MINUTES
STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
June 8, 1992
1 . Call to order
The meeting was called to order at 7:00 p.m. by Mayor Lyle Hanks.
2. Roll call
The following Councilmembers were present: Jeff Jacobs, George Haun, Larry
Mitchell , Gail Dorfman and Lyle Hanks. Allen Friedman joined the meeting
at 7:40 p.m.
Also present were the City Manager, Director of Community Development, Planning
Coordinator, Director of Finance.
3. Neighborhood revitalization
Representatives of Spirit of the Park, the former Neighborhood Revitalization
Task Force, met with Council . After discussion, the Council appeared inclined
to consider an ordinance designating Commission status for the Spirit of
the Park group. Such an ordinance will be drafted for an upcoming Council
meeting. In addition, staff was asked to furnish Councilmembers with copies
of the neighborhood map that was passed around at the meeting.
4. Eliot View Neighborhood/Edgewood Industrial Park
The status of discussions involving the Eliot View Neighborhood and the
Edgewood Industrial Area was discussed. The report from staff, together
with the mediator' s report, were reviewed. It was agreed that the mediator
would be empowered to seek resolution of remaining issues. Specifically,
it was the Council ' s feeling that it did not desire to adjudicate by means
of voting the remaining issues. The mediator will be empowered to make recommend-
ations to the Council in those areas where agreement is not reached following
at least one more meeting of the parties.
A map showing where commercial or industrial areas abut one or two-family
residential properties was reviewed. The rationale leading to the situation
where such properties abut was discussed.
5. Round-up Program
Councilmember Jacobs discussed the Round-Up Program. Staff was asked to
work on the details of implementing such a program as a result of Council ' s
philosophical support for the idea.
6. Budget-related items
Three budget-related items were discussed including Harlan Syverson' s memo
pertaining to the property tax impact of setting aside portions of Local
Government Aid in 1993; Syverson' s analysis of comparative per capita costs
in various municipalities; and the proposed budget calendar.

7. State-mandated water connection fee

The memo from the Finance Director re the State-mandated water connection
fee was reviewed and Council seemed inclined to act on the recommendation
contained in that memo at its June 15 meeting.
8. Licenses for pawnbrokers/second hand dealers
Discussion occurred regarding the subject of licenses for pawnbrokers/second
hand dealers in light of the recent discovery that the Zoning Ordinance
contained no provision for such activities. The Council asked that the City
Attorney's office review an approach whereby existing licensees would be
"grandfathered" and no additional licenses would be issued. This item is
scheduled to be reviewed at the July 13 study session.
9. Multi-family rental housing

The City Manager discussed with Council staff work to date following Council 's
designation of multi-family rental housing as its number one priority. This
designation occurred through the Goals and Objectives process that the Council
utilized at its April Long-Range Planning retreat. Council suggested that
staff identify methods of involving the owners Of multi-family rental housing
in dialogue pertaining to the need to keep such property in good condition.
10. Licensing of one and two-family rental housing

The status of Council deliberations pertaining to the licensing of one and
two-family rental housing was reviewed at the request of Councilmember Friedman.
Staff was asked to furnish Council with a copy of the matrix that had emerged
from the deliberations on this matter that concluded in April of 1991 . The
possibility of implementing a mandatory inspection every 3-5 years -- without
the requirement of licensing rental housing -- was noted.
11 . 1992/93 City/School calendar
The 1992/93 City/School calendar is being finalized and there were some
issues for the Council to consider in that regard. As a general rule, whenever
formal Council meetings cannot be held on the first or third Monday, the
Council determined that the meetings would be held on the Tuesday immediately
thereafter. In the case of the first meeting in April of 1993, it was determined
that the meeting for that evening would be cancelled and that the Council
meeting would be held on the third Monday per the usual schedule.
12. Other business

The status of Nortel Cable' s provision of service -- particularly as relates
to MSC -- was noted.
Funding for the 1992 fireworks was discussed by the Mayor.
