Call to order Mayor Hanks called the meeting to order at 7.00 p m at the Recreation Center Present were Councilmembers Jeff Jacobs, George Haun, Allen Friedman, Ron Latz, Gail Dorfman and Lyle Hanks Also present were the City Manager (Mr Meyer), Parks and Recreation staff members Cris Gears, Craig Panning and Bridget Wynn Others present from the St Louis Park Hockey Association were Bill Norton, Roger Johnson, Peter Levy and David Dooley From Benilde St Margaret High School were Bob Tift and Bill Howlett From Water Technologies, Inc. was Chuck Newman Rec Center proposal Mr Gears presented Council with a summary of the report entitled "Rec Center 111 Renaissance" which identified and analyzed alternatives for enhancing the facilities and programs at the Recreation Center Mr. Gears indicated that operations at the Rec Center cannot meet current demands for services and programs nor reduce projected operating deficits into the future, but that the findings included in the report clearly indicate the potential for improving programs/services and reducing the operating deficit As the presentation focused on arena issues, members of the St Louis Park Hockey Association and Benilde St Margaret's High School provided Council with additional information concerning their interest in expansion of the skating facilities As the focus of the presentation shifted to pool issues, Mr Newman provided background information concerning the condition of existing facilities and discussed conceptual designs which may provide the City with viable alternatives to address existing pool concerns At the close of the presentation, Council asked a number of questions and directed staff to report back at a future meeting with the following information. • A proposed format for an RFP which would request services for conceptual designs for an expanded skating/hockey facility, pool amenities and ADA improvements, • An evaluation of other municipal pool complexes in the Twin Cities area which have added pool amenities, • A clarification of the financial commitment from the Hockey Association and Benilde St Margaret's in regards to initial capital investments and on-going ice time rentals, 111 • An explanation as to how a contribution of in-kind labor can be incorporated into the public bidding process, and • An identification of the source of potential revenues and expenditures (a basic pro forma) Upcoming meeting dates Councilmembers discussed potential dates for upcoming meetings and agreed with dates which are least likely to interfere with religious observances and public holidays The following dates were decided upon. August 29 -Regular Council meeting is there is sufficient need; August 4 - Study session at 5 00 p m to meet with Karen Werve to discuss the management study for Community Development/Inspections September 12 - Regular Council meeting September 19 - Regular Council meeting September 21 -Joint Council/Human Rights Commission meeting The study session adjourned at 9015 p m i 7' ecording Secretary
