LOUIS City Council Study Session RK St. Louis Park,Minnesota February 24, 1997 The meeting convened at 7:00 p.m. Present at the meeting were Mayor Gail Dorfman and Councilmembers Jeff Jacobs, Beverly Flanagan, Ron Latz, Robert Young and Jim Brimeyer. Staff present: City Manager(Mr. Meyer); Deputy City Manager(Ms. Kutzler); Director of Community Development (Mr. Harmening); Planning Coordinator(Ms. Erikson)and Chief of Police (Chief Mitchell). 1. Council Policy Issues Political Signs at Apartments-Ron Latz gave a brief history of this issue which he became aware of _ during the last election. There are several multi-family housing units in St. Louis Park that currently prohibit the display of political signs from balconies and windows. Mr. Latz felt that the City should prohibit multi-family housing owners from placing this kind of restriction in the language of their tenant leases. Other Council members questioned whether this should be dealt with at the City level and wondered if it should be referred to our State Representatives. Following discussion it was agreed that staff would contact our State Representatives,League of MN Cities, the Secretary of State's Office and the Tenant Association to determine if this is an issue that has been raised in the past and to determine a level of interest from each party. 2. Transit Consultant- Scope of Work Judie Erickson, Planning Coordinator and Jim Lasher of LSA Design presented for Council's review a scope of work agreement for the creation of an internal transit system to be funded by a portion of the Livable Communities Grant which was earmarked for this use. Council provided staff with input as to what they envisioned for the future of transit in St. Louis Park. Discussion regarding who the users of this system would be, why public transit would be needed and how services could be delivered took place. It was generally agreed that safe, clean and reliable public transit was a high priority. Members suggested that a focus be placed on employers and activity centers in the City. Council directed staff to bring the scope of work to a subsequent meeting for formal approval and requested that they be kept apprised to developments as the system is designed. Benilde/St. Margaret Dome-Council briefly discussed a written report regarding the proposed construction of a sports dome on the Bass Lake site. This project would be a joint effort between the City and Benilde St. Margaret's School for use by many groups, both public and private, as alternate gym space during the winter months. Mr. Meyer indicated that he had spoken to Jim Hamburge of Benilde St. Margaret's School prior to the meeting about the proposed schedule for project completion and that he would keep Council informed as details became more concrete.
