TRUTH IN TAXATION HEARING
ST. LOUIS PARK, MINNESOTA
Wednesday, November 30, 1994
1. Call to order
Mayor Hanks called the meeting to order at 710 p.m.
2. Roll Call
The following Councilmembers were present: Jeff Jacobs, Ron Latz, Robert Young, Gail
Dorfman and Lyle Hanks.
Also present were the City Manager(Mr Meyer); Director of Finance (Ms. McBride) and City
Assessor (Mr. Stepnick)
3. Truth in Taxation
Mayor Hanks explained that the hearing tonight concerned the City's tax levy and property taxes.
and that this was the fifth year in a row without a levy increase. He noted the School Board Truth
in Taxation hearing was Tuesday, December 6 and the County hearing is Tuesday, Dec. 13
Under discussion tonight was only the City's part of the taxing process, the only part it has
control over.
Following his remarks, presentations were made by Ms McBride and Mr. Stepnick with
additional comments by Mr. Meyer.
A number of residents were present, some wishing to address various items. Of general concern
to most of them was increased property taxes for persons on a fixed income. Councilmember Latz
thought one way of addressing this problem might be that if people can demonstrate they are on
fixed incomes and see a property tax increase, that the increased assessment be defrayed until the
house is sold and the purchaser would pay taxes on the full value Mr. Stepnick thought the State
Legislators would be in attendance at the School Board hearing and that proposal could be
addressed to them at that time.
Mr. Stepnick noted that the targeting refund and the circuit breaker were two alternatives for
residents to seek property tax relief.
The hearing was adjourned at 9 00 p m
