HomeMy WebLinkAbout1992/08/10 - ADMIN - Minutes - City Council - Regular MINUTES CITY COUNCIL STUDY SESSION ST. LOUIS PARK, MINNESOTA August 10, 1992 1 . Call to order The meeting was called to order at 7:00 p.m. by Mayor Lyle Hanks. Present were Councilmembers Jeff Jacobs, ,George Haun, Allen Friedman, Larry Mitchell , Gail Dorfman and Lyle Hanks. Staff present were City Manager Bill Dixon, Director of Finance Harlan Syverson, Assistant to the City Manager Wally Wysopal . License parking ramps A proposal from staff to license parking ramps was reviewed. The Council seemed favorably disposed to this proposal and directed staff to correspond with those property owners that would be impacted by the measure, informing them the Council intended to consider it at its September 21 meeting. 1992 Party in the Park A staff memo pertaining to the 1992 Party in the Park was reviewed. It was agreed that Mayor Hanks would contact Bonnie Blumberg and arrange for a meeting on this subject which will likely be held in September. State-mandated water connection fee Responses to the City's survey of municipalities interested in participating in possible litigation over the State-imposed $5.21 fee per connection for water testing was discussed. The Council seemed in agreement that it would consider imposition of this fee on first reading at its meeting of August 17. In so doing, the Council requested that a resolution be prepared indicating that should the Legislature subsequently change the methodology for this billing, that the City would request reimbursement for its expenditures. Licensing - one and two family rental housing Council continued its discussion of this item. The matrix comparing the City proposal with that of the Advisory Committee was reviewed in detail . The Council seemed inclined to now favor an approach that would result in the registration of rental properties. Staff was asked to formulate an ordinance that would reflect the Council 's sentiments and let Council review that ordinance prior to advising the committee that this matter was being reactivated. Wayside House Mary Hartman, Executive Director of Wayside House, was present for discussion of that agency's request for financial assistance pertaining to a pilot transitional housing program. Following discussion, Council asked staff to formulate guidelines for the use of fees obtained through the City's role as a conduit for revenue bond matters. Human Rights Commission The role of the Human Rights Commission was discussed with the Council reaffirming the importance of the commission' s advisory role. The consequen- ces of an advisory role in terms of appropriate activitieswere noted. Managerial compensation study The status of managerial compensation was discussed and a staff report on that subject was acknowledged. Council was supportive of using a consultant on this matter, and it was agreed that LRA would be utilized. Council/City Manager/Department Head joint meeting The format for a meeting of City Council , City Manager and Department Heads scheduled for Wed., Sept. 23 was discussed. It was agreed that this would be an evening meeting that would begin with supper followed by five-minute presentations by each of the Department Heads. Thereafter, general discussion involving the Council , Manager and Department Heads will be held with the anticipation the session will be concluded by approximately 9:00 p.m. Other business It was decided that the August 24 study session would be cancelled and rescheduled to August 31 . In addition, the Council suggested to the Manager that School District 283's request for a waiver of building fees be viewed within the context of other considerations such as the Governance Agreement for Community Education and tax increment monies. The City Manager briefed the Council on a matter that EDA President Meland had brought to his attention and request be shared with the Council . Mayor Hanks asked that board/commission interviews be scheduled for August 31 prior to the study session of that evening. The meeting adjourned at 9:20 p.m. F/1/ /Xe Bill Dixon, Recording Secretary
