MINUTES
LONG-RANGE PLANNING SESSION
ST. LOUIS PARK CITY COUNCIL
April 27, 1992
1 . Call to order
Mayor Hanks called the meeting to order at 7:00 p.m.
The following Council members were present: Jeff Jacobs, George Haun, Allen
Friedman, Keith Meland, Larry Mitchell , Gail Dorfman and Lyle Hanks.
Staff members present were the City Manager, Police Chief, Police Captain,
Sgt. Luse, Bob Larson, Beverly Flanagan, Cris Gears, Craig Panning, Dave
Hagen, Don Rye and Lynn Schwartz.
Chief Mitchell briefed the Council on his idea relating to the linkage between
community policing and the neighborhood revitalization program. The Council
seemed supportive of the idea and asked that staff prepare additional details.
The City Manager updated the Council on the police facility project with
particular attention to the project budget and the related agreement with
Boarman & Assoc. for architectural services. In the memo shared with Council
prior to the Long-Range Planning session, four options were identified to
deal with the budget situation. The Council discussed these options and
was not interested in either Option One or Two. The Council asked staff
to explore the possibilities raised by Options Three and Four including
whether there would be any advantage to merging Options Three and Four.
Council discussed redistricting with various opinions being offered from
individual Council members. Staff was not asked to do any further work on
this subject.
A series of Park and Recreation items were discussed with Jim Brimeyer being
present for an update on the Rotary art project. The Council approved Mr.
Brimeyer' s request and authorized staff to review the site selected and
determine the suitability for artwork. In addition the Council seemed inclined
to considering inclusion of this project as part of the overall park improvement
program.
Air conditioning at the Rec Center was discussed in conjunction with the
possible development of banquet facilities at that location. The Council
indicated its intent to vote on this matter at the May 18 meeting and requested
that staff provide additional information relating- to the consumption of
alcohol in facilities owned by other cities.
Staff reviewed an update on the discussions pertaining to the houses at
Westwood Hills Environmental Education Center. The Council asked staff to
explore further the possible use of CDBG for code/ADA improvements to the
structures.
Dave Hagen and Don Rye were present to update the Council on the status
of the proposed Zoning Ordinance. A lengthy memorandum on this subject had
been furnished to the Council prior to the meeting. The Council seemed pleased
with the progress made on this effort and noted the staff's suggested target

date of passage of the ordinance this summer.
The Council discussed the Comprehensive Plan amendment for the area of Minnetonka/
Monterey Ave. The impact of this proposed change as relates to the proposed
hostel at the former Daystar property was noted. _
The Housing Authority's report and recommendation regarding a handicapped
housing site was reviewed by the Council . Staff was asked to obtain information
as to how other communities felt about similar facilities. Specifically,
the Council is interested in what the financial impact of such facilities
has been on the host communities and what the demand for service from the
respective police departments has been.
The proposed customer service survey was discussed with Council suggesting
some modifications. Staff was authorized to implement the program.
Other business
Councilmember Haun raised the possibility of offering a reduced rate for
residents of Golden Valley to swim at the Recreation Center. Staff was authorized
to explore this matter further.
Councilmember Friedman requested information on the procedure utilized by
the Housing Authority for the development of waiting lists and CouncilmemberIII
Mitchell asked that a budget comparison be done with other suburban communities
as relates to the provision of certain "basic services." The focus of this
review would be to determine comparative per capita costs.
