CITY COUNCIL STUDY SESSION
ST. LOUIS PARK, MINNESOTA
October 26, 1992
1 . Call to order
The study session began with a joint meeting with the Board of School
District 283. The meeting was held in Room 211 of the Senior High School .
Those in attendance included Mayor Lyle Hanks, Councilmembers George Haun,
Larry Mitchell , Gail Dorfman and Jeff Jacobs.Councilmater Friedman arrived at 7:30.
Staff present were City Manager Bill Dixon, Director of Parks and Recreation
Cris Gears, and Director of Community Development Dave Hagen.
Chairman Driscoll of the School Board requested that Council consider
granting tax increment money to the District. He reported that enrollment
was increasing as were special education costs. He indicated that it was
the District' s impression that the available tax increment money being
requested was approximately $425,000.
III The City Manager indicated the City's calculations revealed that the
figure was closer to $340,000. This discrepancy is apparently attributable
to the fact that tax increment monies from the Highway 7 District are
not eligible for contribution to the School District.
Discussion of the request ensued. The School Board was apparently going
to vote to formalize its request at its meeting of October 26 and the
Council would consider the matter thereafter.
The study session resumed at 7:30 p.m. at City Hall . Suesan Pace Shapiro,
Deputy City Attorney, joined the Council for discussion of the pawnbrokers
ordinance which had been deferred on second reading. It was agreed that
this matter would be reconsidered by the Council at its November 2, 1992
meeting and that staff would check with two former license holders to
determine their interest in reobtaining licenses. A number of options
concerning this matter will be identified for Council ' s consideration
at the November 2 meeting.
Teens Alone - Ms. Mahoney of Teens Alone made a presentation to the Council
concerning her program. It was suggested she contact staff to learn more
about the provisions of CDBG funding. Staff was asked to identify possible
funding sources for the program.
One and two-family rental housing - A report from staff on one and two-family
rental housing was discussed. Council seemed favorably disposed to the
111 approach recommended in the report and asked staff to look at approaches
whereby parties that failed to register and did not have an inspection
would nonetheless be inspected by a private inspector with the cost certified
on the tax levy.

Jurisdiction: France Ave./Cedar Lake Rd. - After discussion, the Council III
seemed inclined to not pursue a "turnback" of France Ave. from the County
to the City at this time but was interested in such a "turnback" in regard
to Cedar Lake Rd.
Union 76 station, Cedar Lake Rd./Louisiana Ave. - Ingress/egress issues
were discussed. The status of a planning/zoning petition for the property
was mentioned. Staff was complimented for bringing this matter to the
Council 's attention• given the longer range goals that the Council has
for Cedar Lake Rd.
Cedar Lake Rd./Texas traffic signal - After discussion, it was agreed
that the Council would consider this matter at the November 16 meeting
and that those who had attended neighborhood meetings to date would be
notified of that session.
Health function: Inspections - A report from Jim Grube concerning the
Health function was discussed at length. Council agreed that the staff
suggestion for a random sample survey of service recipients would be advisable.
In addition, staff was directed to learn more about the County's Health
program.
Diversification of revenue, lowering costs - A report from staff pertaining
to the Council ' s goal of diversifying revenue and lowering costs was reviewed
in detail . Staff was directed to undertake additional analysis of someIII
new revenue sources as well as some possibilities for resource utilization
and cost control reduction that were identified in the report.
Elected Metropolitan Council - The Council agreed that it would discuss
the possibility of an elected Metropolitan Council with its legislators.
The City Manager was asked to confer with the designated City Attorney
on the content of a response to Nortel Cable' s request to have the City
reimburse it for legal costs encountered with the City' s recent request
for information pertaining to the cost to Nortel of providing the Midwest
Sports Channel to St. Louis Park residents.
The meeting adjourned at 10: 15 p.m.
