Call to order The meeting was called to order at 7:05 p.m. by Mayor Hanks. 2. Roll call The following Councilmembers were present at roll call : Jeff Jacobs, George Haun, Allen Friedman, Larry Mitchell , Gail Dorfman and Lyle Hanks. Staff present were the City Manager, Deputy City Attorney, Director of Community Development, Planning Coordinator, Finance Director and Assistant Finance Director. 3. Edgewood Industrial area/Eliot View neighborhood The Council reviewed the report from Roger Williams, a mediator from the Office of Dispute Resolution at the State of Minnesota, relating to the issues involving the Eliot View neighborhood and the Edgewood Industrial area. After a brief discussion, the Council decided that it would refer the mediator's report to the Planning Commission at its Sept. 8. meeting 4. Proposed timetable: Proposed zoning ordinance Discussion occurred regarding a proposed timetable for further considera- tion and subsequent enactment of the proposed zoning ordinance. The Council seemed favorably inclined to follow the schedule proposed by staff which would result in the zoning ordinance becoming effective on Dec. 31 , 1992. The Council expressed its willingness to hold special meetings as needed in order to accomplish this goal . At 7:30 p.m. , the Council adjourned to executive session for purposes of discussing a case involving potential litigation. The Council returned to open session at 8:00 p.m. 5. Proposed 1993 tax levy and 1993 budget Discussion took place regarding the proposed 1993 tax levy and the budget as well as the revised 1992 budget. The City Manager provided comments regarding the proposed 1993 budget. A comparison of the 1991 , 1992 and 1993 property taxes was reviewed. Budget summary and projections for the tax-supported funds from 1989 through 1997 were referenced. A revised calendar for 1993 budget review and adoption appeared agreeable to the Council in light of scheduling difficulties that in late November and early December. The City Manager advised the Council that the fire pumper will likely not be received until 1993 and as a result funding for it will be divided between 1992 and 1993. The proposed budget contemplates all of the expenditure in 1992 and the budget finally adopted by the Council later in 1992 for 1993 will be revised accordingly. III 6. Water service connection fee Mayor Hanks raised the issue of the water service connection fee and the Council appeared inclined to remove this item from the table and approve first reading of an ordinance at its Sept. 8 meeting. 7. Other business The City Manager briefed the Council on a number of items. In addition discussion occurred pertaining to access to tobacco by under age persons and the pending ordinance that would allow the consumption of liquor in conjunction with banquets at the Recreation Center.
