Call to Order and Roll Call Mayor Jacobs called the meeting to order at 7:16 p.m. The following Councilmembers were present at roll call: Jim Bnmeyer, Ron Latz, Chris Nelson, Susan Sanger, Sue Santa, Robert Young, and Mayor Jeff Jacobs. Also present were the City Manager (Mr Meyer); City Attorney (Mr. Scott); Director of Finance (Ms McGann); Director of Community Development (Mr. Harmening); and Recording Secretary (Ms. Samson). 2. Public Hearings 2a. Public Hearing on the Levying of Assessments for Delinquent Fees and Charges. Resolution No. 01-131 Jean McGann, Director of Finance, stated the City of St. Louis Park holds a public hearing every year to assess delinquent fees and charges, and one person has requested to appear before the City Council This year, the process has changed slightly, i.e., letters sent to residents have been revised to be more informative. Mr Bill Gatlin, 2620 Hampshire Avenue, addressed the Council, and he asked about the 10% delinquent penalty and payment due dates. Ms. McGann responded, upon arnval of a bill, a resident has 2 1/2-3 weeks to pay the bill. Mayor Jacobs inquired what the basis for the delinquency charge is. Ms. McGann said the 10% penalty on the late payment of utilities is fairly standard, however, Staff is willing to review the late charge. Historically, 2-3 weeks has generally been a sufficient amount of time for most people to pay City utility charges and other fees. Councilmember Latz suggested one solution to on-time payments would be automatic bill payment. He thinks a 30-day period to pay would be more accommodating to residents' monthly billing cycles. It was moved by Councilmember Sanger, seconded by Councilmember Young, to adopt Resolution No. 01-131 to assess delinquent water, sewer, refuse and other fees and charges. The motion passed 7-0. Mayor Jacobs would like to discuss the basis for the fees and charges and discuss suggestions at a study session. 3. Adjournment Mayor Jacobs adjourned the meeting at 7:2 . . II(`..- ( ,, .
