee schedule shall he $3 00 for the first one hundred dol- lars ($100 00), or fraction in the es- timated cost thereof, and for each additional one hun• dred dollars ($100 00) or fraction thereof, in the cost of such proposed work 5150 shall be added to above prescribed fee for such permit Subdivision 13 COMBINED PER- MrI Where a combined permit is issued for both wiring and fixtures, the fee to be charged for such per- mit shall equal the combined fees, as above set forth, for each such class of such work of -installation Subdivision 14 MOVING PIC- TURE MACHINES For each permit for wiring for, installing and connect- ing moving picture machines for each complete machine, $5 00 not including the rectifying apparatus Subdivision 15 STORAGE BAT- TERIES For each permit for wiring for, In- stalling and connecting a storage bat- tery, for each ten (10) kilowatt hours rated capacity, or fraction thereof, $2 50 SubdiVision 16 ARC LAMPS ETC For each permit for installing and connecting mercury vapor lamps or arc lamps, other than those used to moving picture machines the fee shall be in addition to the fee re- quired by this ordinance for the per- mit for wiring for the outlets for the same and shall be, for each ten (10) such lamps, or any fraction thereof, $1 10 Subdivision 17 DECORATIVE For each permit for installing and connecting outdoor seasonal decora- tive stringer lighting over public prop- erty, whether connected to street lighting or serviced from adjacent buildings, the fee for each such stringer, including the electrical serv- ice thereto shall be $2 50 Subdivision 18. FIRE ALARM SYSTEMS• For the installation of fire alarm systems connected to the Municipal Fire Alarm System, for 1 to 5 sta- tions, inclusive, Five Dollars ($5 00) Provided, however, that the total fee shall in no Instance exceed the sum of Forty Dollars ($40 00). Section 5.505. Fees, Double, When Should any person, co -partnership or corporation begin work of any kind such as hereinbefore set forth, or for which a permit from the Inspector of Buildings 16 required by ordi nance, without having secured t e necessary permit therefor from // he Inspector of Buildings either pre71ous to or during the day of comn(ence- ment of any such work, or ,(in the next succeeding business day where such work is commenced On a Sat- urday or on a Sunday ora bohday, he shall, when subsequently securing such permit, be required to pay dou- ble the fees hereinbefore provided for such permit and shall be subject to all the penal provisions of this ordi- nance Section 5:506.
