IS CITY COUNCIL STUDY SESSION
RK May 15, 2006
The meeting convened at 6:33 p.m.
Councilmembers present: John Basill, C. Paul Carver, Phil Finkelstein, Paul Omodt, Loran
Paprocki, Susan Sanger, and Mayor Jeff Jacobs.
Staff present: City Manager (Mr. Harmening); Deputy City Manager/HR Director (Ms.
Gohman); Organizational Development Coordinator (Ms. Gothberg); and Recording Secretary
(Ms. Samson).
1. Council Workshop Report
City Manager Tom Harmening said the Council identified four end statements.
Councilmember Sanger asked how the end statements square with the vision process. Mr.
Harmening said it will serve as a major guide for Council to set future priorities or outcomes.
Councilmember Sanger said grouping would have been helpful. She thinks some things may
need to be added.
Councilmember Omodt is uncertain about the focus on affordable housing. Councilmember
Finkelstein would like for the Council to reflect on the workshop report and add to it.
Councilmember Carver agrees with Councilmember Omodt regarding the housing issue but, like
Councilmember Finkelstein, he thinks the right type of affordable housing is a worthy and good
goal. Councilmember Paprocki suggested not formalizing the workshop report but use it as a
working model for x number of months to see how it fits. Councilmember Sanger suggested
setting aside one study session per area for greater discussion. Councilmember Basill would like
to discuss it more and then decide how formal to make it. He said it is a working document.
Mr. Harmening will work with Ms. Gohman and Ms. Gothberg on the workshop report and
return to Council.
The meeting ended at 7:02 p.m.
