LOUIS PARK, MINNESOTA December 3, 1997 Present at the meeting Mayor Gail Dorfman and Councilmembers Jim Brimeyer, Jeff Jacobs, Chris Nelson, Sue Sanger, Charlie Meyer (City Manager), Mac McBride (Director of Finance), Bruce Stepnick (City Assessor) and Mark Felton (Assistant Finance Director) Mayor Dorfman opened the meeting at 7 30 p m and explained that the public hearing on the proposed 1998 budget and tax levy was being held in accordance with state law She provided a brief overview of the meeting's agenda noting that after the staff presentation there would be an opportunity for citizens to speak Mayor Dorfman noted that there was no one in the audience Mayor Dorfman gave brief introductory remarks about the City's budget process and focus as well as the limitations placed on local governments by the State City Manager Charlie Meyer provided a brief introduction to the staff presentation and cited the difficulty in presenting an overview of the property tax system Director of Finance Mac McBride presented an overview of the 1998 proposed budget, highlighting the service levels and new initiatives planned City Assessor Bruce Stepnick followed and presented information on property value and tax capacity trends and the impact of the proposed tax levy on a typical residence in the City He also provided an overview of recent legislative changes which affected property class rates Information on the various property tax rebate programs was also presented At the conclusion of the staff presentation, Mayor Dorfman opened the comment period, noting that only one person was in the audience With no one wishing to speak, the Mayor closed the hearing at 8 14 p m Respectfully Submitted, Director of Finance
