HomeMy WebLinkAbout1995/12/11 - ADMIN - Minutes - City Council - Study Session MINUTES STUDY SESSION ST. LOUIS PARK CITY COUNCIL December 11, 1995 The meeting convened at 7.00 p m. Councilmembers present were Gail Dorfman, Ron Latz, Robert Young and Jeff Jacobs Also present were the City Manager(Mr Meyer), Director of Community Development (Mr Harmening), Director of Public Works (Mr. Rardin), Police Chief(Mr. Mitchell); Assistant to the City Manager(Mr. Wysopal), Economic Development Coordinator(Mr Anderson), Engineering Superintendent (Mr. Moore); Director of Inspections (Mr. Petersen), EDA attorney Jim Steilen and 1. Surface water management plan Phase 1 of the plan was presented by Peter Wilenbring of WSB & Associates. This phase is being expedited due to the Twin Lakes project Phase H will be presented to Council in the Spring of 1996 Council requested periodic updates as the project proceeds 2. Business plan for assisted living proposal The developer is seeking some indication from Council relative to the proposal. Endorsement of the proposal is non-binding. Councilmember Young wanted to know the present value of certain aspects of the proposal. Also, he suggested the value of the new vacant lot proposed to be created by the developer be offset by the devaluation of the existing bank building. Councilmember Dorfman noted the whole quadrant is being considered for livable communities Preliminary approval will be presented on December 18 at the Council meeting. 3. Policy for Economic Development Account Staff presented a proposal for establishment of an Economic Development account Questions raised by Council included where the funds could be spent and what would be the most appropriate policy It was Council consensus to bring the item back to a study session in January 1 Study session minutes December 11, 1995 4 Cedar Lake Road Mr Moore presented the staff report and reviewed the cost analysis submitted by C. S. McCrossan. Council agreed that costs associated with changes requested by the City should be paid Additional costs submitted by OSM were questioned as it was not clear why the delays were so expensive. Considerable discussion ensued relative to NSP work delays. Mr. Moore said staff seeks an opportunity to negotiate with NSP relative to costs associated with the delays. Also staff wants to utilize a contract of performance standards for Phase H 5. Contract for dispatching services - Golden Valley Chief Mitchell reported to Council on the progress of the negotiations with Golden Valley The relationship between the two cities has evolved into more of a contractual one rather than a partnership. Staff was directed to continue with negotiations. 6 Contract for Environmental Health Services with City of Hopkins Mr Petersen presented the staff report Council discussed a variety of options related to this proposal In noting that some fees do not cover the City's costs, staff was directed to look at the current fee structure with an eye to determining where fees can be increased in 1996. Also staff was asked to approach Hopkins re service to•that city without increasing St Louis Park's costs. It was hoped the program can break even by 1997. 7. Commercial vehicles in residential neighborhoods Mr Petersen presented the staff report and requested further action be taken on commercial vehicles and boats based on size and weight vis-a-vis restricted parking in residential neighborhoods A report will next go to the Planning Commission for action. Study session minutes December 11, 1995 •2 Study session minutes December 11, 1995 8 Drug/alcohol testing-Non-union employees Councilmember Sanger, though not present, had expressed concerns to staff as to whether the City could mandate health care for adults. Also, she expressed concern about employees being protected under ADA should they be required to undergo treatment.
