MINUTES
` STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
Monday,May 8, 1995
Mayor Pro Tem Friedman called the meeting to order at 7:00 p.m.
Present were Councilmembers Jeff Jacobs, George Haun, Allen Friedman, Ron Latz, Robert
Young and Gail Dorfman.
Also present were the City Manager(Mr. Meyer);Deputy City Attorney Suesan Lea Pace;
Director of Community Development (Tom Harmening);Director of Public Works(Mike
Rardin); Director of Parks and Recreation(Cris Gears); and Director of Inspections(Ernie
Petersen).
Friends of the Arts
Susan Schneck, representing Friends of the Arts, gave a presentation. She reviewed the
philosophy of the organization and its proposed by-laws and briefly discussed their desire that the
• City Council recognize them as a city association..
It was the consensus of Council that Ms. Schneck work with the City Manager or his designee to
work on the details of the organizations request and that the matter come back to Council with
options for a relationship with the City.
Recreation Center update
Cris Gears, Director of Parks and Recreation and Roger Johnson, architect, were present to give
Council an overview of the proposal to date. He briefly reviewed an estimated 20-year financial
projection under various scenarios
Bridget Gothberg and Deb Bohn from the School District briefly discussed the potential for
expanding the scope of the project, i.e. creation of a larger community center
The Council was interested in what the scope of a larger center would be.
Jim Rhodes
State Representative Jim Rhodes briefly updated Council on some issues before the Legislature:
the request for special services district legislation; status of Tax Increment Financing bill;the
proposed tax freeze, widening of I-394; Senator Mondale's bill on metro livability; and the
Mighty Ducks.

Council adjourned to executive session at 7:30 p.m. to discuss this item because of potential
litigation issues. Council reconvened in public session at 8:40 p.m. and Mayor Pro Tem Friedman
announced that no decisions had been made in executive session.
Houses of worship in industrial districts
It was the consensus of Council based on staff's recommendation that consideration of prohibiting
houses of worship in the IG zoning district be referred to the Planning Commission for action.
4. Pets in Parks
Director of Parks and Recreation Cris Gears reviewed a number of options staff had considered in
regard to this matter. Paramount was the consideration if the program should be expanded to
include 6 additional designated parks in the City.
5. Goose population
Mr. Gears gave a brief history on this problem noting that a number of years ago, the City had
contracted for a goose translocation service and that upwards to 1,000 geese had been
transported to other states. Today, those states are not interested in importing more geese and
1995 will be the last year of any translocation program. Collection would be of geese only on
public property, not private property.
Council directed staff to gather additional information including problem locations on both public
and private property as well as potential funding alternatives and return the item to the June 5
meeting.
' 6. Honorary Council person project
This item was deferred to the next meeting when the Mayor would be present.
7. Traffic controls
Mr. Rardin reviewed his report which was an overview of the process for handling resident
requests for installation of stop signs. Mr. Rardin wondered if Council was interested in having a
less cumbersome process developed or a continuance of all requests coming to Council for action
Several Councilmembers were of the opinion that if the current system works, leave it in place.
It was Council's consensus not to make any changes in the process at this time.
8. Minnesota Uniform Fire Code

Chief Gill said adoption of this Code would bring the City into conformance with State
regulations. He did point out that his report recommends adoption of City Code language that
adopts the Minnesota Uniform Fire Code without reference to year to avoid a situation where the
officially adopted Fire Code may be in conflict with the State Fire Code.
This item will be placed on the May 15 agenda for first reading of an ordinance of adoption.
9. Consideration of Paid On-Call Supplement
Chief Gill explained that this recommendation came from the 1993 management study of the Fire
Department and has been addressed by the steering committee charged with implementation of
the recommendations of the study. He was asking at this time that the Council reaffirm a desire to
look at the issue prior to beginning an in-depth examination by the steering committee.
It was the consensus of Council that Chief Gill and his committee pursue that direction.
10. Sidewalks for new development
Councilmember Young had asked for this item to be added to the agenda. He would like the
Council to consider requiring that sidewalks be provided by any developer for any new
development, particularly residential. He was interested in this being discussed as it, in part,
concerns the Lamplighter Park Townhomes project which is on the May 15 agenda.
It was Council's consensus that this time be incorporated into staff's report that will be before
Council on May 15.

The study session adjourned at 9:30 p.m.
