MINUTES
CITY COUNCIL STUDY SESSION
ST. LOUIS PARK, MINNESOTA
November 9, 1992
Mayor Hanks called the meeting to order at 6:30 p.m.
Present were Councilmembers Jeff Jacobs, George Haun, Allen Friedman, Keith
Meland, Larry Mitchell and Gail Dorfman.
Staff present were City Manager Bill Dixon, Dir. of Community Development
Dave Hagen, Asst. Dir. of Finance Don Rambow, Planning Coordinator Don Rye,
Dir. of Public Works Jim Grube, Administrative Asst. Bob Larson and Personnel
Officer Wally Wysopal .
Suesan Pace Shapiro and Paul Tietz from the City Attorney's office were also
present.
Belt Line Industrial Park
The request from Belt Line Industrial Park for changes in proposed I-P zoning
was discussed. Representatives of Belt Line were present. Staff was asked
to identify the pros and cons of retaining the provisions for I-P zoning contained
in the proposed zoning ordinance as well as identifying the pros and cons
of modifying the proposed I-P district by allowing retail and service uses
through the PUD process. This information is to be brought to the November
23 zoning public hearing.
Highway 100
Jim Grube briefed the Council on MnDOT' s plans for Highway 100 from 36th St.
to 27th St. The Council gave Grube some feedback as to its concerns regarding
MnDOT' s plans.
Franchise - NSP
Bob Larson' s memorandum regarding the subject was reviewed. The Council agreed
that the model ordinance furnished by the Suburban Rate Authority should be
enacted as relates to NSP. Action on this item will be scheduled for the November
16 formal meeting.
Undergrounding - Electric utility lines
Bob Larson' s memorandum on this subject was reviewed. Following discussion
it was agreed that NSP had a deadline to meet in the year 2000 and that the
City should await that year and monitor funding availability for such activities.
The possibility that the new leadership in Washington would produce mechanisms
for activities such as this was noted.
Criteria - Bond fees
Dave Hagen' s memorandum on this subject was reviewed. The Council indicated
that staff should continue its efforts to refine this matter by reducing the
maximum amount that would be available to property owners. Staff was

asked to advise the Housing Authority of the status of this matter but not
request any role for the HA.
Bond Application Procedure
Following considerable discussion, it was agreed that the procedure would
be modified to require disclosure of information pertaining to the investment
banking firm that was involved in the proposed transaction. The Council was
not interested in a pre-qualification procedure relating to investment banking
firms.
Constitutional Amendment
The Council discussed the letter from St. Paul City Council member Bob Long
which transmitted a resolution that would call for the State Legislature
to support a Constitutional amendment dedicating funding for the Local Government
Trust Fund and requesting that the League of Minnesota Cities make such an
amendment a 1993 priority. Following discussion, the Council appeared not
inclined to enact this resolution.
1993 Utility Rates
The staff memo on this subject was reviewed and the Council seemed supportive
of the recommendation. Formal action will be scheduled for an upcoming meeting.
Managerial Compensation Report
Karen Olsen, Labor Relations Associates, was present to share her findings
with the Council . Discussion was lengthy and concern was expressed about
the impact of State legislation on the City's ability to have self-determination
as pertains to compensation levels. Staff was asked to do additional follow-up
work within the context of labor agreements already in acted for 1993.
Early Retirement Program
The proposal of staff was reviewed and the Council indicated its intent to
deal with this subject at the November 16 formal meeting.
1993 Pay Schedule
Council action pertaining to this subject will be deferred until staff can
do additional work in light of the results of the managerial compensation
report.
1993 Health Insurance
Council reviewed the report from Wally Wysopal on this subject and was supportive.
The City's participation in the LOGIS program was noted as a factor that
was helping the City cope with this subject.

111 Other Business
The Council seemed, inclined to provide funding in the 1993 budget for the
Teens Alone program. In addition the date of December 14, at 6:30 appears
acceptable to the Council for its meeting with its legislators. This session
will be held in conjunction with the Board of School District 283.
The meeting adjourned at 9:40 p.m.
