LOUIS PARK CITY COUNCIL December 14, 1992 The meeting began at 8:40 p.m. Present were Councilmembers Jeff Jacobs, George Haun, Keith Meland, Larry Mitchell, Gail Dorfman and Mayor Lyle Hanks. Staff present were the City Manager, interim City Manager, Dir. of Community Development, Personnel Officer, Dir. of Public Works, Police Chief and Fire Chief. Multifamily Rehabilitation Selection Criteria The recommendation from staff appeared agreeable and approval of this item is slated for the Dec. 21 formal meeting. Proposal from William Smith Staff will contact Smith and request that he obtain soil borings for the land that he is willing to relinquish to the City. The possibility of Smith making a gift of this land is to be explored. Differential Response Chief Mitchell was present and briefed the Council on this possibility which iE not yet ready to be implemented by the Department. Councilmembers had some questions and Chief Mitchell provided answers. Fire Department Management Study The City Manager and Chief Gill briefed the Council on the rationale for such a study. Council seemed supportive of staff initiating the Request for Proposal process consistent with the format outlined in Chief Gill's memorandum regarding this subject. Cedar Lake Rd. status report Jim Grube was present for discussion of this matter. The Council seemed supportive of the course of action anticipated. Municipal State Aid street designation Jim Grube discussed with the Council a possible switch that would enable Cedar Lake Road to become eligible for Municipal State Aid. A memorandum and map from Grube were noted. Early Retirement Refinement Wally Wysopal briefed the Council on the need for this refinement which is scheduled to be formalized at the Dec. 21 meeting. • Proposed pay plan for 1993 The memorandum from staff which followed the Nov. 9 study session discussionIII was reviewed. It appeared that the Council, at its Dec. 21 meeting, would approve a 1993 pay plan that would provide a 3% increase to the non-union salary schedule, continue the freeze on the schedule for positions of Grade 9 or higher and reduce the maximum salary in the range for the positions of Director of Finance and City Manager. Review of NLC Conference Councilmember Dorfman discussed this matter with the Council. Mayor Hanks noted the practice of the City in regard to conference attendance by Council- members. Other business a. The Mayor was authorized to send a letter to the Meadowbrook Action Committee concerning its collaborative efforts with School District 283 and Methodist Hospital. b. The City Manager was authorized to send a letter to Suburban Hennepin Parks indicating that exploration of the possible operational transfer pertaining to the Westwood Hills Environmental Education Center should be suspended until the City had resolved some community-based concerns. c. It was agreed that the January 11, 1993 study session would include the subjects of Ward redistricting and Council/staff relations.
