AN ORDINANCE REGULATING THE EXTERIOR MATERIALS,
DESIGN, APPEARANCE, CONSTRUCTION, HEIGHT AND
SIZE OF ALL BUILDINGS
The City of St. Louis Park through its duly constituted City Council does
hereby deem and declare:
1. That this City is in a period of tremendously accelerated growth in
comparison with other communities in this state and others in the
nation and Sts Louis Park is faced with problems peculiar to its pro-
spective growth and present status.
2. That in fifteen years its population has increased from approximately
five thousand to over forty-one thousand people, and that it is now the
fourth largest city in the State of Minnesota ranking behind only the
first class cities of Minneapolis, St. Paul and Duluth.
3. That the City of St. Louis Park is fortuitously situated for residen-
tial, commercial, light and heavy industrial development, by reason
of its proximity to the largest metropolitan center of the State and the
northwest, by reason of its having access to four railroad lines and
the enlarged highway and freeway system of highways of the State of
Minnesota, by reason of the forward looking and enlightened attitude
on the part of its businessmen and citizens toward development of busi-
nesses, structures, homes, parks, and by reason of general living
conditions in the City.
4. That during the aforementioned period of burgeoning growth, the City
of Ste Louis Park by the tenacity, foresight and good judgment of its
community leaders of all kinds and conditions° as well as its voters,
has with good fortune maintained high standards of community atmos-
phere in all fields° and has constructed its public buildings, parks,
public services„ with consideration to appearance and beauty as well
as utility.
5„ That the period of growth has not yet ended for this community
and that the fine results of the past years will be endangered if the
high standards of those who have gone before us shall be unneces8arily
and unwisely relaxed, or if we now shall be less alert, or less aware
to the challenge of making that attractive which also serves a useful
purpose.
6. That construction of a thoughtful and careful nature heretofore com-
pleted in the City represents a community as well as a personal asset,
and that structures which appeal to the eye through good architectural
design and functional planning can easily be depreciated in values both
material and spiritual by allowing new construction or changes in
existing structures which, with regard to materials, design, appear=
ance, construction, height and size, are greatly at variance with or
similar to the structures already in the neighborhood.
7 That the preservation and protection of all of the values of life as
affected by building construction through the exercise of the police
power granted to the City of Sts Louis Park by the State of Minnesota
for the general welfare of the City and its people are duties incumbent
upon this Council in greater measure now than ever before in order
that through our vigilance we may deliver to those who follow, a com-
munity attractive to live and work in, with good public services

properly planned. having all areas free from blight of foreseeable
kinds. and with a minimum of unacceptabte construction, stow

The City of St. Louis Park does ordain:
Section
Permit Require&
The Building Inspector of the City shall issue a moving or building permit
for any structure for which moving or building permit is required by other ordi-
nances in accordance with the requirements of this ordinance.
Scctiong. Application for Permit.
The application for building permit required in Section 1 hereof. in addi-
tion to other information required by ordinance. shall include exterior elevations
of the proposed structure which will adequately and accurately indicate the height.
size, design and the appearance of all elevations of the proposed building facing a
public street and a description of the conatructiona and materials proposed to be
used therein. Grade of the lot in relation to the street, the location of the build-
ing on the lot. location and surfacing of the proposed parking facilities, and
access by the users to the public sidewalks, streets and alleys shall be shown.
All of such information shall be supplied in sufficient detail to indicate and shall
indicate that the exterior architectural design thereof together with the functional
plan of the proposed structure. when erected. will not be so at variance with. nor
so similar to, either the exterior architectural design and functional plan of the
structures already constructed or in the course of construction in the immediate
neighbcirhood. nor so at variance with the character of the applicable district as
established by the Zoning Ordinance of the City of St, Louis Park. as to cause a
substantial depreciation in the property values of said neighborhood within said

applicable district.
Section 3. Administrative Instructions,.
Subdivision A. The City Council hereby deems And declares th; t a
substantial depreciation of values in the neighborhood where constructed and in
the City at large occurs upon the construction, moving, alteration of, or repairs
to structures described in this section. The Building Inspector, therefore, ex-
cept in accordance with Section 4 of this ordinance, shall not issue a building
permit for any structure for which a building permit is required if the proposed
structure shall have a front or aide abutting a public street which contains exterior
facing materials which are not of a permanent nature or have a tendency to de-
teriorate rapidly, or which for any reason are or quickly become unsightly in
appearance.
Subdivision B. The following are examples of such materials: Concrete
411 masonry units, common clay brick, sand lime brick, concrete brick, unfinished
structural clay tile, sheet metal, either corrugated or plain, and exposed unfinished
concretes Such materials however, may be used in a special arrangement or com-
bination with other materials of a permanent nature with good architectural design
and appeal U in compliance with Subdivision A of this section.
Section 4. Preliminary Approval in Certain Cases.
In the event an owner, intending to apply for a building permit, desires to
use any of the materials excluded under Section 3 of this ordinance as exterior
finish materials, such owner may present°to the Building Inspector a request for
preliminary approval for the use of such materials prior to the preparation of final
drawings and application required by other ordinances and by Section 2 hereof, Such
request for preliminary approval shall include such sketches and other information
as may be necessary to indicate accurately the use to be made of such materials

and the appearance of the exterior of such structure when completed.
If such request for preliminary approval of materials is granted by the
Building Inspector, the sketch and other information shall be properly marked for
identification and by him filed in his office and such data shall become a part of
the building permit application when filed. Upon the filing of the application for
building permit,together with the additional information required .by this ordi-
nance and by other ordinances of the City, showing compliance therewith and
agreeable to such approved sketch without substantial change therefrom, the Build-
ing Inspector is hereby authorized to issue a building permit therefor.
Section 5o Procedure if Preliminary Request For Approval or Permit
Denied by Building Inspector,
In any instance where the Building Inspector denies a permit or a request for
preliminary approval hereunder, the applicant may submit a request based upon
the plans and other papers on file in the office of the Building Inspector for grant-
ing of said request or application to the City Council, without payment off addi-
tional filing fees of any kind.
Section 60 This ordinance shall be deemed supplementary to the Zoning
Ordinance and the Building Code of the City and shall be enforced in harmony and
in conjunction with each.
Section 7. Separability.
If any section, subsection, sentence, clause, or phrase of this ordinance
is for any reason held to be unconstitutional, such decision shall not affect the
validity of the remaining portions of this ordinance.
Section 8e This ordinance shall take effect forty-five (45) days after its
publication.
