STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
Monday, June 12, 1995
Mayor Hanks called the meeting to order at 7:00 p.m.
In attendance were Councilmembers Ron Latz, Robert Young, Jeff Jacobs, City Manager Charlie
Meyer, City Attorney Lee Sheehy, Mancel Mitchell, John Luse, Tom Harmening, Janet Jeremiah,
Judie Erickson, Cris Gears.
1 False alarm fees
Chief Mitchell and Sgt. Luse addressed this report Currently the City is answering over 2000
false alarm calls per year at an ever-increasing expense to the City. They were seeking Council
input as to whether or not to proceed with revising the current alarm ordinance to provide a user
fee for response to all false alarms.
Discussion followed as to how many false alarms an individual may have in any given year and
procedures in neighboring communities were briefly discussed.
It was the consensus staff work on preparing a new ordinance leaving non-specific at this time the
number of allowable false alarms not charged for and that police staff prepare a cost analysis

2. Honeywell project -
Mr. Harmening reviewed with Council the draft ordinance creating a new zoning district with
proposed mixed uses (MX/C-3) with uses permitted through a PUD process. Ms Jeremiah
discussed a number of site concept plans incorporating the concerns of Council relative to open
space, green space, berming, traffic patterns, etc. Mr. Harmening said his staff would be meeting
with the developer to receive his input on the conceptual site plans
It was Council consensus to proceed with preparation of a draft ordinance for review on June 19
• - and ask the Planning Commission to review and provide its recommendations.
3. Parks and open space moratorium
Staff was seeking input from Council regarding the specifics of undertaking a parks/open space
study and the use of a moratorium to allow such a study to occur.
Mr. Meyer said this had been approved by the Planning Commission on June 7 and would be
coming to Council for its consideration on June 19. Mr. Gears said the Parks and Recreation
Commission would be discussing the item on June 15.
Ms Erickson showed on a schematic the parcels that will come under consideration
Council expressed some concerns as to how long the study would take, what would the Task
Force be comprised of and that some sort of timetable be established so that land for potential
development not be tied up any longer than necessary.
A detailed and full report will be before Council on June 19 ,
4. Concepts of Cooperative Agreement with Hennepin Parks
Mr. Gears reviewed the staff report. Basically, Council had previously directed staff to work with
Hennepin Parks staff op developing a Cooperative Agreement for acquisition, development,
maintenance and operations of the Southwest Regional Trail eventually to connect Minneapolis to
Hopkins.
He briefly reviewed a draft of the proposed agreement, Council also briefly touched on
condemnation procedures/details; the City's financial commitment, City's role in future
development of trail; and a proposed timetable.
This item will be placed on the June 19 agenda for formal action
Request for emergency ordinance: Second floor City Hall HVAC system
Mr Meyer distributed a report and draft emergency ordinance which he requested be placed on
the June 19 Council agenda. Of two compressors on the second floor(which drive the air
conditioning system), one never came on line after winter, and the other which is doing double
duty could cease to function any day. The emergency ordinance would permit purchase of new
equipment to be made without going out to bid.
The study session adjourned at 10.05 p.m.
