LOUIS PARK, MINNESOTA April 12, 1993 Mayor Hanks called the meeting to order at 7 : 03 p.m. Present were Lyle Hanks, Allen Friedman, Gail Dorfman, Lee Sheehy, Andrew Parker, Robert Gill, Larry Mitchell, Clint Pires, Walter Wysopal, George Haun, Jeff Jacobs, Dave Hagen, Jim Grube, Mancel Mitchell, Dean Mooney (City of Golden Valley) , Don Rambow, Cris Gears and Jim Steilen. la. Pendine litigation The City Council went into executive session for the purpose of discussing pending litigation. The City Council came out of executive session in which pending litigation had been discussed. lb. Bateson request for conditional use permit Lee Sheehy reported that the City Attorney's office would provide its report on this request by April 16 . He also said that the Minnehaha Creek Watershed District needs to take action on the Bateson permit request and cannot do so until its April 22 meeting. 2 . Park Nicollet development update Jim Steilen reported that the agreements with Park Nicollet and Frauenshuh had been signed and that the next item for action would be establishment of the Hazardous Substance Tax Increment Finance District . The only fixed features of the plan appear to be the entry boulevard, two buildings and the parking ramp. Dave Hagen reported that since the last concept plan was reviewed by the EDA, some issues had been raised. These include : a. Closing 39th St . West east of the entry boulevard; b. Turning movements relative to the entry boulevard; c . Intensity of the commercial area having increased from 35, 000 square feet to 45, 000 square feet; d. Orientation of the buildings which are now set to face Excelsior Blvd. , although set back; and e . A pedestrian-oriented design for Excelsior Blvd. in the 1 Miracle Mile area. The EDA felt that some results of the traffic studies should be received to perform an in-depth analysis of the latest concept plan. Some of these results are due in April . The EDA also agreed III that staff should continue discussion of these issues with Park Nicollet . Jim Grube updated the EDA on environmental issues and meetings. 3 . 31st/Inglewood proposal A developer will present a concept plan for development in this area at the May 10 study session. 4 . Entry sign: Triangle area/Neighborhood signs Dave Hagen displayed the sample neighborhood sign and indicated that it would typically appear on the same post as a Crime Watch sign. The next step is to design alternative City entry sign logos in concert with the neighborhood sign concept and bring these to the May 10 study session. 5 . Consolidated dispatching Mancel Mitchell and Dean Mooney reviewed the exploration of joint public safety dispatching between St . Louis Park and Golden Valley. Council directed staff to continue discussions and consult the City Attorney regarding potential liability issues III and the agreement in general . Staff will report back to Council when appropriate on this project . 6 . Fees for Planning cases Dave Hagen reviewed this report . While Council was receptive to the proposed modifications to fees, it did request comparative data from other cities. Staff will report back to Council by the May 10 study session. 7 . Cooperative agreements with neighboring communities Jim Grube described potential cooperative agreements with surrounding cities regarding traffic signal maintenance and environmental health services. Council gave direction that such agreements be further explored and the City Attorney consulted as appropriate. 8 . Parking ramp inspections - Engineer's insurance coverage Council reviewed this report and gave staff direction to bring to the April 19 meeting a report with appropriate recommendations regarding elimination of insurance requirements for engineers performing parking ramp inspections. 9 . Mutual Aid Fire Agreement Il 2 Council reviewed this agreement and gave staff direction to place this item on the April 19 agenda. III10 . Multi-family Housing Inspection Program review Council reviewed this report and requested that staff periodically report to Council on the status of multi-family housing in terms of condition, complaints and other socioeconomic indicators. 11 . Dogs : Licensing/Penalties/Use of parks Council requested data on the cost of animal control activities including the destruction of animals and a report on same at the May 10 study session. 12 . Recreation Center: Banquet/Reception facilities A recommendation to reject all bids for this project will be on the April 19 agenda. Staff was requested to further research issues of required/optional/recommended building modifications and report back to Council at its May 10 meeting. 13 . Board/Commission annual reports Council expressed general satisfaction with the format and requested standardization of the attendance records . A III recommendation to receive these reports for filing will be on the April 19 Council agenda. 14 . State of the City Mayor Hanks noted the TwinWest State of the City presentation to be held on May 5, 7:30-9 :00 a.m. in the Council Chambers.
