STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
1' JULY 22, 1996
The meeting commenced at 7:12 p.m.
Present were Councilmembers Mayor Gail Dorfman, Jeff Jacobs,Jim Brimeyer, Sue
Sanger, Jeff Appelquist and Ron Latz.
Also present were the City Manager (Mr. Meyer); Deputy City Manager(Ms. Kutzler);
Director of Community Development (Mr. Harmening), Director of Public Works(Mr.
Rardin), Director of Parks and Recreation (Mr. Gears); Police Chief(Mr. Mitchell),
Director of Inspections (Mr. Petersen), Director of Finance(Ms. McBride), Assistant
Finance Director(Mr. Felton), and Cable TV Coordinator(Mr. McHugh)
Mayor Dorfman presented certificates to visiting representatives from the City of Baguio,
Philippines. The representatives also made a presentation to the City, Mayor and Police
Department in appreciation for providing assistance in community policing programs and
training.
1. Policy Issues Identified by Council
Council discussed the process for Councilmembers to bring policy issues before the
Council for consideration. Mayor Dorfman indicated that the initial presentation of the
new issue should be done by the interested Councilmember(e.g., bring in guests,provide
information). If Council supports the general concept then additional research can be
pursued. Jim Brimeyer suggested following the John Carver model and pointed out the
upcoming San Antonio conference. Charlie Meyer clarified that Councilmembers would
bring issues not solutions and Councilmembers should notify his office of the desired
topic for inclusion on the study session agendas. All future study session agendas will
now have an item entitled "Policy Issues Identified by Council".
2. 1995 Comprehensive Annual Financial Report and Auditor's Management Report
Representatives from the audit firm, Tauges, Redpath& Co., presented an overview of
the City's financial position based upon their comprehensive financial report for the year
ending December 31, 1995 and summarized the Auditor's management report. A
resolution for the Council to formally accept the reports will be presented at the next
Council meeting.
3. Recreation Center Building Design Update
Cris Gears, Director of Parks and Recreation and the architectural consultant provided a
verbal update and visual aid of the proposed Rec Center design for the Council's review
and consideration.
4. Public Art at Recreation Center
Council considered public art at the Rec Center. Two approaches were presented by the
Director of Parks and Recreation, Cris Gears, for Council consideration.
Council provided direction to proceed with artist Evelyn Raymond and pursue public
funds and private donations (e.g., McKnight Foundation, Friends of the Arts); discuss
appropriate scale of sculpture with Ms. Raymond; explore creation of community tax-
exempt foundation for the arts; include education piece on artist(e.g., plaque); and return
to Council for further Council authorization as needed.
5. Strategic Plan for Economic Development
Council discussed next steps relative to the Strategic Plan for Economic Development.
Council supported pursuing Alternative B which accepts the report and seeks public input
before formal adoption of the plan. Staff was directed to send drafts to various
organizations (e.g., Business Council, Planning Commission,Neighborhood
Revitalization Commission,Neighborhood Associations, Task Forces) as well as making
public through the Sun Sailor, Park Perspective, and Cable TV. During this public input
period staff was directed to simultaneously work on details, outcomes and
implementation plans. The item will also be presented at the next Council meeting.
